January 16, 2024 – SAFEbuilt received notice from the City of Spring Park that a fire occurred at this address. 2. January 17, 2024 – I conducted an exterior inspection of the dwelling. I posted the property DO NOT OCCUPY/CERTIFICATE OF OCCUPANCY REVOKED at 1:35 PM. 3. March 5, 2024 – I conducted an interior inspection of the dwelling. Property was still posted with original DO NOT OCCUPY/CERTIFICATE OF OCCUPANCY REVOKED notice. 4. March 8, 2024 – I posted on-site and mailed my fire incident findings. Property was declared unsafe in accordance with Minnesota Administrative Rule Chapter 1300.0180. Property was ordered to be vacated and certificate of occupancy revoked. No occupancy is permitted until a new certificate of occupancy is issued. 5. March 21, 2024 – Property owner submitted a building permit application. No mechanical or plumbing permit information provided. 6. April 4, 2024 – Nicolas Qualle, plan reviewer, informed property owner that additional information is needed. 7. June 3, 2024 – All additional information for application review received. 8. June 6, 2024 – Building permit 24SP-00018 issued. 9. December 3, 2004 - Building permit 24SP-00018 expired with no required inspections completed. 10. January 17, 2024 – Correspondence between City and property owner regarding trust/escrow release. 11. January 17, 2024 – Property owner was notified by city staff the need for additional permits and work being completed without inspections. You have been repeatedly informed that plumbing, mechanical and electrical permits are required; it is clearly stated on the first page of the approved plan. (24SP-00018) 12. January 21, 2025 – Property owner delivered to City a mechanical and plumbing application from Gregory F Becker, contractor. (Enclosure - email response to property owner regarding submittal). Your building permit 24SP-00018 expired on December 3, 2024. MN Rule 1300.0120 Permits Subp 11. Also, it appears mechanical, plumbing and electrical work has been completed without permits. YOU ARE ORDERED TO STOP ALL WORK EFFECTIVE IMMEDIATELY. MN Rule 1300.0170 Stop Work Order. Mechanical and plumbing applications must be submitted to, paid for, and issued by the City of Spring Park. MN Rule 1300.0120 Permits, Subp.1 Required. 2. Electrical permit application shall be submitted to, paid for, and issued by the State of Minnesota. MN Rule 1300.0120 Permits, Subp. 1 Required. 3. Construction or work for which a permit is required is subject to inspection by the building official and the construction or work shall remain accessible and exposed for inspection purposes until approved. Any portion that does not comply shall be corrected and the portion shall not be covered or concealed until authorized by the building official. MN Rule 1300.0210, Inspections. Subp. 1 General. 4. Building official may order work, which is covered or concealed, be required to be opened to verify code compliance at the property owner’s expense. MN Rule 1300.0210 Inspections. Subp. 5 Approval Required. 5. All mechanical, plumbing and electrical rough-in inspections must be inspected and approved. MN Rule 1300.0210, Subp. 6D Required. 6. The required engineers' structural report must be submitted to the City for review prior to scheduling the framing inspection. Per your conversation with SAFEbuilt employee Nicolas Qualle and as noted on the approved building plan “…all structural components to be completed by contractor and then inspected by engineer. Engineer to provide final structural report on all repairs completed. Engineering report shall be made available at the framing inspection for review and sign off on the framing portion of the project .” MN Rule 1300.0130 Construction Documents. Subp. 1. MN Rule 1300.0220 Subp. 1 Use and Occupancy states no building, or structure shall be used or occupied… until the building official has issued a certificate of occupancy for the building or structure…” The City of Spring Park cannot release Trust or Escrow Proceeds until compliant with Minnesota Statute 65A.50 Trust or Escrow Accounts; Insured Real Property File or Explosion Loss Proceeds.
