1/3/2006 - City Council - Special - Minutes Yl� RECEIVED CITY OF SPRING PARK• JAN 1 7 2006 SPRING PARK, MINNESOTA MINUTES HEAD, SEIFERT SPECIAL COUNCIL MEETING & VANDER WEIDE JANUARY 3,2006 7:00 P.M.—CITY HALL Council present: Hughes, Reinhardt, Williamson, Widmer and Rockvam. Others present: Tom Seifert and Nancy Beck, City Attorney's and Jim Brimeyer, Brimeyer Group. Rockvam stated the purpose of the meeting was to review the draft profile for the Administrator/Clerk/Treasurer position from Brimeyer. Brimeyer requested the Council to review it for accuracy, background information and priorities. He added it is going to be a marketing tool for potential candidates. Seifert noted it was important to reach Williamson for an interview. Brimeyer pointed out the dates for deadlines. The Council noted the following changes/additions on page one: Add post office and • boat yard; amenities in neighboring communities; there are four schools; there is a high number of drive thru's in City; tennis courts; boat landing and Water Patrol; Lake Minnetonka is over 14,000 acres; insert a locator map if possible; Spring Park is one of 14 cities on Lake Minnetonka; adult day care; member of the LMCC which has a joint powers agreement with 17 cities; member of the LMCD which has a joint powers agreement with 14 cities. Page two: clinic is 3 miles and hospital is 10 miles. Page three: beautification is third largest item on the budget; position is a "hands on" working position; must be a self- starter and able to multi-task; we have 3 wells and one water tower; 24-hour service from Orono Police Department and Mound Fire Department. Suggested changes in `specific duties' under "The Position": second line remove the word "assisting"; last item "conduct local elections" should be moved towards the top of the list; fourth item remove "objectives" and insert "directives"; fifth item add "City Planner"; sixth item add "Planning Commission"; seventh item change to "attend and provide a record . . . " and add communicate with Council on a regular basis. Seifert suggested noting communicating with people is important and it should be high on the list. Brimeyer asked for comments on "Background & Experience". Rockvam pointed out we are not looking for an entry level person and years experience should be changed to four. Conduct elections should be moved to "Management Capabilities"; add keeping Council • Special Council—1/3/06 1 • informed on a daily basis. Add to review the Zoning Ordinance and Comprehensive Plan to make sure they are in `sync' with each other. Brimeyer said he needed 24 hours to make the changes and would get back to the City.
