Mr. Nelson,
As of the date of this letter, you have a delinquent water utility account with the City of Spring Park and your
water meter has been tampered with and is being replaced, as described further in this letter.
Delinquent Account
You have told the City you have been a tenant at 3893 Mapleton Ave since November 2021. Between
November 2021 and September 2022, you have used over $1542 worth of water and paid a total of $90 towards
your water utility bills. The delinquent balance of $1542 is due by 12:00 p.m. November 14, 2022, or the City
will turn the water off at the property 3893 Mapleton Ave until the account is brought up to a $0 balance.
Payment must be received no later than November 14, 2022 at 12:00pm, and must be hand delivered or received
by mail to:

You may request a hearing on this matter. Said hearing must be held on or before the City Council meeting on
November 7, 2022 at 7:00pm. If you desire such a hearing, you must contact me immediately at 952-999-7493.
You may have rights under the Minnesota Public Utilities Commission’s Cold Weather Rule, Minnesota Laws 2001,
Chapter 212 Article 4, Sec. 2. You may wish to consult with an attorney regarding those rights. Failure to exercise
any rights does not excuse you from meeting the deadlines set forth in this letter. It is the City’s understanding that
the water service provided to your property is not utilized as a source of heat to your property.
There may be local energy assistance providers available to assist you. Please contact 952-930-3541 if you
desire further information. Failure to access any of these programs does not excuse you from meeting the deadlines
set forth in this letter.

Water Meter Replacement
During the week of October 3, 2022, Public Works representatives came by 3893 Mapleton Ave to get a meter
reading for Quarter 3 water usage. They noted that the outdoor meter reader had been removed from the side of
the house resulting in Public Works not being able to obtain a reading for water usage. Staff noted that you
spoke to the Public Works representatives, stated that you planned to assist them in the matter, and then went
inside, shut the door, and remained inside while Public Works stood outside. To this day, the reader is still
missing. Tampering with the proper use and functioning of any water meter is unlawful.
Today, Public Works will be installing a new reader and taking photos of such reader on the house located at
3893 Mapleton Ave. If this meter is damaged, tampered with, bypassed, or altered and a new reading cannot be
received, the installation of a new reader will be at your expense. The City also reserves the right to pursue
other criminal and civil remedies should the City’s property, the water meter, be damaged, tampered with,
bypassed, or altered in any manner.
