6/9/2006 - City Council - Special - Minutes Ju1 . 13 . 2006 12 : 02PM No •4426 P 2/3 • CITY OF SPRING PARK SPRING PARK, MINNESOTA MINUTES SPECIAL MEETING OF THE COUNCIL .TUNE 9,2006 Council Members Present: Mayor Rockvam, Council Members Hughes, Reinhardt, Williamson, Widmer Staff Present: Administrator Friesen,Utility Superintendent Goman Others Present: City Attorney Tom Seifert, City Engineer Ken Adolf, George Norling Call to Order Mayor Rockvam called the meeting to order at 9:00 a.m. The meeting was conducted at various outdoor sites within the city. I,ift State#6 The council viewed the exterior of the lift station building, the blacktopped area and the recently completed landscaping. DJ Goman reminded the council that the original specs for the building had been changed in order to reduce the overall cost of the project. The • structure does have brick ledge. A quote for exterior brick/stone will be obtained. . Several council members commented that the asphalt area should be removed and replaced with concrete or aggregate. it was questioned if settling would occur and that replacement should be done alter one year. The asphalt in Front of the door will be replaced with a concrete step. George Norling will provide a quote for more extensive landscaping to shield the building from view. Marina Carwash Owner Mark Pfleghaar described the plans for his parking area and retention pond. He has not determined the type of fence or the height it will be. A preliminary landscape plan has been provided to the council, but he is open to changes. He stated the watershed district has received all necessary documents ;(tom his engineer, Gronberg Associates. Thor Thompson Park The council discussed the preferred sites for the placement o('a portable shed owned by the Tonka Little League. Motion by Williamson and seconded by Hughes to allow the shed to be placed next to the biff and that the color (tan) match the biff as close as possible. All votes were aye. Motion carried. The shed must remain in good repair and the city reserves the right to declare that the shed be removed. Using a wood fence to screen the shed and biff from view on the street side will be looked at next year. DJ Goman informed the council that a yellow safety cap will be placed on the top ot'theball • field link fence as required. It was suggested the yellow cap be removed at the end of the season. Jul - 13 , 2006 12 : 02PM No ,4426 P . 3/3 • Evergreen Placement Site (Sunset and Shoreline) George Norling explained several options to the council including planting a 20' Colorado Blue Spruce (60' mature height) or planting a 20' Black Hills Spruce (35' mature height) or moving an existing tree offered by Bruce Williamson. Motion by Reinhardt and seconded by Hughes to purchase and plant a 20' Black bills Spruce with the cost.not to exceed$2000. All votes were aye. Motion carried. Sunset/Shoreline Landscape Area(Lakeview Lofts) Two small areas in the sidewalk remain to be landscaped. The problem of maintaining planted areas next to the street was discussed. The council agreed that the areas should be finished with concrete with a brick,paver edge. A cluster of large planters in various sizes (similar to the aggregate planters on Shoreline)will be placed by the Association on the corner area. Minnetonka Mists Boiler Stacks The stacks were not evident on the original building plans or drawings. The obtrusiveness of the stacks was observed by the council. The council agreed the stacks must be screened or painted to eliminate visibility f x)m the ground or lake. 4002 Shoreline (Replacement of Arborvitae) The sightline for cars pulling in and out of the parking area needs to be considered. It was recommended that the owner use a concrete block,planter two courses high with low • growing shrubs. The condition of a storage shed inside the parking area needs to be improved either by painting or removing the entire structure. Shoreline Drive Sidewalk A memo iirom Attorney Beck was handed out to the council, stating that it is too late to use the special assessment process for this project. Motion by Reinhardt and seconded by Hughes to accept the quote of$6,200 for the sidewalk improvement and that the city will pay for the project. All votes were aye. Motion carried. Bayview Place(Alternate Bid) The council viewed the project area. Engineer Adolf stated that the street needed to be repaired anyway, it's just happening sooner because of the Mist construction activity. the proposed project includes concrete curb and mill/overlay.
