The special events approved by staff at any given time will be listed under the Announcements/Miscellaneous Information on the Agendas for Council information only. The current fees are shown below and after review, should remain the same. The only recommended change would be to add a fee for multiple annual events with or without music. An option would be to simply change the wording for bullet #2 to Seasonal/Annual Music and Special Events – leave the fee the same. I would also like to also remove the escrow requirements for those applicants that are on private property. • Music: $45 for single event • Seasonal or multiple music events: $1600 • A single special event: $100.00/$250 escrow • A single special event with music: $250/ $500 escrow • A multi-day special event: $250 + $100 for each additional day and $1000.00 escrow Recommending Council approve the above process and fee suggestions for Special Events. STAFF MEMO SPECIAL EVENT BACK CHANNEL - JINGLE BAR DECEMBER 2, 2025 – JANUARY 5, 2026 1. BACKGROUND: Back Channel submitted a special event permit application for a special event to take place for one month starting December 2, 2025 and running until January 5, 2026. The event is a community event for the holidays called Jingle Bar and will take place between the hours of 12:00p.m to 9:00p.m. on weekdays and 12:00p.m. to 11:00p.m. on weekends. 2. DISCUSSION: The event is for multiple days and will include an enclosed tent with 2 propane heaters. The event organizers will coordinate with the Mound Fire Department and Orono Police Department prior to the event to ensure that all necessary safety precautions have been put into place. The fee for a multi-day event is $250 for first day + $100 for each additional day. 3. FINANCIAL & SAFETY CONSIDERATIONS: The event includes multiple days. Council needs to determine fee amount as we don’t have a fee for multiple events, only multiple music events. Orono Police has approved without concern. Mound Fire is reviewing for required safety requirements and setup. 4. RECOMMENDED ACTION: Determine fees for the event and approve Special Event Application No. #25-21. The scheduled meeting for adoption is December 1, 2026. The Finance Committee met on 11/12 to discuss the upcoming budget. They are making the following recommendations. As of today, the committee is recommending a 6.93% levy or $137,284.00 dollars increase for 2026. This is based on staff recommendations to this date, discussions, and projected increases for contracts, bond payments, and includes the capital project funds. The levy increase includes (largest items): - Police Contract: 5% increase - Public Works Contract: 5% increase - Fire Services: 5% budgeted, discussions in progress - 5% increase for Health Insurance - Adding $85,000 to transfer into CIP plan - 5% placeholder for contracted services such as Law, Planning, and Engineering. Recommendation – Staff recommends approval of the 6.93% at the December 1, 2025 Council Meeting. This is our last meeting to discuss and make any changes or recommendations ahead of approval. City of Spring Park 4349 WARREN AVENUE, SPRING PARK, MINNESOTA 55384-9711 (952) 471-9051 FAX (952) 471-9160 WWW.CI.SPRING-PARK.MN.US Staff Memo: Administrative Committee Update To: Spring Park – Mayor and Council From: Mike Anderson, City Administrator Subject: COLA and Merits for 2026 The Administrative Committee met on 11/10/25 with the City Administrator to discuss 2025 performance evaluations and potential pay increases for 2026. There was positive feedback and helpful information to increase production in 2026. Salary Recommendations are as follows: • The City Administrator is recommending a 2% Merit Increase for both office staff. • The Administrative Committee is recommending a 2% Merit Increase for the City Administrator • The Administrative Committee is recommending a 3% Cost of Living Increase for all City employees These increases have been budgeted for 2026. The Council will be asked to approve and vote for inclusion in the 2026 levy on 12/1/25.
