All project revisions which change and/or modify the approved documents shall be submitted to the Building Department for review and approval prior to work. No work shall be performed without the approval of this Department of Building Safety. Minnesota Building Code Items: a. Roof Coverings shall be installed in accordance with the MN building code and the approved manufacturer's instructions such that the roof coverings shall serve to protect the building. (MBC 1503.1). All roof coverings and roof assemblies must comply with performance requirements (MBC 1504) and fire classification (MBC 1505) b. Flashing: Flashing shall be installed in such a manner so as to prevent moisture entering the wall and roof. Flashing shall be installed at wall and roof intersections, at gutters, wherever there is a change in roof slope or direction, and around roof openings. Metal flashing shall be corrosion resistant with a thickness of not less than 0.019-inch galvanized steel (MBC 1503.2) c. Coping: Parapet walls shall be properly coped with noncombustible, weatherproof materials of a width no less than the thickness of the parapet wall. (MBC 1503.3) d. Roof ventilation: Intake and exhaust vents shall be provided in accordance with Section 1203.2 (MBC 1503.3) e. Crickets and saddles: A cricket or saddles shall be installed on the ridge side of any chimney or penetration greater than 30" (MBC 1503.5) f. Roof replacement shall include the removal of all existing layers of roof coverings down to the roof deck. (MBC 1511.3) i. Exception: Where existing roof assembly includes an ice barrier membrane that is adhered to the roof deck, the existing ice barrier membrane shall be permitted to remain in place and covered with an additional layer of ice barrier membrane g. The new roof covering is installed in accordance with the manufacturer's instructions. ii. Complete and separate roofing systems, such as standing -seam metal panel systems that are designed to transmit the roof loads directly to the buildings structural system and do not rely on the existing roof covering for support shall not require the removal of existing coverings. iii. Metal panel, metal shingle, and concrete and clay tile roof coverings shall be permitted to be installed over existing wood shake roofs. iv. The application of a new protective roof coating over and existing protective roof coating, metal roof panel, spray poly foam roof, built-up roof, modified roofing, thermoset and thermoplastic single -ply roofing shall be permitted without tear off of existing coverings. A roof recover shall not be permitted where any of the following conditions occur: i. The existing roof or roof covering is water soaked or has deteriorated to the point where the existing roof or roof covering is not adequate as a base for additional roofing. ii. Where the existing roof covering is wood shake, slate, clay, cement, or asbestos - cement tile. iii. Where the existing roof has two or more applications of any type of roof covering. Reinstallation of materials. Existing vent flashing, metal edging, drain outlets, collars, and metal counterflashing shall not be reinstalled where rusted, damaged, or deteriorated. Flashings shall be reconstructed in accordance with the manufacturer's instructions (MBC 1511.5) Minimum Slope: (MBC 1511) Reroofing shall not be required to meet the minimum design slope requirement of one -quarter unit vertical in 12 units horizontal (2-percent slope) in Section 1507 for roofs that provide positive roof drainage if all of the following conditions are met: i. The minimum required roof slope is infeasible due to existing parapet heights, existing unalterable flashing that requires positive drainage, or other obstacle. ii. Existing structure is demonstrated through structural analysis to be capable of supporting ponding to the level of the secondary emergency drainage system or point of overflow. iii. A secondary (emergency) drainage system is installed Where the application of a new roof covering over wood shingle or shake roofs creates a combustible space, the entire existing surface shall be covered with gypsum board, or mineral fiber fastened in place. (MBC 1511.4) Roof Ventilation: Intake and exhaust vents shall be provided in accordance with Section 1202.2 and the manufacturer's installation instructions. (MBC 1503.4) i. The net free ventilating area shall not be less than 1/150 of the area of the space ventilated. Exception: The net free cross -ventilation area shall be permitted to be reduced to 1/300 provided a Class I or II vapor retarder is installed on the warm - in -winter side of the ceiling. At least 40%, but no more than 50% of the required venting area is provide by ventilators located in the upper portion of the attic or rafter space, not more than 3 feet below the ridge, with the balance of ventilation provided by eave or cornice vents. (MBC 1202.2.2) ii. Openings for ventilation over 1/4 inch shall be provided with corrosion -resistant wire screening or similar material with openings between 1 /16 — % inch. Underlayment: Table 1507.1.1(2) i. Shall be installed per Table 1507.1.1(1) & 1507.1.1(2) ii. Asphalt Shingles: For roof slopes from two units vertical in 12 units horizontal (2:12), up to four units vertical in 12 units horizontal (4:12), underlayment shall be two layers applied as follows: Apply a 19-inch strip of underlayment felt parallel to and starting at the eaves. Starting at the eave, apply 36-inch-wide sheets of underlayment, overlapping successive sheets 19 inches. End laps shall be 4 inches and shall be offset by 6 feet. Distortions in the underlayment shall not interfere with the ability of the shingles to seal. For roof slopes of four units vertical in 12 units horizontal (4:12) or greater, underlayment shall be one layer applied as follows: Underlayment shall be applied shingle fashion, parallel to and starting from the eave and lapped 2 inches, Distortions in the underlayment shall not interfere with the ability of the shingles to seal. End laps shall be 4 inches and shall be offset by 6 feet. 2. Roof Type: a. (MBC 1507.2) Asphalt Shingles: i. Asphalt shingles shall be fastened to solidly sheathed decks ii. Asphalt shingles shall only be used on roof slopes of two units vertical and twelve units horizontal (17%) or greater. Roof slopes 17% - 33 % double underlayment is required. iii. Required underlayment shall conform to ASTM D226 Type I or II, ASTM D 4869 Type I -IV, or ASTM D6757. iv. Asphalt shingles shall comply with ASTM D225 or ASTM D1970. (MBC 1507.2.5) v. Fasteners shall be galvanized, stainless steel, aluminum, or copper roofing nails, minimum 12 gage shank with a minimum 3/8" diameter head, and a minimum length of/4" into the roof sheathing. vi. Asphalt shingles shall have the minimum number of fasteners required by the manufacturer, but not less than four fasteners per strip shingle or two fasteners per individual shingle. vii. Asphalt shingles shall have a minimum wind resistance complying with Table 1507.2.7 viii. Underlayment shall comply with MBC 1507.1.1 ix. Ice barrier: In areas where there has been a history of ice forming along the eaves causing a backup of water, an ice barrier shall be installed for asphalt shingles, metal roof shingles, mineral -surfaced roll roofing, slate and slate -type shingles, wood shingles, and wood shakes. The ice barrier shall consist of not less than two layers of underlayment cemented together, or a self -adhering polymer modified bitumen sheet shall be used in place of normal underlayment and extend from the lowest edges of all roof surfaces to a point not less than 24 inches inside the exterior wall line of the building. x. Valley linings shall be installed in accordance with manufacture's instructions before applying shingles. xi. Drip edge shall be provided at eave and rake edges or shingle roofs. Adjacent segments of the drip edge shall be lapped no less than 2-inches. The vertical leg of drip edges shall be no less than 1-1/2" in width and shall extend no less than 1/4"-inch below sheathing. The drip edge shall extend back on the roof no less than 2-inches. Underlayment shall be installed over drip edges along rake edges. Drip edges shall be mechanically fastened at intervals not greater than 12- inches. 3. Inspections: a. Construction or work shall be inspected in accordance with the requirements of MN Rule 1300.0210. b. It is the responsibility of the contractor/installer to contact the Department of Building Safety to schedule all required inspections. To schedule an inspection call (952) 442- 7520 between the hours of 8:00 a.m. and 4:30 p.m., Monday - Friday. Please have permit number available at the time of call. c. The approved permit and all related plans and documentation shall be on site and available to the inspector at the time of inspection. Failure to provide the required documentation to the inspector at the time of inspection may result in a cancelation of the inspection and additional inspections fees for the additional inspection(s). d. The field inspector may identify additional code compliance requirements. Any additional identified code compliance requirements shall be completed. 4. General: a. All construction shall comply with the approved plans. Plan revisions shall not be reviewed in the field. Submit all plan revisions to the Building Department for review and approval prior to construction. b. Everyone performing work to which the code is applicable, shall comply with the code. c. The permit applicant is responsible for code compliance of work being. d. The site address shall be posted so the address is visible and readable from the fronting street.
