CITY OF SPRING PARK
CITY COUNCIL MINUTES
OCTOBER 2, 2023 – 6:30 PM
SPRING PARK CITY HALL
1. CALL TO ORDER
The meeting was called to order at 6:30 p.m.
Council Present: Mayor Rockvam, Council Member’s Horton, Hoffman, and Sippel. Council Member
Chase was absent.
Staff Present: City Administrator Anderson,
2. PLEDGE OF ALLEGIANCE
Mayor Rockvam led the audience in the Pledge of Allegiance
3. APPROVAL OF AGENDA
Council Member Horton motioned, being seconded by Council Member Hoffman, to approve the agenda as presented. On vote
being taken, the motion was unanimously approved.
4. PUBLIC COMMENT: none
5. REQUESTS & PRESENTATIONS
a. 2022 Audit Presentation – MMKA (Jim Eichten)
Jim Eichten reviewed the 2022 audit report with Council. In summary he recommended that the Council
receives financial reporting from Staff on a quarterly basis if not more often. He also stated the reason for the
audit delay was caused by loss of an auditor at MMKR and the Staff not providing an acceptable adopted budget
report that met the requirements for the financial reporting.
6. CONSENT AGENDA
Council Member Horton motioned, being seconded by Council Member Hoffman, to approve the consent agenda as presented.
On vote being taken, the motion was unanimously approved.

b. Approve Payroll and Expenditures
Council Member Sippel questioned a payment that was made for fence damage for a property in Orono.
Administrator Anderson stated that the damage was done by Larson during plowing. Council Member
Sippel and Hoffman both stated that we should not be paying for contractor damage nor plowing into
Navarre (Orono) due to liability reasons.
7. ACTION AGENDA
a. Introduce Ordinance #23-03: Public Use of Cannabis
The Council discussed and agreed to put the ordinance in place to ensure no cannabis use is conducted in public
places such as City streets and parks. Administrator Anderson will provide a final copy for approval at the next
meeting.
8. REPORTS
a. Mayor & Council; Mayor Rockvam brought forward the application request from Back Channel to the
LMCD requesting the addition of docks and variance to the current requirement of 200’ feet from the
shoreline. Administrator Anderson stated that our LMCD representative will review and provide
feedback and their decision in the next few weeks.
b. Staff; City Administrator Anderson stated Bituminous Roadways will be completing the driveway repairs
and slope issues at Seton Village in a few weeks. They will also make various repairs for a few other
residents and remove the construction debris once the project is complete. Anderson also stated we will
be sending out an RFP for engineering services.

a. October 11, 2023 – Planning Commission Meeting – 6:00PM
b. October 16, 2023 – Regular City Council Meeting – 6:30PM
c. October 16, 2023 – Council Work Session – 5:30PM
d. November 6, 2023 – Regular City Council Meeting – 6:30PM
10. ADJOURNMENT
There being no further discussion, Council Member Hoffman motioned, being seconded by Council Member Horton, to adjourn
the meeting at 7:37p.m. On vote being taken, the motion was unanimously approved.
