1. 6:00 Yacht Club Mixed Use Proposal
The Administrator and Planner met this past week with a developer to discuss a reuse of the Yacht Club. She has
a contract for purchase and is in the process of doing the due diligence. She is also scheduled to travel out of the
country end of March,first part of April.Thus, she is hoping to get a "feel" if the project she is proposing would
be given some consideration.
She has been advised that there are a number of steps in the process to get a rezoning and it might take some
time.The current building is zoned office.As of this past week, it is only about 15%occupied.
She is proposing a mixed use with a restaurant on the lower floor, offices on the second floor and a boutique
hotel (14 rooms) on the third floor.
2. 6:20 Black Lake Rd and West Arm Drive
The engineer will be present to update the council on these two projects.As of this past week, we have all but
one signed Right of Entry on Black Lake Rd. And that property has utilities, no street construction. We would
plan to finalize design plans and take bids for construction. We so no need to consider a special assessment
process
West Arm Drive is still awaiting a number of Waiver of Assessments signatures.
3. 6:30 Refunding Resolution
This Item will be coming to the council over the next few months.Awaiting contact from our financial advisor. A
draft of what the resolution might look like is enclosed along with a list of projects that might be included in the
resolution.The purpose of putting it on this agenda is to explore other projects that might be included in such a
resolution.
4. 6:40 Utility Billings
At the request of council, attached is the latest utility billing delinquencies.The columns represent three
months, six months and nine months overdue. Of the total of$18,000.00,$15,000.00 is one user and we are
told that"check is in the mail".
5. Plan Commission Candidate
The Plan Commission interviewed Kathleen Terryll and is recommending she be appointed to the Plan
Commission.That item is on the Council agenda. I asked here to be here a few minutes before the meeting in
case any members want to meet her in advance of the meeting.

RESOLUTION NO. 22-10
RESOLUTION PROVIDING FOR THE SALE OF GENERAL
OBLIGATION UTILITY REVENUE & REFUNDING BONDS, SERIES
WHEREAS, the City Council of the City of Spring Park, Minnesota, has heretofore
determined that it is necessary and expedient to issue the City's $ General
Obligation Utility Revenue and Refunding Bonds, Series (the "Bonds"), to finance
sanitary sewer and water main improvements in the City, and to refinance the City's remaining
Series 2010A and 2020A Bonds; and
WHEREAS, the City has retained Ehlers & Associates, Inc. in Roseville, MN ("Ehlers"), as
it's independent municipal advisor for the Bonds in accordance with Minnesota Statutes,
Section 475.60, Subdivision 2(9);
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Spring Park,
Minnesota, as follows:
1. Authorization Findings: The City Council hereby authorizes Ehlers to assist the City
for the sale of the Bonds.
2. Meeting: Proposal Opening: The City Council shall meet at X:XX time on XX date for
the purpose of considering proposals for and awarding the sale of the Bonds.
3. Official Statement: In connection with said sale, the officers or employees of the City
are hereby authorized to cooperate with Ehlers and participate in the preparation of an
official statement for the Bonds and to execute and deliver it on behalf of the City
upon its completion.
