SPECIAL MEETING
OF THE COUNCIL
AUGUST 29,2006—CITY HALL
Council Members Present: Mayor Rockvam, Council Members Hughes, Reinhardt,
Widmer, Williamson
Staff Present: Administrator Friesen
Others Present: City Attorney Nancy Beck, City Engineer Ken Adolf
Call to Order
Mayor Rockvam called the meeting to order at 6:45 p.m.
Sunset Drive Project
The Maintenance Agreement for the Stormwater Management Facility (catch basin) on
Northern Avenue at County Road 51 was reviewed. City Attorney Beck had made
revisions to the maintenance agreement and a clean copy was provided to the council in
their meeting packet. Motion by Hughes and seconded by Reinhardt to approve the
Maintenance Agreement. All votes were aye. Motion carried.
• City Engineer Adolf stated that a permit is required from the Hennepin County Regional
Railroad Authority (HCRRA) for the storm sewer and catch basin. The storm sewer and
catch basin are in the HCRRA right-of-way. The Council will receive a copy of the
permit to consider before it is signed by the Mayor. Motion by Reinhardt and
seconded by Widmer to have Attorney Beck review the permit before the next
council meeting. All votes were aye. Motion carried.
City Engineer Adolf has contacted Hardrives concerning the closure of Sunset Drive
during the improvement project. Hardrives agreed to complete the work without closing
the road. The surface may be gravel for a time period. It will be necessary to close the
road for one day when they are working on the storm sewer that crosses Sunset. Gary
Hughes requested that a work calendar be provided to the council.
The special meeting adjourned at 6:55 p.m. The Planning Commission joined the
Council for a Moratorium Workshop that convened at 7:00 p.m.
