Dear Ms. Osmonson:
As requested, I met with Ms. Bren at her residence July 15
to discuss her concerns about the stormwater drainage.
The discussion focused on the stormwater runoff that comes
from the street and flows down her east property line to Thor
Thompson Park. The flow leaves behind debris and is causing some
erosion. Ms. Bren indicated to me that since the runoff was
being generated from off -site sources and flowing off a public
street, it was not her responsibility to provide and maintain a
drainage swale.
Based on my observations, it seems that most of the
stormwater runoff coming off the road currently flows on the
Nelson's property, just east of the Bren property line. As the
flow nears Thor Thompson Park, the grade in the two back yards
levels out and the flow spreads out and into the Bren property.
It was observed that the Nelsons have dumped a load of dirt and
rock boulders up near the street causing some of the stormwater
runoff to channelize, resulting in erosion and diversion of some
of the water closer to the Bren property. It was noted that if
additional filling and grading in this area is continued, all of
the runoff flow would be concentrated along the Bren property
line.
Based on my observations of the current situation, three
possible solutions are generally described below.

1. Remain as is. At present there does not seem to be a
large amount of physical damage occurring. However,
the filling and grading on the Nelson property could
drastically change the existing flow patterns
increasing erosion and diverting additional flow onto
the Bren property.
2. Construct a sod or sod and riprap swale. This would
help contain the water up near the street, but the
grade near the park is flat and a shallow swale could
pond water after storms.
3. Construct a catch basin with bituminous street curb in
front of the Bren and Nelson property to divert the
runoff into the catch basin. The storm sewer pipe
would then outlet at the bottom of the small slope
about half -way down the property line. A shallow swale
would then outlet the runoff into the park.
The two primary concerns I have regarding the swale and
storm sewer solutions are: 1) obtaining an easement to perform
the construction and to maintain the new facilities; and 2)
construction could claim a number of large oak trees, especially
the storm sewer excavation which could probably destroy two large
oaks.
