Respectfully submitted, Jamie Hoffman, City Clerk CITY OF SPRING PARK WORK SESSION MINUTES OCTOBER 21, 2024 – 5:00 PM SPRING PARK CITY HALL (Work Session discussion times are approximate) 1. 5:00: 2025 Budget (Gillespie Center Funding) City Administrator Anderson reviewed some budget updates that were made per the last discussion and asked Council if he should include a line item for the Gillespie Center donation. Discussion was had. Council Member Sippel requested that the “Contracted Services” budget line items be renamed to what they are, i.e. police, public works, fire, etc. It was also requested that any items that had previously been broken out between all 3 funds need to be redistributed to the appropriate funds where they belong. The Gillespie Center needs to provide more data and/or rework the allocation formula before we agree to a donation amount. The amount will remain as a budget item but will not be paid out until the amount has been agreed to. 2. 5:15: City Contracts: Essential Services (Fire, PD, PW, Plowing) City Administrator Anderson provided the essential service contracts to the Council for review of the expiration dates and notice to terminate. 3. 5:40: LMCD Representative Discussion Council requested to run an ad in the Laker and post the open position in the Fall newsletter. 4. 5:45: Miscellaneous City Administrator Anderson recapped the benefits for the utility upgrade that was requested at a prior meeting and stated he would bring this forward again. As of the end of November 2024, SafeBuilt will no longer provide Electrical Inspections as part of their scope of work. The ordinance updates would require permit applicants to get inspections from the State. We are required to have this amendment to the Ordinance completed by the end of this month and applicants are required to get these inspections, per City Code. Recommendation: Council approves Ordinance #24-06: Amending Chapter 10, Sections 10-31, 10-32, and 10-33 of Spring Park City Code to transfer electrical permitting and inspection authority to the State and update State Statutory code references. Sections 10-31, 10-32, and 10-33 of Chapter 10 (Building Code Ordinance) are hereby amended to delete the strikeouts and add the underlined language to read as follows: Sec. 10-31. Adopted. (a) The Minnesota State Building Code, established pursuant to Minn. Stat. §§ 16B.59—16B.75 326B.101 – 326B.194, is adopted as the building code for the city. The code is incorporated in this article as if fully set out. A copy of the code shall be kept on file in the office of the city administrator/clerk/treasurer. Sec. 10-32. Application, administration and enforcement. (a) The application, administration, and enforcement of the building code shall be in accordance with Minnesota Rules, chapter 1300. The building code shall be enforced within the extraterritorial limits permitted by Minn. Stat. § 16B.62, subd. 1 326B.121, subd 2(d),when so established by ordinance, including electrical inspections and permits. (b) The code enforcement agency of this municipality is the city. The city shall appoint a building official to administer the code, except for electrical permitting and inspections as outlined below, who shall have the qualifications set forth in Minn. Stat. § 16B.65326B.133, subd. 2, and who shall be certified as provided in Minn. Stat. § 16B.65326B.133, subd. 3. All electrical permitting and inspections shall be administered and conducted by the State of Minnesota, as managed by the Department of Labor and Industry (DLI). Sec. 10-33. Permits and fees. (a) The issuance of permits and the collection of fees shall be as authorized in Minn. Stat. § 16B.62, subd. 1 326B.121, and as provided for in chapter 1 of the 1997 Uniform Building Code and Minnesota Rules parts 1305.0106 and 1305.0107 in accordance with Minnesota Rules, chapters 1300 and 1305. (b) Permit fees shall be assessed for work governed by the code in accordance with the fee schedule in appendix A to the Code. Q:\Projects\23000\23600\23671F SpringParkMN SunsetDriveUtilityDesign\000-Miscellaneous\09-Project Management (R1) Page | 1 Memorandum Date: November 14, 2024 Prepared By: John W Morast, PE Project: City of Spring Park, MN Street Lighting Standards Contractor: n/a Subject: Sunset Dr. and Neighborhood Street Lighting Sunset Drive Lighting The City is partnering with Hennepin County on the reconstruction of Sunset Drive. The City is undertaking the reconstruc5ion of the city owned utilities (water and sewer) as well as underground the overhead utility wires. Part of the undergrounding of the overhead utilities is replacing street lights. The City applied for and received an LRIP grant for the project. Replacing streetlights is an eligible cost within the LRIP grant. However, the lights must be a City standard, and not decorative lighting. During the LRIP kickoff meeting with MnDOT, streetlights were discussed. The City needs to formally adopt street light standards for them to be an eligible cost. The Council’s desire was to match the existing streetlights in the Mist section of the roadway and carry that style along the entire length of Sunset Dr. We have researched and obtained past project designs to try to determine the manufacturer of those lights. We were unable to find any details or standards. We further researched different manufacturers and found items manufactured by US Architectural Lighting Company that closely match the existing lights. The obvious difference is that the existing light has a straight piece from the top of the pole to the top of the light and the “new” one has a curved piece. The lights themselves are similar, and there are a few styles offered by the manufacturer. The Model DSS1, shown below, seems to best match the “Mist” light style. There are several bases to choose from. We felt that the pole & base shown in the street view photo below closely resembles the existing style, which is a Millerbrand Bemidji (DBA) pole. Council can decide on a style and once a light standard is approved, it become eligible for the LRIP funding. The City council had previous discussions on these lights and liked them for the neighborhood street settings. They seem to have clean lines and no protruding lenses, and there were noted discussions that the lights had not collected cobwebs, so Council liked that style. Xcel does not have a detail sheet for these lights, but they do have a “cut sheet” which describes them and this is what they installed. The Xcel version is a direct bury pole, with no cladding on the bottom. With a streetlight approved, we can provide the head type, pole, etc. to Hennepin County and they can start modelling the light patterns to ensure street lighting standards are met and start designing the streetlights along Sunset Drive.
