6/30/2006 - City Council - Special - Minutes CITY OF SPRING PARK SPRING PARK, MINNESOTA MINUTES SPECIAL MEETING OF THE COUNCIL JUNE 30, 2006 Council Members Present: Mayor Rockvam, Council Members Hughes, Reinhardt, Williamson(arrived late), Widmer(arrived late) Staff Present: Administrator Friesen, Utility Superintendent Goman Others Present: City Attorney Tom Seifert, City Engineer Ken Adolf, Michael Mason, Jim Grube, County Commissioner Penny Steele, County Transportation Dept. Director and Engineer Jim Grube Call to Order Mayor Rockvam called the meeting to order at 9:00 a.m. The meeting was conducted at various outdoor sites within the city. Sunset Drive Project The project area was viewed from Shoreline Drive (County Road 15) to Northern Avenue. The project consists of curb and gutter, sidewalk, and mill and overlay. The • project is divided into three parts: an alternate bid from Shoreline to Spring Street; a middle section (base bid) that the developers will pay for from Spring Street to the HCRRA property and another alternate bid section from the HCRRA property to Northern Avenue. The purpose of the meeting was to ask the county to participate in the project costs. Attorney Seifert stated that the county had received payment (approximately $290,000) from the Lakeview Lofts for an easement in the area used for underground parking. He felt that money should be used for construction costs in the project area. Commissioner Steele said it was HCRRA money and it was not possible to spend Rail Authority money on road projects. What a Rail Authority can and cannot do is defined by statute. DJ Goman stated that the rails needed to removed and that the county should be responsible for removing the rails on Sunset Drive. The council would like to see the entire project completed this year. Jim Grube concluded that the council was asking the county for money and he couldn't provide money, but he wanted to know what the council wanted to accomplish. He stated that the Hennepin County Highway Department could do some of the work, not this year, but next year. He was willing to invest people and equipment. Could the city wait? He also felt the developer should be responsible for patching the road where they had caused damage. He went on to say that the county could not reimburse the city but the county could participate with trades in kind. The city would decide what needed to be done from a road perspective (mill/overlay, striping, painting, etc.) and the county would do the work in comparable value to what the city spent on Sunset Drive costs (street costs only, not curb/gutter and sidewalks). For the discussion an estimated cost of$50,000 was used. Jim Grube also • offered that the county would do the railroad track removal as permits are needed and a process must be followed. He asked that the city patch the area after the rails are • removed. Engineer Adolf requested the county write a letter to the city stating the developer damaged the road outside of the base bid area and that the developer needs to share in reconstruction costs. Jim Grube agreed to write an email. Trailhead and Public Parking Area The need for a trailhead and public parking area was stressed to Commissioner Steele. The HCRRA has control of the area and is currently looking at encroachments and no new leases. This would include enforcing no parking on Rail Authority land. Commissioner Steele suggested a meeting on site with Marcia Wilda (manager of the county's Leasing and Management Department) and the Three Rivers Park people. As the discussion continued and the proximity to a public transit line was mentioned, Commissioner Steele felt that Chuck Balentine and Pat Cuinoy should also be involved. A plan needs to be developed and funding alternatives need to be looked at. Del Otero Avenue Mayor Rockvam and Council member Williamson did not join the council in viewing the parking areas on Del Otero Avenue. The alternatives for parking configurations were discussed. Motion by Hughes and seconded by Reinhardt to have Cornerstone put in a gutter curb on the south side of Del Otero as planned and not to put in the sidewalk and parking area behind the sidewalk. All votes were aye. Motion • carried. The configuration of the parking area will be decided after the street construction is finished.
