The report that follows has been prepared based on that inspection. This inspection was conducted by Steven C. Eberly, P.E. My work includes the following: 1. Visual observations during a physical walk-through on December 16, 2024. 2. Observe factors influencing the performance of the structure. 3. Provide a written report containing the following: a. Scope of services. b. Observations, site characteristics, and data deemed pertinent by me. c. Discussion of major structural factors influencing the performance of this house. d. Conclusions and any recommendations for further investigation and remedial or preventative measures. 4. This reinspection is limited to the repairs to the fire damaged framing and the nearby or related structural elements as determined by the engineer. SUMMARY In my professional opinion, the structural condition of the repaired fire damaged areas is considered to be fair, additional structural repairs are required. In addition, during our reinspection significant additional renovations, over and above the fire damaged areas included in our original structure evaluation of fire damaged areas, were noted as having taken place since our initial evaluation. The structural elements of these renovations in these areas do not appear to match the building code and no design work for these (or any areas) was provided by Criterium Twin Cities Engineers. Independently Owned and Operated Life Time Work, 200 Southdale Or. / Edina, MN 55435 O: 651.779.7700 / criteriummn.com 3990 Sunset Drive, Spring Park, MN December 19, 2024 Page 12 INSPECTION DETAILS • Our client, to whom this report is addressed, is the building owner. • The client was present during our site visit. • The following areas were inaccessible or not viewed, and this limited the extent of our structural inspection: o Most of the foundation system (underground and/or concealed due to finished conditions) o Wall and floor framing (concealed) DESCRIPTION OF STRUCTURE • This building is a two -level multi -family home. • The house has a crawlspace. • The structure was constructed in 1910. • The building is approximately 2800 square feet. • The front of the house faces west. DOCUMENT REVIEW In conjunction with this investigation, the following documents were provided for review: • Structural Evaluation Report — Criterium Engineers - 24-0197rep052824 These documents were considered when rendering our professional opinion regarding the performance of the home's structural system and/or when providing design specifications or repair details. FOUNDATIONIFOOTINGS Previous instructions: the perimeter of the structure requires continuous masonry foundation walls supported by frost depth (top of footing 42inches below grade) strip footings. Interior support walls require steel reinforced concrete masonry strip footings and interior support posts require steel reinforced concrete masonry support posts footings. Interior support walls and support posts do not need to be frost depth. Criterium Twin Cities Engineers is available to determine necessary design details. Reinspection findings: new or improved/re paired support post footings have been installed under floor e- beam/rim and support posts included in the fire damaged scope of work. FRAMING Previous instructions: the fire damage affected the original main structure that is two stories and ballon framed. Reconstruction activities must use platform framing. Reinspection findings: reconstruction of fire damaged areas used platform framing Previous instructions: all support or bearing walls must be supported by proper footings that are frost depth if they are located on the exterior perimeter. Reinspection findings: none of the fire damaged areas were located at the exterior perimeter. Joist spacing: match existing or follow local tables. Use joist hangers with manufacturer's recommended fasteners. Reinspection findings: floor structures noted as constructed per above, with the exception of incorrect List hangers used. Install correct full moist hangers. See Structural Issues above Previous instructions: all walls must have a single bottom and double top plates, match existing wall stud depth and spacing. All window and door openings must use proper headers. Larger openings in load bearing walls need appropriate beams and solid blocking in the floor structure. Reinspection findings: walls and window openings in the fire damaged areas were rebuilt per above Crawlspace Previous instructions: the wood support walls, beams, and wood posts in the crawlspace are in fair to poor condition given age and construction type. Repair all damaged and/or deteriorated support walls, beams, and wood posts to properly support the bearing walls above. Reinspection findin s: completed in the fire dama ed areas. First Floor Previous instructions: the first -floor joists and subfloor under approximately 12 feet x 18 feet (216 square feet) near the center of the original structure were structurally damaged from the fire and must be replaced. This includes approximately 6 joists. Reinspection findings: complete. Previous instructions: the previous exterior and now interior wall framing and sheathing of the load bearing wall on the west side of original building (adjacent to the furnace room) were structurally damaged by the fire and must be replaced. This wall area is approximately 16 feet long x 8 feet tall (132 square feet). Reinspection findings: completed, wall replaced with what appears to be an adequate beam and post system. Note: no design calculations provided by Criterium Twin Cities Engineers. Previous instructions: the roof framing and sheathing of the porch at the northwest corner of the building was structurally damaged by the fire and must be replaced. This area is approximately 4 feet x 9 feet (36 square feet). This includes 3 rafters. Reinspection findings this previously fire damaged roof area which included 3 rafters was removed and replaced by the floor structure for the expanded upPe_r level. Note no design was provided by Criterium Twin Cities Engineers. Second Floor Previous instructions: the second -floor joists and subfloor under the approximately 12 feet x 18 feet (216 square feet) north center bedroom/hall and the approximately 14 feet x 14 feet (196 square feet) near the center of the original structure where the two rooms abut were structurally damaged from the fire and must be replaced. This includes 6 rafters (joists). This area is approximately 10 feet long by 8 feet high (80 square feet). Reinspection findings: the previous wall in this area was removed as the upper level was expanded. Note: no design was provided by Criterium Twin Cities Engineers Additionai renovations: Reinsiection findings: significant additional renovations, over and above the fire damaged areas included in our original structure evaluation of fire dams ed areas were noted during our reins ection as havinq taken place since our initial evaluation. Asa professional courtesy we mention some of these areas which include a beam and post system over two exterior sliding doors —13 feet) on the west elevation, a beam and post system over a new interior opening,(-17 feet) at the southwest corner of the -building: upper level expansion at the northwest corner of the building including a new roofline. The structural elements of the renovations in these areas do not appear to match the building code and no design work for these for any areas) was provided IV Criterium Twin Cities Engineers. DESCRIPTION OF TERMS Terms used in this report to describe the condition of observable components and systems are listed and defined below. It should be noted that a term applied to an overall system does not preclude that a part or a section of the system or component may be in different condition: Excellent- Component or system is in "as new" condition, requiring no rehabilitation, and should perform in full accordance with expected performance. Good- Component or system is sound and performing its function. Although it may show signs of normal wear and tear, some minor rehabilitation work may be required. Fair- Component or system falls into one or more of the following categories: a) Evidence of previous repairs not in compliance with commonly accepted standards, b) Workmanship not in compliance with commonly accepted standards, c) Component or system is obsolete, d) Component or system approaching end of expected performance. Repair or replacement is required to prevent further deterioration or to prolong the expected life. Poor- Component or system has either failed or cannot be relied upon to continue performing its original function as a result of having exceeded its expected performance, excessively deferred maintenance, or state of disrepair. Present condition could contribute or cause the deterioration of other adjoining elements or systems. Repair or replacement is required. SCOPE OF SERVICES and !_IMITATIONS The purpose of this inspection and report is to evaluate the current condition of the structural system of this building and to determine what, if any, significant maintenance, repairs, and/or replacement to this system might be expected within the next few years. The report is not to be considered a guarantee of condition and no warranty is implied. Our evaluation of this structure is based on many indirect observations. Examination of the foundation is completed without excavation; therefore, we cannot be certain of the condition below grade. In addition, often, construction details cannot be known, and we then assess that system with typical construction practices for our area in mind. As with any limited inspection, it is possible that there are structural deficiencies that cannot be known. The scope of this inspection does not include a comprehensive evaluation for code compliance, governmental regulation compliance, fire safety, or hazardous materials in or around this building. It does not include an inspection of heating, cooling, plumbing and electrical systems or repair designs. Inspecting for mold is not included in the scope of a structural inspection. Our services do not include determining the presence of a virus in this building. Evidence of any moisture -related problems in the home is not always visible. We cannot be responsible for any such conditions that might be discovered later. This report is not a termite inspection, and no responsibility is assumed for any damage caused by wood -destroying organisms. This report is based on an examination of the structural system and is an opinion about the condition of the structural system of the building. SUMMARY in my professional opinion, the structural condition of this building is considered to be poor when compared to others of similar age and construction type. The building is repairable. Replacement of approximately 432 square feet of floor framing and subfloor plus approximately 26 linear feet (212 square feet) of wall framing and sheathing and approximately 36 square feet of roof framing which were damaged by the recent fire is required before proceeding with additional restoration work.
