The undersigned has paid the application fees and posted the required escrows for this application. The undersigned agrees to
pay all expenses incurred by the City of Spring Park for review and processing of this application,including expenses for legal,
planning,engineering,administrative and/or other professional services.If these expenses exceed the application fee paid and
the posted escrows,the undersigned understands and agrees that it is the responsibility of the applicant and property owner to
pay such expenses in full within 30 days of the date of the bill from the City. If the City does not receive payment in full within
30 days of the date of the bill,the City may approve a special assessment against the property for the full amount of such unpaid
expenses and the property owner specifically agrees to waive all appeals under Minnesota Statutes 429.82. All fees and expenses
are payable in full whether the application is approved or denied. Escrow funds received in excess of the City's expenses for
review and processing of the application will be returned to the applicant/property owner.

Mike,
I have attached the submittal requirements for variances and Mr. Reid has not provided everything he needs in order to
have a complete application. He needs to submit a grading plan with this application according to the ordinance and I'm
not sure he can get that done in order for us to re-review the application prior to the notice deadline for the paper for
the May 10th meeting.
I just want to know your thoughts on this before dropping the bomb on him that he will likely not be on the May 10th
meeting if we follow ordinance requirements. With your approval, I would go ahead and prepare an incomplete letter
for him today outlining everything he needs to submit in order to make the application complete.

In the very brief review of this application I think I need more information from the applicant before I call it complete
and the 60 day clock begins. My question for you, is does the city engineer review these types of applications to ensure
the site can handle the storm water requirements for the new building additions? I know in Tonka Bay, we do require
that information, even if it is for variances. I also don't see any impervious surface calcs on this submittal either.

I have reviewed the information submitted by Mr. Brent Reid requesting a variance to for side
yard and street side setbacks to construct a garage and steps for a deck.
The information submitted is incomplete and I will need the information outlined below to
complete the analysis of the stormwater ordinance requirements. The applicant and their
consultant should review the shoreland ordinance and provide the following information and
any other information that will assist in making a proper determination for this variance request.
1. Existing Lot square footage.
2. Existing Impervious area measurements
3. Proposed Increase in impervious area.
4. 1-foot contours
5. Drainage patterns identified showing how water will be directed away from the
neighboring properties.
6. Proposed mitigation measures assuming the proposed addition exceeds the allowable
impervious area.
