CITY OF SPRING PARK CITY COUNCIL MINUTES AUGUST 19, 2024 – 6:30 PM SPRING PARK CITY HALL 1. CALL TO ORDER The meeting was called to order at 6:30 p.m. Council Present: Mayor Hoffman, Council Member’s Rimolde, Sippel, Chase, and Horton were present Staff Present: City Administrator Anderson 2. PLEDGE OF ALLEGIANCE Mayor Hoffman led the audience in the Pledge of Allegiance 3. APPROVAL OF AGENDA Council Member Sippel motioned, being seconded by Council Member Horton, to approve the agenda as amended removing item 7a. Planning Commission Appointment, from the Action Agenda. Mayor & Council Council Member Chase brought forward a suggestion to move the Council and Work Session meeting times up by 30 minutes - Council Meetings would be moved to 6:00p.m. and the Work Sessions to 5:00p.m. All agreed and a Resolution changing the meeting times will be on the agenda for the next meeting. Council Member Rimolde brought forward a question of whether we received any complaints about Back Channel’s early Awakening event. Administrator Anderson stated we did not receive any complaints. Council Member Sippel would like to have a sign posted on Hazeldell that says No Semi-Trucks Allowed. There is not enough room for semi-trucks to turn around and they are tearing up people’s yards. Council Member Sippel motioned, being seconded by Council Member Horton, to direct staff to order a No Trucks Allowed sign and have it posted on Hazeldell. Respectfully submitted, Jamie Hoffman, City Clerk CITY OF SPRING PARK WORK SESSION MINUTES AUGUST 19, 2024 – 5:30 PM SPRING PARK CITY HALL (Work Session discussion times are approximate) 1. 5:30: Road Survey – Moore Engineering Road Survey: City Engineer Morast reviewed the road survey that he prepared for the Council. He coded each road with a color indicating each road’s condition. The Council requested that Morast prepare a list prioritizing each road and include timing for reconstruction and/or maintenance. Morast said he will meet with public works and pull a list together for Council review. Streetlights: Discussion was had regarding streetlight options and standardizing throughout the city. Different options will be chosen for residential vs. county roads but will want to remain consistent with what is already there but also ensure the light pattern covers the road and sidewalk areas as appropriate. Council Members Chase and Horton liked option #4 for county roads and option #5 for residential roads. City Administrator Anderson and City Engineer Morast will put together language recapping the options. 2. 6:00: Planning Commission Applicant – Process Discussion Received one application, anticipate receiving another one based on a verbal communication from potential applicant. City Administrator Anderson requested the Council to table item #7 on the Council agenda until the next meeting. 3. 6:10: Code Language Update The council agreed to the draft language and to move forward and codify. 4. 6:15: 2025 Budget Mayor Hoffman suggested that Mayor and Council salaries be revisited since they have not been increased in 10+ years. City Administrator Anderson will do some research with the LMCC and surrounding cities and circle back with some suggestions on the amount of increase. BACKGROUND: Back Channel Brewing has submitted a special event permit application for a special event to take place September 21, 2024 at 12:00 - 10:00PM. The event is an annual Oktoberfest celebration including live music, kick the pickle and food eating competitions. 2. DISCUSSION: The request for live outdoor music (including music played by a DJ) requires a special event permit. The live music will take place between 6:00p.m. and 9:00p.m. and complies with Section 18-122 of the Spring Park City Code. Any alcoholic beverages being taken outside of the principal building or patio area shall be limited to a defined area. At no point shall any alcoholic beverages be allowed outside of the outdoor patio area, the extended area demarcated by barriers, or the principal building. The event organizers will coordinate with the Mound Fire Department and Orono Police Department prior to the event to ensure that all necessary safety precaution s have been put into place. 3. FINANCIAL & SAFETY CONSIDERATIONS: All required permit fees have been received and both the Orono Police and Mound Fire have approved these events without concern. 4. As of today, we are currently looking at a 10.32% levy or $190,000.00 dollars. This is based on staff recommendations to this date, discussions, and projected increases for contracts, bond payments, and includes the capital project funds. The proposed levy increase includes: - Police Contract: $16,000, increase of 3% - Public Works Contract: $4,500, increase of 3% - Fire Services: $10,000, increase of 5% - New line item for potential Merit Salary adjustments for staff: $15,000 - Administrator salary adjustment – 15% or roughly $15,000 - Additional $5,000 for snow removal and Spring Clean Up - Additional $7,000 for annual recycling costs - COLA for Staff: 3% - Added the additional 2% from COLA to IT - $8,160 - 5% increase for Health Insurance - Adding $50,000 to transfer into CIP plan - $12,000 Council Salary Adjustments ($200 per month additional) Staff recommends making a motion to approve Resolution #24-19: Adopting 2025 Preliminary Levy. Between now and December 2, Staff and Council can discuss dropping the levy from 10.32% to whichever number the Council desires. CITY OF SPRING PARK SPRING PARK, MINNESOTA RESOLUTION 24-19 A RESOLUTION ADOPTING 2025 PRELIMINARY TAX LEVY BE IT RESOLVED by the City Council of the City of Spring Park, County of Hennepin, Minnesota, that the following sums of money be levied for the current year, collectible in 2025, upon taxable property in the City of Spring Park, for the following purposes: General Revenue Levy: $1,625,318.00 Debt Service Levy: $142,279.00 Total General Fund Levy: $1,767,597.00 The City Clerk is hereby instructed to transmit a certified copy of this resolution to the County Auditor of Hennepin County, Minnesota. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Spring Park that the following times are designated for the purpose of such meetings effective September 16, 2024: 1. Regular City Council Meetings will be held on the first and third Monday of each month at Spring Park City Hall at 6:00 p.m. unless they fall on a legal holiday, in which case they will meet on the succeeding day. 2. Council Work Sessions will be held the third Monday of the month starting at 5:00 p.m. unless they fall on a legal holiday, in which case they will meet on the succeeding day.
