CITY COUNCIL MEETING
CLOSED EXECUTIVE SESSION
MARCH 20, 2006
10:40 p.m. - CITY HALL
Council Members Present: Hughes, Reinhardt, Widmer,Williamson, and Mayor Rockvam
Others Present: City Attorney Nancy Beck
The meeting started at approximately 10:40 p.m., immediately following the regular
Council meeting adjourned. The meeting was closed to the public.
The Council discussed the open office assistant position and possible reasons why the
current office assistant resigned. It was decided that since the position was advertised less
than six months ago and since there were qualified applicants remaining in the applicant
pool from last fall, the position would not be advertised again if the second place candidate
is interested in the job. Bill Weeks,the City Administrator/Clerk/Treasurer had previously
contacted the second place candidate, Wendy Lewin, to advise her of the opening and
determine her interest in the position. Mr. Weeks had advised the Council that Ms. Lewin
• indicated that she remained interested in the position and Ms. Lewin also sent a letter to the
City to that effect. After a discussion of Ms. Lewin's qualifications, it was decided that the
office assistant position would be offered to Wendy Lewin.
The importance of clearly communicating the job description to Ms. Lewin,particularly
with respect to the minute taking and election requirements,was stressed. The Council also
discussed the salary offer. Ms. Lewin had indicated a requested salary range of$17 - $21
per hour, which is more than the current salary for the position. It was determined that
based on Ms. Lewin's substantial municipal experience with the City of Minnetonka, and
her willingness to undertake election training and to take meeting minutes, it was
appropriate to offer her a higher salary than is currently being paid for the position. It was
also the position of the Council that it did not want to risk losing such a well-qualified
applicant by making too low an offer. It is hoped that Ms. Lewin will be able to grow in the
position and provide additional assistance to the deputy clerk as time goes on.
Nancy Beck was directed to contact Ms. Lewin and offer her the office assistant position
with the City at an hourly salary of$16 per hour, after checking her references. There will
be a six month probationary period and a salary review in November, 2006, after the
probationary period and during the budget process for the next year.
