CITY OF SPRING PARK CITY COUNCIL MINUTES JANUARY 2, 2024 – 6:30 PM SPRING PARK CITY HALL 1. CALL TO ORDER The meeting was called to order at 6:30 p.m. Council Present: Mayor Rockvam, Council Member’s Chase, Hoffman, and Sippel. Council Member Horton was absent. Staff Present: City Administrator Anderson 2. PLEDGE OF ALLEGIANCE Mayor Rockvam led the audience in the Pledge of Allegiance 3. APPROVAL OF AGENDA 4. Council Member Sippel motioned, being seconded by Council Member Hoffman, to approve the agenda as presented. On vote being taken, the motion was unanimously approved. 5. PUBLIC COMMENT** Those wishing to speak must state their name and address for the record. Each person will have three (3) minutes to make their remarks. Speakers will address all comments to the City Council as a whole and not one individual councilmember. The Council will not take official action on any item presented during the Public Comment period. If appropriate, the Council will refer items discussed to the City Administrator for follow-up. 6. REQUESTS & PRESENTATIONS None 7. CONSENT AGENDA* a. Minutes - Regular City Council & Work Session – December 18, 2023 b. Approve Payroll, Expenditures, and Claims for Payment c. YTD Budget to Actual Finance Report d. Resolution 24-01: Naming Official Depository e. Resolution 24-02: Establishing Order of Business f. Resolution 24-04: Pre-authorizing Certain City Claim Payments g. Resolution 24-05: Credit Card Use h. Resolution 24-06: Designating Official City Newspaper i. Resolution 24-07: Electronic Funds Transfers j. Resolution 24-08: Designating Polling Place k. Approving 2024 Official Appointments l. 2024 Committee Assignments Council Member Chase motioned, being seconded by Council Member Hoffman, to approve the consent agenda as presented. On vote being taken, the motion was unanimously approved. ACTION AGENDA a. Sunset Drive Recommendation i. Resolution #23-25: Support Hennepin County Road Reconstruction – Sunset Drive Council Member Sippel motioned, being seconded by Council Member Chase, to approve the layout as proposed by Hennepin County with the following changes. 11 ft. travel lanes with a 4 ft. bikeable shoulder, 6 ft. sidewalk, and 2 ft. curb and gutter for a total width of 40 ft. with no parking along the corridor. Remove the trail and the boulevard and have a sidewalk abutting the curb. The proposal is contingent upon the approval by the postmaster to move the mailboxes to the North side of the street. Council Member Sippel also stated his motion included sidewalks on both sides of the street up to the post office. Upon discussion, Council Member Hoffman stated he cannot support the motion out of safety concerns that present with pushing bicycle riders into the street as legally bicycles cannot ride on sidewalks which is why he is in favor of the multi-use trail. Council Member Hoffman stated we are making sacrifices for a few residents on the street v. considering the safety of all residents. Council Member Sipple concurred and has the same concerns but stated his motion was an attempt to make a compromise for both sides. Mayor Rockvam stated concerns about the Rockvam Boat Yard area and how they would be affected. On roll call vote; Hoffman – no, Sippel – yes, Chase – yes, Rockvam, yes. Motion carried 3-1. 9. There being no further discussion, Council Member Hoffman motioned, being seconded by Council Member Sippel, to adjourn the meeting at 6:59p.m. On vote being taken, the motion was unanimously approved.
