Staff Memo: General Fund: 2025 Final Levy

Subject: 2025 Final Levy Proposal
The purpose of this memorandum is to provide you with calculations and background information regarding the proposed
2025 preliminary levy in preparation for Truth in Taxation in December.
As of today, we are currently looking at a 7.2% levy or $132,000.00 dollars increase from 2024 to 2025.
This is based on staff recommendations to date, discussions, and projected increases for contracts, bond payments, and
includes the capital project funds.
The proposed levy increase includes:
- Police Contract: $16,000, increase of 3%
- Public Works Contract: $4,500, increase of 3%
- Fire Services: $10,000, increase of 5%
- New line item for potential Merit Salary adjustments for staff: $15,000
- Administrator salary adjustment – 15% or roughly $15,000
- Additional $5,000 for snow removal and Spring Clean Up
- Additional $7,000 for annual recycling costs
- COLA for Staff: 3%
- 15% increase for Health Insurance
- Adding $25,000 to transfer into CIP plan
- Potential Gillespie Center funding of $12,000
Staff recommends Council discussion on items to be looked at or removed from the 2025 Final Levy. This is the final
percentage increase that staff is recommending. The final levy resolution will be on the 12/2/24 agenda following the
Truth in Taxation hearing.

Sunset Drive Lighting
The City is partnering with Hennepin County on the reconstruction of Sunset Drive. The City is
undertaking the reconstruc5ion of the city owned utilities (water and sewer) as well as underground the
overhead utility wires. Part of the undergrounding of the overhead utilities is replacing street lights. The
City applied for and received an LRIP grant for the project. Replacing streetlights is an eligible cost
within the LRIP grant. However, the lights must be a City standard, and not decorative lighting.
During the LRIP kickoff meeting with MnDOT, streetlights were discussed. The City needs to formally
adopt street light standards for them to be an eligible cost. The Council’s desire was to match the
existing streetlights in the Mist section of the roadway and carry that style along the entire length of
Sunset Dr.
We have researched and obtained past project designs to try to determine the manufacturer of those
lights. We were unable to find any details or standards. We further researched different manufacturers
and found items manufactured by US Architectural Lighting Company that closely match the existing
lights. The obvious difference is that the existing light has a straight piece from the top of the pole to the
top of the light and the “new” one has a curved piece.
The lights themselves are similar, and there are a few styles offered by the manufacturer. The Model
DSS1, shown below, seems to best match the “Mist” light style. There are several bases to choose from.
We felt that the pole & base shown in the street view photo below closely resembles the existing style,
which is a Millerbrand Bemidji (DBA) pole.
Council can decide on a style and once a light standard is approved, it become eligible for the LRIP
funding.

Neighborhood Lighting
Recent street projects including Black Lake Road and West Arm Drive had new streetlights installed by
Xcel. The City council had previous discussions on these lights and liked them for the neighborhood
street settings. They seem to have clean lines and no protruding lenses, and there were noted
discussions that the lights had not collected cobwebs, so Council liked that style.
Xcel does not have a detail sheet for these lights, but they do have a “cut sheet” which describes them
and this is what they installed.
The Xcel version is a direct bury pole, with no cladding on the bottom.

If Council approves of these styles and desires to have streetlights be an eligible cost for the Sunset
Drive LRIP grant, Council should at least officially adopt the US Architectural Lighting DSS1 as the City
standard so it can be directed to be used on the Sunset Drive project. With a streetlight approved, we
can provide the head type, pole, etc. to Hennepin County and they can start modelling the light patterns
to ensure street lighting standards are met and start designing the streetlights along Sunset Drive.

ANCHOR BOLTS
Anchor bolts conform to ASTM F1554 Grade-55 standards. Bolts have an “L” bend at one end and a minimum of
12” galvanized threads on the other end. Each bolt comes fashioned with two flat washers and two hexagonal nuts.
HARDWARE
All hardware and fasteners are supplied with each pole assembly. All structural fasteners are galvanized
high-strength carbon steel or 18-8 stainless steel.
SHAFT
The pole shaft conforms to ASTM A1011 Grade 50 carbon steel or ASTM A240 Grade 201L stainless steel
standards and is formed with a constant linear taper.
FINISH OPTIONS
Carbon steel poles are to be specified as hot-dip galvanized per ASTM A123 or finish painted with our stan-
dard Millerbond Wet Coat Finish. Stainless steel poles are to be specified as frost (rust resistant stainless
steel shot blast) finished or finish painted with our standard Millerbond Wet Coat Finish.
HANDHOLE
A reinforced doorway with cover, grounding lug, and hardware is provided with each pole assembly.

BASE STYLE
Each pole assembly is fashioned with a Millerbernd Manufacturing Company Decorative High Base. The base is
fabricated from the same material as the pole shaft and stands 34 inches tall. The pole shaft is slip fitted and
welded to the base.
MOUNTING OPTIONS
The pole is be specified with a single tenon mount for pole top mounting or side drilled pattern. For multiple
fixtures, an adapter should be used. A removable pole cap shall be provided for poles specified with side drill
luminaire mounting.

Optical Tower - Tower consists of an array of 6 LED Capsules
aimed 60° apart and mounted to a barrier plate separating the optical
compartment from the driver compartment. The array is covered by a
clear tempered glass linear prismatic diffuser (IES Type V-Round) or
clear polycarbonate refractor (IES Types II, III, IV, V-Round).
LED Capsules - Each capsule consists of 6 LED’s mounted to a
vented circuit board heat-sinked on the back. Each LED has a specular,
formed reflector that directs output downward through a diffuse acrylic
lens that encloses each capsule.

Housing – Ballast housing is spun from .080" aluminum. Internal ballast support bracket
also functions as mounting reinforcement plate with a minimum thickness of .125".
Optical housing is spun from .080" aluminum, hemmed at the edges and internally
finished in high-gloss white paint for maximum reflectance.
Mounting – When pendant mounted, the fixture housing is connected to the mounting
arm by the Trulevel swivel which is internally welded to the housing and allows for fixture
leveling prior to locking the swivel. When side arm mounted, the housing is externally
welded to the mounting arm and the weld is blended to produce a smooth, continuous
joint.

Electrical Components – Refer to page 62 for Electrical Components Specification.
Finish – Electro-statically applied TGIC Polyester Powder Coat on substrate prepared with

Housing – Ballast housing is spun from .080" aluminum. Internal ballast support bracket
also functions as mounting reinforcement plate with a minimum thickness of .125".
Optical housing is spun from .080" aluminum, hemmed at the edges and internally
finished in high-gloss white paint for maximum reflectance. Horizontal louvers (decorative
bands – non-illuminated) are made of heavy gauge aluminum sheet and welded to the
ballast housing.
Mounting – When pendant mounted, the fixture housing is connected to the mounting
arm bythe Trulevel swivel which is internally welded to the housing and allows for fixture
leveling prior to locking the swivel. When side arm mounted, the housing is externally

Housing – (For up to 175W) – Ballast housing is spun from .080" aluminum. Internal ballast
support bracket also functions as mounting reinforcement plate and has a minimum
thickness of .125". (For 250W & above) – Ballast housing is cast from low copper (A356, <
0.2%) aluminum alloy, minimum .125" wall thickness. Optical housing is spun from .080"
aluminum, hemmed at the edges. Lens frame is a one-piece .060" aluminum spinning
surrounding a 3/16" tempered glass lens sealed with a continuous silicone gasket and
attaches to the housing with the AccuhingeTM hinging mechanism. A captive stainless steel
thumbscrew allows for tool less entry to the optical compartment which is sealed with a
closed cell E.P.D.M. gasket.

Housing – Ballast housing is cast from low copper (A356, < 0.2%) aluminum alloy,
minimum .125" wall thickness. Windows in the lower portion of the ballast housing allow
for decorative illumination (horizontal optics only) .Optical housing is spun from .080"
aluminum, hemmed at the edges. Lens frame is a one-piece .060" aluminum spinning
surrounding a 3/16" tempered glass lens sealed with a continuous silicone gasket and
attaches to the housing with the AccuhingeTM hinging mechanism. A captive stainless
steel thumbscrew allows for tool less entry to the optical compartment which is sealed
with a closed cell E.P.D.M. gasket.
Mounting – When pendant mounted, the fixture housing is connected to the mounting
arm by the Trulevel swivel which is internally welded to the housing and allows for fixture
leveling prior to locking the swivel. When side arm mounted, the housing is externally
welded to the mounting arm and the weld is blended to produce a smooth, continuous
joint.

Electrical Components – Refer to page 62 for Electrical Components Specification.
Finish – Electro-statically applied TGIC Polyester Powder Coat on substrate prepared with
20psi power wash at 140°F. All castings are shot blasted to provide a uniform surface prior
to power wash and paint. A four step iron phosphate pretreatment for protection and
paint adhesion is utilized. 400°F bake for maximum hardness and durability.

Housing – (For up to 175W) – Ballast housing is spun from .080" aluminum. Internal ballast
support bracket also functions as mounting reinforcement plate and has a minimum
thickness of .125". (For 250W & above) – Ballast housing is cast from low copper (A356, <
0.2%) aluminum alloy, minimum .125" wall thickness. Optical housing is spun from .080"
aluminum, hemmed at the edges. Lens frame is a one-piece .060" aluminum spinning
surrounding a 3/16" tempered glass lens sealed with a continuous silicone gasket and
attaches to the housing with the AccuhingeTM hinging mechanism. A captive stainless
steel thumbscrew allows for tool less entry to the optical compartment which is sealed
with a closed cell E.P.D.M. gasket.
Mounting – When pendant mounted, the fixture housing is connected to the mounting
arm by the Trulevel swivel which is internally welded to the housing and allows for fixture
leveling prior to locking the swivel. When side arm mounted, the housing is externally
welded to the mounting arm and the weld is blended to produce a smooth, continuous
joint.

Finish – Electro-statically applied TGIC Polyester Powder Coat on substrate prepared with
20psi power wash at 140°F. All castings are shot blasted to provide a uniform surface prior

paint adhesion is utilized. 400°F bake for maximum hardness and durability.

Optics – A clear tempered glass linear prismatic diffuser seals
against the housing with a closed cell EPDM gasket and
imparts a round Type V distribution. Medium base (E26) or
bi-pin base (G12) socket provided for the lamp. Lamp is
vertically oriented.

Optics - For Standard Polycarbonate Refractor - A clear
prismatic polycarbonate lens, utilizing UvaLex® to retard
yellowing from UV, seals against the housing with a closed cell
EPDM gasket.
For Optional Acrylic Refractor - A clear prismatic acrylic
lens seals against the housing with a closed cell EPDM gasket.
Medium base (E26) or bi-pin base (G12) socket provided for
the lamp. Lamp is vertically oriented.

Reflector Module - Specular Alzak® optical segments rigidly
mounted in an aluminum frame, which attaches to the
housing as a one piece module. Reflector module is field
rotatable in 90°increments. All sockets are porcelain 4KV pulse
rated, medium base (E26) for 50W – 150W, bi-pin (G12) for 70W
and 150W, or pinoriented mogul base (E40) for 250W and
400W (DSS only). Reflector modules are factory prewired with a
quick-disconnect plug. Lamp is vertically or horizontally
mounted.

and have lamp End-of-life protection. Magnetic MH ballasts
are high power factor, -20°F starting, multi-tap 120-277V, 60Hz.
All HPS ballasts are core and coil, high-reactance, high power
factor, -40°F starting.

CWA (250W), -20°F starting, multi-tap 120-277V, 60Hz. All HPS
ballasts are core and coil, high-reactance, high power factor
(70W – 150W) or CWA (200W – 250W), -40°F starting.

LED Tower Module - LED optical assembly consists of an
array of 6 LED “capsules” mounted to a barrier plate and
aimed 60° apart. Each capsule consists of LED’s mounted to a
vented circuit board with copper lined holes which conduct
heat from the component side of the circuit board to the
mounting side. Stainless steel screws are located between
each LED to secure the circuit board to a heat-transfer plate
which in turn is mounted to an extruded aluminum finned
heat-sink. Each LED has a specular formed and polished
reflector optic to direct output downward through an etched
acrylic lens. The entire assembly is enclosed by a clear
tempered glass linear prismatic diffuser or optional opal glass
diffuser (DSA/DSC/DSD/DST/DSH); or a clear polycarbonate
(optional acrylic) refractor which produces an IES Type II, Type
III, Type IV, or Type V Round distribution

Optical Module – Low copper A356 alloy (<.2%
copper) cast aluminum housing. Integrated clear tempered
3/16” glass lens sealed with a continuous silicone gasket
protects emitters (LED's) and emitter Reflector-Prism optics, and
seals the module from water intrusion and environmental
contaminants. Entire module is IP67 rated. Emitters (LED's) are
Luxeon Rebels, high output, Neutral White nominal 4100K CCT
for the entire module (Cool White nominal 6500K are
available). Each emitter is optically controlled by a
Reflector-Prism injection molded from H12 acrylic (3 types per
module; one from 0° - 50°; one from 50° - 65°; one from 65° -
72°). Each Reflector-Prism has indexing pins for aiming and is
secured to an optical plate made of matte black anodized
aluminum. The optical plate locates every Reflector-Prism over
an emitter. Reflector-Prisms are secured to the optical plate
with a UV curing adhesive. The Reflector-Prisms are arrayed to
produce IES Type II, IES Type III, IES Type IV, and IES Type V-SQ
distributions. The entire Optical Module is field rotatable in 90°
increments. Both module and drivers are factory wired using
water resistant, insulated cord. Lens, module and drivers are
field replaceable.
LED Driver(s) – Drivers are UL and cUL recognized mounted
on a single plate and factory wired with quick-disconnect.
Constant current drivers are electronic and have a power
factor of >.90 and a minimum operating temperature of - 40°F.
Drivers accept an input of 120-277V, 50/60Hz. (Consult factory
for dimming applications.)
