Overhead garage doors shall meet the wind loading requirements as determined by the code. (R301.2.1) 2. The under -floor grade shall be cleaned of all vegetation and organic material. All wood forms used for placing concrete shall be removed before a building is occupied or used for any purpose. All construction materials shall be removed before a building is occupied or used for any purpose. (MRC R408.5) 3. Approved corrosion -resistant flashing shall be applied shingle -fashion in such a manner as to prevent entry of water into the wall cavity or penetration of water to the building structural framing components. Self -adhered membranes used as flashing shall comply with AAMA 711 and fluid applied flashings shall comply with AAMA 714. The flashing shall extend to the surface of the exterior wall finish. Approved corrosion -resistant flashing shall be installed at all of the following locations: (MRC R703.4) a. Exterior window and door openings. Flashing shall be installed at the head and sides of exterior window and door openings and shall extend to the surface of the exterior wall finish or to the water -resistive barrier for subsequent drainage. Flashing at exterior window and door openings shall be installed in accordance with at least one of the following: i. the fenestration manufacturer's installation and flashing instructions. When flashing is not addressed in the fenestration manufacturer's instructions, it shall be installed in accordance with the flashing manufacturer's instructions; ii. in accordance with the flashing design or method of a registered design professional; and in accordance with other approved methods. b. At the intersection of chimneys or other masonry construction with frame or stucco walls, with projecting lips on both sides under stucco copings. c. Under and at the ends of masonry, wood, or metal copings and sills. d. Continuously above all projecting wood trim. e. Where exterior porches, decks, or stairs attach to a wall or floor assembly of wood -frame construction. f. At wall and roof intersections. g. At built-in gutters. h. Where exterior material meets in other than a vertical line. i. Where the lower portion of a sloped roof stops within the plane of an intersecting wall cladding in such a manner as to divert water away from the assembly in compliance with Section R903.2.1. j. At the intersection of the foundation and rim joist framing when the exterior wall covering does not lap the foundation insulation. 4. Pan flashing of windows and doors. Pan flashing shall be installed in accordance with the fenestration manufacturer's installation and flashing instructions. Where flashing instructions or details are not provided, pan flashing shall be installed at the sill of exterior window and door openings. Pan flashing shall be sealed or sloped in such a manner as to direct water to the surface of the exterior wall finish or to the water -resistive barrier for subsequent drainage. (MRC R703.4.1) a. Exceptions: i. Windows or doors installed in accordance with the manufacturer's installation instructions which include an alternate flashing method. ii. Windows or doors in detached accessory structures. iii. Skylights, bow or bay windows. iv. Doors required to meet accessibility requirements that would prevent the installation of pan flashing. v. Repairs or replacements of existing windows and doors vi. When a method is provided by a registered design professional. 5. A kick -out flashing shall be installed where the lower portion of a sloped roof steps within the plane of an intersecting wall cladding, in such a manner as to divert or kick out water away from the assembly. The kickout flashing shall be a minimum of 2 %" long. (MRC R903.2.1) 6. In combustible construction, fire -blocking shall be provided to cut off all concealed draft openings (both vertical and horizontal) and to form an effective fire barrier between stories, and between a top story and the roof space. (MRC R302.11) 7. Smoke alarms shall be installed in the following locations: (MRC R314.3) a. In each sleeping room. b. Outside each separate sleeping area in the immediate vicinity of the bedrooms. c. On each additional story of the dwelling, including basements and habitable attics but not including crawl spaces and uninhabitable attics. In dwellings or dwelling units with split levels and without an intervening door between the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent lower level provided that the lower level is less than one full story below the upper level. d. Smoke alarms shall not be installed within 3' horizontally of a bathroom that contains a tub or shower unless this requirement would interfere with other required placements. a. Ionization smoke alarms shall not be installed less than 20' from cooking appliance b. Ionization smoke alarms with a silencing switch shall not be installed less than 10' from a cooking appliance c. Photoelectric smoke alarms shall not be installed less than 6' from a cooking appliance. d. Smoke alarms shall not be installed in the following locations unless it would prevent another required placement: (MRC R314.3.1) 8. Smoke alarms shall be interconnected. Wireless units that meet UL 217 may be used in lieu of hardwire interconnection. Combination alarms shall be listed in accordance with UL 217 and UL 2034. (MRC R314.4) 9. Carbon monoxide alarms shall be installed outside and not more than 10 feet (3048 mm) from each separate sleeping area or bedroom. Alarms shall be installed on each level containing sleeping areas or bedrooms. Alarms shall also be installed inside each bedroom where a fuel - fired appliance is present in the bedroom or it's attached bathroom. (MRC R315.3) 10. CO alarms shall be interconnected. Wireless units that meet UL 2034 may be used in lieu of hardwire interconnection. Combination alarms shall be listed in accordance with UL 217 and UL 2034. (MRC R314.4) CO alarms shall receive their primary power from the building wiring where such wiring is serviced from a commercial source, and where the power is interrupted, shall receive power from a battery. (MRC R315.6) 11. Handrails shall be provided on at least one side of each continuous run of treads or flight with four or more risers. Handrails to comply with MRC R311.7.8.1 for mounting height, continuity and grip -size. (MRC R311.7.8.1) 12. The maximum riser height shall be 7 3/4 inches. The riser shall be measured vertically between leading edges of the adjacent treads. The greatest riser height within any flight of stairs shall not exceed the smallest by more than 3/8 inch. Risers shall be vertical or sloped from the underside of the nosing of the tread above at an angle not more than 30 degrees from the vertical. Open risers are permitted provided that the opening between treads on risers located more than 30" above the floor do not permit the passage of a 4-inch-diameter sphere. (MRC R311.7.5.1) Exception: a. The opening between adjacent treads is not limited on spiral staircases. b. The riser height of spiral stairways shall be in accordance with Section R311.7.10.1. 13. The minimum tread depth shall be 10 inches. The tread depth shall be measured horizontally between the vertical planes of the foremost projection of adjacent treads and at a right angle to the tread's leading edge. The greatest tread depth within any flight of stairs shall not exceed the smallest by more than 3/8 inch. (MRC R311.7.5.2) 14. There shall be a landing or floor on each side of each exterior door. The width of each landing shall not be less than the door served. Every landing shall have a minimum dimension of 36 inches measured in the direction of travel. Exterior landings shall be permitted to have a slope not to exceed '/ unit vertical in 12 units horizontal (2-percent). (MRC R311.3) 15. Alternating tread devices shall have a minimum clear width of 20" at and below the handrails. Alternating tread devices shall not be used as a means of egress for lofts, mezzanines or similar areas greater than 200sq' or where such devices provide primary access to a bathroom or kitchen. (MRC 311.7.11). Alternating tread devices shall have a tread depth of not less than 5", a projected tread depth of not less than 8 %'; a tread width of not less than 7" and riser height of not more than 9 %". The rise and run shall result in an angle of ascent between 50-70 degrees. (MRC R311.7.1) Handrails shall be continuous and comply with Sections R311.7.8.2 to R311.7.8.6. They shall be provided on both sides and their height shall be uniform and placed between 30" to 34" (MRC R311.7.11.2) 16. Ships ladders shall have a minimum clear width of 20' at and below the handles and shall not be used as a means of egress for lofts, mezzanines or similar areas greater than 200sq' or where such devices provide primary access to a bathroom or kitchen. (MRC R311.7.12) Handrails shall be continuous and comply with Sections R311.7.8.2 to R311.7.8.6. They shall be provided on both sides and their height shall be uniform and placed between 30" to 34" (MRC R311.7.11.2) 17. All interior stairways shall be provided with a means to illuminate the stairs, including the landings and treads. Interior stairways shall be provided with an artificial light source located in the immediate vicinity of each landing of the stairway. There shall be a light switch at each level when a stairway has six or more risers. Exception: A switch is not required where remote, central or automatic control of lighting is provided. (MRC R303.7) 18. Exterior stairways shall be provided with an artificial light source located in the immediate vicinity of the top landing of the stairway. Exterior stairways providing access to a basement from the outdoor grade level shall be provided with an artificial light source located at the bottom of the landing or stairway. (MRC 303.8) 19. Required glazed openings shall open directly onto a street, or public alley, or a yard or court located on the same lot as the building (MRC R303.9) Exceptions: a. required glazed openings that face onto a roofed porch where the porch abuts a street, yard or court and the longer side of the porch is not less than 65% unobstructed and the ceiling height is not less than 7'. b. Eave projections shall not be considered as obstructing the clear opening of a yard or court. c. Required glazed openings that face into the area under a deck, balcony bay or floor cantilever where a clear vertical space not less than 36" in height is provided. 20. Buildings shall be provided with approved address identification. The address identification shall be legible and placed in a position visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out. Numbers shall be a minimum of 4 inches high with a minimum stroke width of 1/2 inch. Where required by the fire code official, address identification shall be provided in additional approved locations to facilitate emergency response. Where access is by means of a private road and the building address cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure. Address identification shall be maintained. (MRC R319.1) 21. Buildings with combustible ceiling or roof construction shall have an attic access opening to attic areas that exceed 30 square feet and have a vertical height of 30 inches or greater. The vertical height shall be measured from the top of the ceiling framing members to the underside of the roof framing members. The rough -framed opening shall not be less than 22 inches by 30 inches and shall be located in a hallway or other readily accessible location. Where located in a wall the access shall not be less than 22" wide by 30" high. When the access is located in a ceiling, minimum unobstructed headroom in the attic space shall be 30 inches at some point above the access measured vertically from the bottom of ceiling framing members. (MRC R807.1) 22. Where there are 4 or more IRC-3 dwelling units or sleeping units in a single structure, the provisions for Group R-3 occupancies located in MN Rules, Chapter 1341 (MN Accessibility Code) shall apply. (MRC 320.1) 23. Rooftop solar systems shall comply with Section R324. (MRC R324.1) 24. Mezzanines shall comply with Sections R325 through R325.5. (MRC R325.1) 25. The clear height above and below mezzanines shall be not less than 7'. (MRC R325.2) 26. The aggregate area of a mezzanine shall be not greater than 1/3 of the floor area of the room or space in which they are located. (MRC 325.3) 27. Mezzanines shall be open and unobstructed to the room in which they are located except for walls not more than 36" in height, columns or posts. (MRC R325.4) 28. To not be considered a story, habitable attics shall meet all of the following: (MRC R325.6) a. The occupiable floor area is not less than 70sq' in accordance with Section R304 b. The occupiable floor area has a ceiling height in accordance with Section R305 c. The occupiable space is enclosed by the roof assembly above, knee walls (if applicable) on the sides and the floor/ceiling assembly below. d. The floor of the occupiable space shall not extend beyond the exterior walls of the floor below. MN Special Provisions: 1. All automatic garage door opening systems that are installed, serviced, or repaired for garages serving residential buildings, must comply with the provisions of Minnesota Statutes, sections 325F.82 and 325F.83. (1303.1400 & MRC R309.4) 2. A minimum of a passive radon reduction system designed to comply with 1303.2402 is required in every new Single -Family dwelling. MN Energy Code: 1. A building certificate shall be completed and posted on or near the electrical distribution panel by the builder. The certificate shall not cover or obstruct the visibility of the circuit directory label, service disconnect label, or other required labels. The certificate shall be completed as required by MREC R401.3). (MREC R401.3) 2. Any insulation assembly installed on the exterior of the foundation walls or on the perimeter of slabs -on -grade that does not permit bulk water drainage shall: a. be made of water-resistant materials manufactured for that intended use; b. be installed according to the manufacturer's installation instructions; c. comply with either ASTM C 578 or C 1029, as applicable; d. be covered with a 6-mil polyethylene slip sheet over the entire exterior surface; and e. have a rigid, opaque, and weather -resistant protective covering to prevent degradation of the insulation's thermal performance. The protective covering shall cover the exposed exterior insulation and extend a minimum of 6 inches below grade. The insulation and protective covering system shall be flashed in accordance with IRC Section R703.8. 3. For air permeable insulations in vented attics, a baffle shall be installed adjacent to soffit and eave vents. Baffles shall maintain an opening equal or greater than the size of the vent. The baffle shall extend over the top of the attic insulation. The baffle shall be permitted to be any solid material. (MREC R402.2.3) 4. Access doors from conditioned spaces to unconditioned spaces (e.g., attics and crawl spaces) shall be weather-stripped and insulated to a level equivalent to the insulation on the surrounding surfaces. Access shall be provided to all equipment that prevents damaging or compressing the insulation. A wood framed or equivalent baffle or retainer is required to be provided when loose fill insulation is installed, the purpose of which is to prevent the loose fill insulation from spilling into the living space when the attic access is opened, and to provide a permanent means of maintaining the installed R-value of the loose fill insulation. (MREC R402.2.4) 5. R-15 insulation for concrete and masonry foundations shall be installed according to R402.1.1.1 to R402.1.1.8 and a minimum of a R-10 shall be installed on the exterior of the wall. Interior insulation, other than closed cell spray foam, shall not exceed R-11. Foundations shall be waterproofed in accordance with the applicable provisions of the International Residential Code (IRC). (MREC R402.2.8 a.) 6. Where the primary heating system is a forced -air furnace, at least one thermostat per dwelling unit shall be capable of controlling the heating and cooling system on a daily schedule to maintain different temperature set points at different times of the day. This thermostat shall include the capability to set back or temporarily operate the system to maintain zone temperatures down to 55°F or up to 85°F. The thermostat shall initially be programmed with a heating temperature set point no higher than 70°F and a cooling temperature set point no lower than 78°F. (MREC R403.1.1) 7. Ducts, air handlers, and filter boxes shall be sealed. (MREC R403.2.2) 8. Building framing cavities shall not be used as ducts or plenums. (MREC R403.2.3) 9. Insulation for hot water pipe with a minimum thermal resistance (R-value) of R-3 shall be applied to the following: a. Piping larger than 3/4-inch nominal diameter. b. Piping from the water heater to kitchen outlets. c. Piping located outside the conditioned space. d. Piping from the water heater to a distribution manifold. e. Piping located under a floor slab. f. Buried piping. g. Supply and return piping in recirculation systems other than demand recirculation systems. h. Piping with run lengths greater than the maximum run lengths for the nominal pipe diameter given in Table R403.4.2. All remaining piping shall be insulated to at least R-3 or meet the run length requirements of Table R403.4.2. A minimum of 75 percent of the lamps in permanently installed lighting fixtures shall be high - efficacy lamps or a minimum of 75 percent of the permanently installed lighting fixtures shall contain only high efficacy lamps. (MREC R404.1) Mechanical Code Items: 1. The air removed by every mechanical exhaust system shall be discharged outdoors at a point where it will not cause a nuisance and not less than the distances specified in IMC Section 501.3.1. The air shall be discharged to a location from which it cannot again be readily drawn in by a ventilating system. Air shall not be exhausted into an attic or crawl space and the exhaust system shall be equipped with a backdraft damper at the point of discharge. (MMC 501.3) 2. The termination points of exhaust outlets and ducts discharging to the outdoors shall be located with the following minimum distances: (MMC 501.3.1) a. For all environmental air exhaust: 3 feet from property lines; 3 feet from operable openings into buildings, and 10 feet from mechanical air intakes. b. Dryer exhaust ducts for clothes dryers shall terminate on the outside of the building and shall be equipped with a backdraft damper. Screens shall not be installed at the duct termination. Ducts shall not be connected or installed with sheet metal screws or other fasteners that obstruct the exhaust flow [screws that penetrate greater than 118" (MMC 504.8.2)]. Clothes dryer exhaust ducts shall not be connected to a vent connector, vent or chimney. Clothes dryer exhaust ducts shall not extend into or through ducts or plenums. (MMC 504.4) c. Subslab soil exhaust system ducts shall extend through the roof and terminate at least 6 inches above the roof and at least 10 feet from any operable openings or air intake. (MMC 512.4) 3. The passageway of dryer exhaust duct terminals shall be undiminished in size and shall provide an open area of not less than 12.5sq" (MMC 504.4.1) 4. When both makeup air and combustion air openings are required, they shall be provided through separate openings to the outdoors. (MMC 501.4.2.5) 5. Exhaust hood systems capable of exhausting in excess of 400 cfm shall be provided with makeup air at a rate approximately equal to the exhaust air rate. Such makeup air systems shall be equipped with a means of closure and shall be automatically controlled to start and operate simultaneously with the exhaust system. (MMC 505.4) 6. Ducts shall be supported in accordance with SMACNA HVAC Duct Construction Standards Metal and Flexible. Flexible and other factory -made ducts shall be supported in accordance with the manufacturer's instructions. (MMC 603.10) 7. Spray polyurethane foam without additional ignition barrier or thermal barrier protection shall be permitted as a duct covering where duct construction in compliance with Table 603.4 is installed in a floor assembly over an unconditioned space in IRC-1, IRC-2, or IRC-3 occupancies, as defined in Minnesota Rules, part 1300.0070,subpart 12b, provided the spray polyurethane foam meets all of the following requirements: (MMC 604.3) 1. Spray polyurethane foam shall have a medium density classification (2 lbs./cubic 30.4 ft., closed cell foam); 2. Spray polyurethane foam shall have an R-value of not less than R-8; and 3. Spray polyurethane foam shall have a flame -spread index of 25 or less and a smoke - developed index of 450 or less when tested in accordance with ASTM E84 or UL 723. Hydronic Piping Systems 8. The potable water system shall be protected from backflow in accordance with the International Plumbing Code. (MMC 1206.3) 9. The flow velocity of the hydronic piping system shall be controlled to reduce the possibility of water hammer. Where a quick -closing valve creates water hammer, an approved water -hammer arrestor shall be installed. The arrestor shall be located within a range as specified by the manufacturer of the quick -closing valve. (MMC 1206.7) 10. Hydronic pipes shall be installed so that the pipes can be drained and so that air can be completely removed from the system during filling. (MMC 1206.12) 11. Hydronic piping systems other than ground -source heat pump loop systems shall be tested hydrostatically at one and one-half times the maximum system design pressure, but not less than 100 psi. The duration of each test shall be not less than 15 minutes. (MMC 1208.1) Exception: For PEX piping systems, testing with a compressed gas shall be an alternative to hydrostatic testing where compressed air or other gas pressure testing is specifically authorized by all of the manufacturers' instructions for the PEX pipe and fitting products installed at the time the system is being tested, and compressed air or other gas testing is not otherwise prohibited by applicable codes, laws or regulations outside of this code. MN Fuel Gas Code: 1. Corrugated stainless steel tubing (CSST) gas piping systems shall be bonded to the electrical service grounding electrode system. The bonding jumper shall connect to a metallic pipe or fitting between the point of delivery and the first downstream CSST fitting. The bonding jumper shall be not smaller than 6 AWG copper wire or equivalent. Gas piping systems that contain one or more segments of CSST shall be bonded in accordance with this section. (MFC 310.1.1) 2. Corrugated stainless steel tubing (CSST) that is not listed with an arc -resistant jacket or coating system in accordance with ANSI LC 1/CSA 6.26. CSST gas piping systems and piping systems containing one or more segments of CSST shall be electrically continuous and bonded to the electrical service grounding electrode system or, where provided, the lightning protection grounding electrode system. (MFC 310.2) 3. The bonding jumper shall connect to a metallic pipe, pipe fitting or CSST fitting. (MFC 310.2.2) 4. The bonding jumper shall be not smaller than 6 AWG copper wire or equivalent. (MFC 310.2.3) 5. The length of the bonding jumper between the connection to a gas piping system and the connection to a grounding electrode system shall not exceed 75 feet (22 860 mm). Any additional grounding electrodes installed to meet this requirement shall be bonded to the electrical service grounding electrode system or, where provided, the lightning protection grounding electrode system. (MFC 310.2.3) 6. Bonding connections shall be in accordance with NFPA 70. 310.2.5 Connection devices. Devices used for making the bonding connections shall be listed for the application in accordance with UL 467. (MFC 310.2.4) 7. This section applies to corrugated stainless -steel tubing (CSST) that is listed with an arc - resistant jacket or coating system in accordance with ANSI LC 1/CSA 6.26. The CSST shall be electrically continuous and bonded to an effective ground fault current path. Where any CSST component of a piping system does not have an arc -resistant jacket or coating system, the bonding requirements of Section 310.2 shall apply. Arc -resistant -jacketed CSST shall be considered to be bonded where it is connected to an appliance that is connected to the appliance grounding conductor of the circuit that supplies that appliance. (MFC 310.3) 8. Where in contact with or passing through concrete or other abrasive material, metallic piping and fittings coated with a corrosion -resistant material, sleeve, or casing shall be used. Steel pipe exposed in exterior locations shall be galvanized or coated with approved corrosion - resistant material. (MFC 403.8) 9. Prior to acceptance and initial operation, all piping installations shall be visually inspected and pressure tested to determine that the materials, design, fabrication and installation practices comply with the requirements of this code. (MFC 406.1) d. Test Pressure. Test pressure shall be measured with a manometer or with a pressure - measuring device designed and calibrated to read, record or indicate a pressure loss caused by leakage during the pressure test period. The source of pressure shall be isolated before the pressure tests are made. Mechanical gauges used to measure test pressures shall have a range such that the highest end of the scale is not greater than five times the test pressure. e. Test pressure. The test pressure to be used shall be no less than one and one-half times the proposed maximum working pressure, but not less than 25 psig irrespective of design pressure. f. Test Duration. Test duration shall be not less than one-half hour. When testing a system in a single-family dwelling, the test duration shall be permitted to be reduced to 10 minutes with prior approval from the building official. g. Test gauges. Tests which utilize dial gauges shall be performed with gauges of 2 psi incrementation or less and shall have a pressure range not greater than twice the test pressure applied. The test pressure shall be within the middle 50 percent of the test gauge pressure range. 10. Piping systems shall be provided with an approved main shutoff valve before the first branch line. The main shutoff valve shall be installed in the first available location inside the building 5 feet or less above the floor that provides ready access and shall have a permanently attached handle. (MFC 409.1.4) 11. Piping shall be supported at intervals not exceeding the spacing specified in Table 415.1. Spacing of supports for CSST shall be in accordance with the CSST manufacturer's instructions.
