CITY COUNCIL MINUTES
APRIL 4, 2016 — 7:30 PM

Those Attending: Catherine Palen, Chris Fischer, Mike Mason
1. CALL TO ORDER — Mayor Williamson called the meeting to order at 7:33 p.m.
2. ROLL CALL — Pavot, Hughes, Bren, Horton, Williamson
3. INTRODUCTIONS — Williamson introduces the council and staff to the public. Administrator
Tolsma, Clerk Lewin, Commissioner Mason.
4. PLEDGE OF ALLEGIANCE -
5. ADOPT AGENDA— Hughes moves to adopt the agenda with item 12d removed due to
cancelation. Horton seconds. All votes ayes, motion carries.
6. ADOPT CONSENT AGENDA — Williamson said the Ports of Call have been previously
discussed. Hughes makes a motion and Pavot seconds to adopt the consent agenda. All
votes ayes, motion carries.

7. PUBLIC FORUM -
• 8. PRESENTATIONS & GUEST SPEAKERS -
a. OPD Deputy Chief Chris Fischer— Heartsafe Program —
Williamson introduces Fischer. Fischer said he and Chief Farniok are members of the Orono
and he said Mound Fire was already familiar with this. He said they met with Long Lake Fire
because they need a lot of trainers. Minnetrista Police is also onboard. He said the Boys and
Girls Club came forward saying they needed the training. Mound Rotary purchased an AED
for the B&GC camp. Fischer said this is about sudden cardiac arrest and compression only
CPR along with an AED. He said the focus is on training but AED's now need to be registered.
He said compliance is about batteries and pads being up-to-date. They are also looking for
partners in the community that can financially assist. He said 960 persons were trained at the
Westonka High School last month and the LMCC did a broadcast of the training. He said there
are five more classes scheduled. Fischer said the marketing of the campaign is trying to find
people in the community that want to do this. He said the training can be done in 1.5 hours.
He said they are looking for targets where congregating of people are involved.
Williamson said the council and staff is in favor of this effort but he wonders where the city of
Spring Park fits in to be useful. He said his concern is to put AED's out there. He wonders
about the area around the Minnetonka Drive-in because of the congregation of people plus the
close proximity to the trail. He said a high proportion of our residents live in multi-housing
units. Hughes asked about the upcoming election and the volunteers that help. He wonders
about a condensed version of the certification for those who assist with the election. Fischer
suggested an article in the newsletter. He said it's now a matter of coordination. Fischer likes
• the idea and Hughes thinks those who are trained could have a notation on their ID badge
saying they are trained in CPR. Williamson wonders about Ridgeview clinic. He assumes

there is an AED on site. He thinks training, locations and subsidies are things that need to be
• worked on. He said he's also in favor of private entities such as Lord Fletcher's restaurant
should be part of this program. Hughes wonders about HC Water Patrol and whether they
have AED's on their boats. Fischer said he wasn't sure. Hughes thinks grant dollars could
come through Save the Lake. Pavot wonders about open sessions and Fischer said that is
what they are doing at the Gillespie Center. Fischer said an event could be held here at City
Hall and they'll do everything. Williamson said he doesn't want the ball to be dropped on this.
Fischer said this will be brought up at the police commission meeting. Bren asked if the local
fitness centers have AED's and Fisher said he wasn't sure but he could check. Hughes thinks
this topic should be revisited at the work session.
9. PETITIONS, REQUESTS & APPLICATIONS -
a. Applications for Planning Commission Vacancies —
Williamson said the applications for Planning Commission (PC) are in the packet. He said the
action tonight is to accept the previous findings and he is looking for a motion to appoint.
Horton makes a motion to appoint Catherine Kane Palen to a vacancy on the PC and
Hughes seconds. All votes ayes, motion carries. Pavot makes a motion and Bren
seconds to appoint Maxyril Avalos be appointed to the other vacancy. All votes ayes,
motion carries. Williamson said the oath of office will be given on April 13. Williamson also
notes outgoing Sarah Struck has submitted her resignation and he wants her service
recognized.
10.ORDINANCES & RESOLUTIONS - None.
11.REPORTS OF OFFICERS & COMMITTEES -
a. Mayor and Council —
Williamson said there are a lot of meetings coming up and he'll have reports upcoming.
Hughes said they are interviewing for the LMCD interim executive director with the expectation
it will go to April 13th for board for approval.
b. City Administrator—
Tolsma said he doesn't have much in terms of the upgrade to the water plant. He said there
has been some equipment delivered and some electrical work will be done this week. He
expects the third week in April will be the week where they'll start the ground work. Williamson
asks about the advertising of the City Clerk position. Tolsma said it goes to The Laker for
running for the next two weeks. He said the league has been noticed as well as MCFOA and
the city's website. Friday, April 22"d is the application deadline.
