WORK SESSION MINUTES
DECEMBER 20, 2021 — 6:00 PM

Present: Jerome P. Rockvam, Mark Chase, Jeff Hoffman, and Gary Hughes. Mayor Rockvam chaired the meeting.
Others present: City Administrator Tolsma, City Attorney Tietjen, City Engineer Nielson
6:00 - Black Lake Road Update
City Engineer Nielson stated stakes were put down on Black Lake Road and he and others walked the project
about a week or so ago. They compromised on the layout that will save about 6 inches on either side of the
roadway but will still meet the intent of the fire code. Nielson noted there are some retaining walls that may
need to be moved and some parking spaces that may be affected but overall, it looked pretty good. The cost was
revised and is now approximately $1,900,000.00 of which an estimated $202,600.00 or about $7,800.00/per
parcel could be assessed to the resident. The assessment would be spread over 10 years and interest would be at
prime rate. Discussion was had. Council Member Hoffman stated the city should cover the assessments for all
road and sewer improvement projects moving forward so we can continue with the beautification of the city v.
assessing the residents for these costs. Mayor Rockvam agreed. Nielson stated if we agree not to assess, he will
remove the assessment language from the Feasibility Report. He will also get notice out to the Black Lake Road
residents regarding the January 3rd meeting.
6:41 - Discussion on Establishing a Policy for the Buffing of Electric Utilities
City Administrator Tolsma passed out a list of points for discussion when creating a policy to bury electric lines.
Discussion was had. One point in question was does each homeowner pay their individual costs to bury the
power lines from their house to the pole or is the cost averaged out and divided amongst all affected residents.
The cost to bury the lines is based linear footage and includes a base labor charge to hook up the power. A
resident that is 500 feet from the electrical hookup is going to have a much higher cost than one that is 50 feet
away. Further discussion was had on how to structure and what would be the fair process for each resident.
