The plans and specifications, for the project named above, have been reviewed for substantial compliance with the
current Minnesota State Building Code. This review is limited to the submitted scope of work; is based upon the
supposition that the data on which the design is based are correct and that the necessary legal authority has been
obtained to construct the project. Although every attempt has been made to identify code issues or concerns for proper
and necessary change, the project designer(s), the building contractor(s) and the property owner(s) are ultimately
responsible for providing complete code compliance and maintaining minimum construction standards for the
safeguarding of life or limb, health, public welfare and property while constructing this project.
Approval is based on the correction of all noted deficiencies and compliance with all items listed below. Any changes from
these documents and/or additional information shall be submitted to the Department of Building Safety for code
compliance review and approval. Written response of approval must be on site prior to implementation of such changes.
The following information is related to the submitted plans/scope or as general information regarding code compliance.

MN Residential Code:
1 . Where emergency escape and rescue openings are provided, they shall have a sill height of not more than 44"
measured from the finished floor to the bottom of the opening. (MN Rule 1309. R310.2.2)
2. Emergency escape and rescue openings shall have a net clear opening of not less than 5.7 ft2. The minimum net
clear opening height shall be 24 inches and the minimum net clear opening width shall be 20 inches. (MN Rule
1309.R310.2.1)
i. Exception:
a. Grade floor openings or below grade openings shall have a clear opening area of not less than 5.0
ft2.
3. The minimum horizontal area of the window well shall be 9 square feet, with a minimum horizontal projection and
width of 36 inches. The area of the window well shall allow the emergency escape and rescue opening to be fully
opened. (MN Rule 1309 R310.2.3)
i. Exception:
a. The ladder or steps required by MN Rule 1309.R310.3.2.1 shall be permitted to encroach a
maximum of 6 inches into the required dimensions of the window well.
4. Window wells with a vertical depth greater than 44 inches shall be equipped with a permanently affixed ladder or
steps usable with the window in the fully opened position. (MN Rule 1309. R310.2.3.1)
5. Window wells shall be designed for proper drainage by connecting to the building's foundation drainage system or
by an approved alternate method. (MN Rule1309 .R310.2.3.2)
6. Maximum allowed fenestration U factors, as determined in accordance with NFRC 110, is 0.32 for windows. (MN
Rule 1322.402.1.1).
7. Emergency escape windows are allowed to be installed under decks and porches provided the location of the deck
allows the emergency escape window to be fully opened and provides a path of not less than 36 inches in height to
the yard or court. (MN Rule 1309 R310.2.4)
8. Approved corrosion -resistant flashing shall be applied shingle -fashion in such a manner as to prevent entry of
water into the wall cavity or penetration of water to the building structural framing components. Self -adhered
membranes used as flashing shall comply with AAMA 711The flashing shall extend to the surface of the exterior
wall finish. Approved corrosion -resistant flashing shall be installed at all the following locations: (MN Rule 1309
R703.4)
i. Exterior window and door openings. Flashing shall be installed at the head and sides of exterior window and
door openings and shall extend to the surface of the exterior wall finish or to the water -resistive barrier for
subsequent drainage. Flashing at exterior window and door openings shall be installed in accordance with
at least one of the following:
a. The fenestration manufacturer's installation and flashing instructions. When flashing is not addressed
in the fenestration manufacturer's instructions, it shall be installed in accordance with the flashing
manufacturer's instructions.
b. In accordance with the flashing design or method of a registered design professional; and in

accordance with other approved methods. Pan flashing of windows and doors. Pan flashing shall be
installed in accordance with the fenestration manufacturer's installation and flashing instructions.
Where flashing instructions or details are not provided, pan flashing shall be installed at the sill of
exterior window and door openings. Pan flashing shall be sealed or sloped in such a manner as to
direct water to the surface of the exterior wall finish or to the water -resistive barrier for subsequent
drainage. (MN Rule 1309 R703.8.1)
1. Exception:
i. Windows or doors installed in accordance with the manufacturer's installation
instructions which include an alternate flashing method.
9. Smoke alarms shall be installed in the following locations: (MN Rule 1309 R314.3)
i. In each sleeping room.
ii. Outside each separate sleeping area within 21' of the bedroom doors.
iii. On each additional story of the dwelling, including basements and habitable attics but not including crawl
spaces and uninhabitable attics. In dwellings or dwelling units with split levels and without an intervening
door between the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent
lower level provided that the lower level is less than one full story below the upper level.
10. When required, Carbon monoxide alarms shall be installed outside and not more than 10 feet from each separate
sleeping area or bedroom. Alarms shall be installed on each level containing sleeping areas or bedrooms. Alarms
shall also be installed inside each bedroom where a fuel -fired appliance is present in the bedroom, or it's attached
bathroom. (MN Rule 1309 R315.3)
11. Buildings shall be provided with approved address identification. The address identification shall be legible and
placed in a position visible from the street or road fronting the property. These numbers shall contrast with their
background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out.
Numbers shall be a minimum of 4 inches high with a minimum stroke width of 1/2 inch. Where required by the fire
code official, address identification shall be provided in additional approved locations to facilitate emergency
response. Where access is by means of a private road and the building address cannot be viewed from the public
way, a monument, pole or other sign or means shall be used to identify the structure. Address identification shall
be maintained. (MN Rule 1309 R319.1)

Required dimensions are as follow are measure to the edge of
the clear opening:
o Maximum sill height above finished floor 44-inches
o Minimum opening area of 5.7 square feet, except grade
floor openings shall have 5.0 square feet minimum
o Minimum opening height of 24-inches
o Minimum opening width of 20-inches
Openings shall be operable from the inside without the use of
tools, keys or special knowledge.
Hardwired and interconnected smoke alarms are
required in the following_ locations:
1 (one) in every bedroom
1 (one) in the area outside every bedroom
At least 1 (one) per floor where no bedrooms exist
including basements and habitable attics
Hardwired and interconnected CO alarms are
required in the following locations:
1 (one) Carbon Monoxide (CO) alarm is required outside
of and within 10-feet of every bedroom or sleeping area.
1 (one) CO alarm is required on every level that contains
a bedroom or sleeping area.
1 (one) CO alarm is required inside bedrooms when that
bedroom or attached bathroom contains a fuel fired
appliance
Interconnection may be achieved by use of a
UL 217 or UL 2034 Listed Wireless System
Exceptions:
Existing spaces, where interior finishes are not removed
exposing the structure, may have battery operated
smoke or CO alarms that are not interconnected.
All required alarms must be installed and operational
at time of final building inspection.
