1/18/2022 - City Council - Work Session - MinutesSPRING PARK On Lake Winneton4 CITY OF SPRING PARK WORK SESSION MINUTES JANUARY 18, 2022 — 6:00 PM SPRING PARK CITY HALL (Work Session discussion times are approximate) 1. 6:00 - 4444 Shoreline Drive Boat Storage Discussion City Administrator Tolsma provided the City Council with the prior correspondence that recapped the required conditions of the automobile dealers license agreement between the City and property owner at 4444 Shoreline Drive. As a condition of license approval, the property owner signed an agreement with the City that spells out all conditions with one of them limiting the outdoor storage items exclusively to restoration vehicles, auto parts, and tires specifically related to his business. The provision prohibits the storage of personal boats, recreational vehicles, or personal watercraft at the site. Any different use would require a Conditional Use Permit that would need to be reviewed and approved by the City Council. Notice will be sent to the property owner advising of the enforcement of the City's zoning code. 2. 6:07 — 4165 Shoreline Drive Commercial Marina Discussion City Administrator Tolsma brought forward a letter that will be sent to The Yacht Club recapping the Findings of Fact and Order from the LMCD and the Spring Park zoning requirements. The subject property is zoned C-4, Office Commercial Zoning District, under the Spring Park zoning code which states commercial marinas are not an allowed use in the C-4 district therefore the operation of a commercial marina on this site is a violation of the City's zoning regulations and is prohibited. 3. 6:15 — Electrical Undergrounding Assessment Policy Discussion City Engineer Nielson stated the design for the undergrounding of the electrical lines on Black Lake Road has started and asked if we were going to do the same with West Arm West. He also stated Excel provided a lump sum estimate for undergrounding and based on that estimate he thought the cost to each property owner for hookup from the street to their house would be approximately $1000-$2000 per property. Discussion was had. Council decision was yes, we will do the same on West Arm West and all other City roads where reconstruction will take place. Mayor Rockvam asked if we were going to assess the undergrounding costs to the residents or if it would be paid for by the city. It was determined before a decision was made that it would be best to obtain a firm cost estimate from a contractor for the undergrounding from street to house and from an electrician for the meter hookup. Council agreed to move forward with the design estimate from Excel for West Arm West to keep it moving forward. Nielson stated he will send out recap letters to the Black Lake Road residents and start to schedule individual meetings at City Hall to review the road design and answer any questions. For out-of-town residents, he will set up electronic communications. 4. 6:40 - Interim Administrator Agreement Discussion Brimeyer brought forward some scheduling revisions in his interim agreement. Council will work around them if needed. 5.6:45 - Misc. - Short -Term Rental Ordinance Rockvam brought up the Short -Term Rental Condition and Inspection Ordinance. Discussion was had. It was decided that the IPMC document and checklist will be added to the packet for discussion at the February 22 Work Session for further discussion. 6. 6:50 -Adjourn There being no further discussion, Mayor Rockvam motioned, being seconded by Council Member Chase, to adjourn the meeting. On vote being taken, the motion was unanimously approved.
