This letter Is regarding the interior demolition work that is taking place at the above=refenenoed property. -To
ensure that crew bullding iconstructlon -arid remodel work is compliant with building codes established by the
State of Minnesota, the City of Spring Parts requires that a building permit be obtained for all construction. Our
records indicate -that there is not a building permit for this work.
Any work done without a building permit, approved plans, if required, and periodic inspections, Is being done'in
violation of the.M.Innesota State Building Code. If work cannot be proven to have been done In compliance with
the code, it may need to be removed.

With regard to the demolition work done by our tenant in our building at 4310 Shoreline Dr, Spring Park.
The following work was done prior to obtaining a permit.
The walls for two offices were removed. (8 walls total) A total of 76 linear feet of 2" x 4" construction free
standing walls. They were covered on each side with 1/4" wood paneling.
In addition 985 square feet of suspended ceiling was removed.
Neither the walls nor the ceiling will be replaced.

2. The field inspector may identify additional code compliance requirements. Any additional identified code
compliance requirements shall be completed.
3. The site address shall be posted so the address is visible and readable from the fronting street.
Construction equipment and materials shall be stored and placed so as not to endanger the public, the workers or
adjoining property for the duration of the construction project. (MBC 3301.2)
Required exits, existing structural elements, fire protection devices and sanitary safeguards shall be maintained at all
times during alterations, repairs or additions to any building or structure except: (MBC 3302.1)
1. Where such required elements or devices are being altered or repaired, adequate substitute provisions shall be
made.
2. Maintenance of such elements and devices is not required where the existing building is not occupied.
Waste materials shall be removed in a manner that prevents injury or damage to persons, adjoining properties and public
rights -of -way. (MBC 3302.2)
Fire safety during construction shall comply with the applicable requirements of Minnesota Building Code and the
applicable provisions of Chapter 33 of the Minnesota Fire Code. (MBC 3302.3)
Fire safety during demolition shall comply with the applicable requirements of Minnesota Building Code and the
applicable provisions of Chapter 33 of the Minnesota Fire Code. (MBC 3303.7)
Structures under construction, alteration or demolition shall be provided with no fewer than one approved portable fire
extinguisher in accordance with Section 906 and sized for not less than ordinary hazard as follows: (MBC 3309.1)
1. At each stairway on all floor levels where combustible materials have accumulated.
2. In every storage and construction shed.
3. Additional portable fire extinguishers shall be provided where special hazards exist, such as the storage and use of
flammable and combustible liquids.
The provisions of the Minnesota Building Code and the Minnesota Fire Code shall be strictly observed to safeguard
against all fire hazards attendant upon construction operations. (MBC 3309.2)
Means of egress and required accessible means of egress shall be maintained at all times during construction,
demolition, remodeling or alterations and additions to any building except; existing means of egress need not be
maintained where approved temporary means of egress systems and facilities are provided. (MBC 3310.2)
In buildings where an automatic sprinkler system is required, it shall be unlawful to occupy any portion of a building or
structure until the automatic sprinkler system installation has been tested and approved, except as provided in the
Minnesota Building Code 1300. (MBC 3312.1)
Operation of sprinkler control valves shall be permitted only by properly authorized personnel and shall be accompanied
by notification of duly designated parties. When the sprinkler protection is being regularly turned off and on to facilitate
connection of newly completed segments, the sprinkler control valves shall be checked at the end of each work period to
ascertain that protection is in service. (MBC 3312.2)

(SECOND REQUEST): Plans shall be submitted for the demolition of the interior wails. A Stop Work Order was
posted on March 28, 2021, to cease all demolition activity until a permit has been issued. A building permit
application was received on April 5, 2022, along with the owner's permission form. The estimated valuation of
work on the permit application wasn't completed. The original request for plans and the estimated valuation of
work was submitted on April 18, 2022. The inspections department hasn't received any response back from this
initial request. Plans shall be submitted and indicate an existing floor plan with walls that were or are to be
removed and a proposed floor plan of the space. An estimated valuation of work shall also be provided on the
plans. Any work that has been completed without a permit being issued is in violation of the Minnesota State
Building Code. Plans and additional information can be submitted to tkrause@mnspect.com. mnspect.com. Any work not directly
associated with the demolition portion of the project (i.e. installation of cabinets, walls, doors, windows, remodeling
of any kind, etc.) requires a separate permit.
