CITY OF SPRING PARK
WORK SESSION MINUTES
AUGUST 19, 2024 – 5:30 PM
SPRING PARK CITY HALL

1. 5:30: Road Survey – Moore Engineering
Road Survey: City Engineer Morast reviewed the road survey that he prepared for the Council. He coded
each road with a color indicating each road’s condition. The Council requested that Morast prepare a list
prioritizing each road and include timing for reconstruction and/or maintenance. Morast said he will meet
with public works and pull a list together for Council review.
Streetlights: Discussion was had regarding streetlight options and standardizing throughout the city.
Different options will be chosen for residential vs. county roads but will want to remain consistent with
what is already there but also ensure the light pattern covers the road and sidewalk areas as appropriate.
Council Members Chase and Horton liked option #4 for county roads and option #5 for residential roads.
City Administrator Anderson and City Engineer Morast will put together language recapping the options.
2. 6:00: Planning Commission Applicant – Process Discussion
Received one application, anticipate receiving another one based on a verbal communication from potential
applicant. City Administrator Anderson requested the Council to table item #7 on the Council agenda until
the next meeting.
3. 6:10: Code Language Update
The council agreed to the draft language and to move forward and codify.
4. 6:15: 2025 Budget
Mayor Hoffman suggested that Mayor and Council salaries be revisited since they have not been increased
in 10+ years. City Administrator Anderson will do some research with the LMCC and surrounding cities
and circle back with some suggestions on the amount of increase. Council Member Sippel recommended
adding some additional dollars to continue to build up the CIP fund – all Council Member’s agreed.
5. 6:30: Adjourn
There being no further discussion, Council Member Horton made a motion to adjourn the meeting at 6:30p.m.
