General Requirements:
MN Residential Code:
1. In combustible construction, fire -blocking shall be provided to cut off all concealed draft openings (both vertical and
horizontal) and to form an effective fire barrier between stories, and between a top story and the roof space. (MN
Rule 1309.R302.11)
2. Floor assemblies not required elsewhere in this code to be fire -resistance rated shall be provided with a 1/2"
gypsum wallboard membrane, 5/8" wood structural panel membrane, or equivalent on the underside of the floor
framing member. (MN Rule 1309.R302.13)
i. Exception:
a. Floor assemblies located directly over a space protected by an automatic sprinkler system in
accordance with Section P2904, NFPA 13D, or other approved equivalent sprinkler system.
b. Floor assemblies located directly over a crawl space not intended for storage or for the installation of
fuel -fired or electric -powered heating appliances.
c. Portions of floor assemblies shall be permitted to be unprotected where complying with the following:
1. The aggregate area of the unprotected portions does not exceed 80 square feet per story.
2. Fire blocking, in accordance with Section R302.11.1, is installed along the unprotected
portion's perimeter to separate it from the rest of the floor assembly.
d. Wood floor assemblies using dimension lumber or structural composite lumber equal to or greater
than 2-inch by 10-inch nominal dimension, or other approved floor assemblies demonstrating
equivalent fire performance.
3. All interior stairways shall be provided with a means to illuminate the stairs, including the landings and treads.
Interior stairways shall be provided with an artificial light source located in the immediate vicinity of each landing of
the stairway. There shall be a light switch at each level when a stairway has six or more risers. (MN Rule
1309. R303.7)
i. Exception:
a. A switch is not required where remote, central, or automatic control of lighting is provided.
4. Enclosed space under stairs that is accessed by a door or access panel, shall have the walls, under -stair surface,
and any soffits protected by minimum %" gypsum board. (MN Rule 1309.R302.7)
5. A garage and its attic are required to be separated from the dwelling and its attic by not less than 1/2" gypsum
fastened per table R702.3.5. If the dwelling extends above garage, the ceiling is to be protected with not less than
5/8" gypsum attached perpendicular to the ceiling framing per Table R302.6. (MN Rule 1309.R302)

6. Exterior stairways shall be provided with an artificial light source located in the immediate vicinity of the top landing
of the stairway. Exterior stairways providing access to a basement from the outdoor grade level shall be provided
with an artificial light source located at the bottom landing of the stairway. (MN Rule 1309.R303.8)
7. There shall be a landing or floor on each side of each exterior door. The width of each landing shall not be less
than the door served. Every landing shall have a minimum dimension of 36 inches measured in the direction of
travel. Exterior landings shall be permitted to have a slope not to exceed 1 /4 unit vertical in 12 units horizontal (2-
percent). (MN Rule 1309.R311.3)
8. The maximum riser height shall be 7-3/4 inches. The riser shall be measured vertically between the leading edges
of the adjacent treads. The greatest riser height within any flight of stairs shall not exceed the smallest by more
than 3/8 inch. Open risers are permitted provided that the opening between treads on risers located more than 30"
above the floor do not permit the passage of a 4-inch-diameter sphere. (MN Rule 1309.R311.7.5.1)
9. The minimum tread depth shall be 10 inches. The tread depth shall be measured horizontally between the vertical
planes of the foremost projection of adjacent treads and at a right angle to the tread's leading edge. The greatest
tread depth within any flight of stairs shall not exceed the smallest by more than 3/8 inch. (MN Rule
1309. R311.7.5.2)
10. Handrails shall be provided on at least one side of each continuous run of treads or flight with four or more risers
and must be returned to the wall. Handrails are to comply with MN Rule 1309.R311.7.8.1 for mounting height,
continuity, and grip -size. (MN Rule 1309.R311.7.8.1)
11. Bathrooms and water closet compartments without a window compliant with MN Rule 1309.R303.3 are required to
have artificial light and mechanical ventilation (MN Rule 1309 R303.3)
12. Bathtub and shower floors and walls above bathtubs with installed shower heads and in shower compartments
shall be finished with a nonabsorbent surface. Such wall surfaces shall extend to a height of not less than 6 feet
above the floor. (MN Rule 1309 R307.2)
13. Glazing in walls or enclosures containing or facing hot tubs, spas, whirlpools, saunas, steam rooms, bathtubs,
showers where the bottom exposed edge if the glazing is less than 60 inches measured vertically above any
standing or walking surface shall be considered a hazardous location. This shall apply to single glazing and all
panes in multiple glazing. (MN Rule 1309.R308)
i. Exception:
a. Glazing more than 60 inches measured horizontally and in a straight line, from the water's edge of
the bathtub, hot tub, spa, whirlpool, or swimming pool or from the edge of a shower, sauna, or steam
room.
14. Habitable space, hallways, bathrooms, toilet rooms, laundry rooms, and portions of basements containing these
spaces shall have a ceiling height of not less than 7 feet. The required height shall be measured from the finished
floor to the lowest projection from the ceiling. (MN Rule 1309. R305.1)
15. Smoke alarms shall be installed in the following locations: (MN Rule 1309.R314.3)
i. In each sleeping room.
ii. Outside each separate sleeping area Within 21' of the bedroom doors.
iii. On each additional story of the dwelling, including basements and habitable attics but not including crawl
spaces and uninhabitable attics. In dwellings or dwelling units with split levels and without an intervening
door between the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent
lower level provided that the lower level is less than one full story below the upper level.
iv. Smoke alarms shall not be installed within 3' horizontally of a bathroom that contains a tub or shower unless
this requirement would interfere with other required placements.
16. Smoke alarms shall be interconnected. Combination alarms shall be listed in accordance with UL 217 and UL

17. Carbon monoxide alarms shall be installed outside and not more than 10 feet (3048 mm) from each separate
sleeping area or bedroom. Alarms shall be installed on each level containing sleeping areas or bedrooms. Alarms
shall also be installed inside each bedroom where a fuel -fired appliance is present in the bedroom, or its attached
bathroom. (MN Rule 1309.R315.3)
18. Carbon Monoxide alarms shall be interconnected. Combination alarms shall be listed in accordance with UL 217
and UL 2034. (MN Rule 1309.R314.4)
19. Carbon Monoxide alarms shall receive their primary power from the building wiring where such wiring is serviced
from a commercial source, and where the power is interrupted, shall receive power from a battery. (MN Rule
1309. R315.6)
20. Buildings shall be provided with approved address identification. The address identification shall be legible and
placed in a position visible from the street or road fronting the property. These numbers shall contrast with their
background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out.
Numbers shall be a minimum of 4 inches high with a minimum stroke width of 1/2 inch. Where required by the fire
code official, address identification shall be provided in additional approved locations to facilitate emergency
response. Where access is by means of a private road and the building address cannot be viewed from the public
way, a monument, pole, or other sign or means shall be used to identify the structure. Address identification shall
be maintained. (MN Rule 1309.R319.1)
Floors:
Notches in solid lumber joists, rafters and beams shall not exceed one -sixth of the depth of the member, shall not
be longer than one-third of the depth of the member and shall not be located in the middle one-third of the span.
Notches at the ends of the member shall not exceed one fourth the depth of the member. The diameter of holes
bored or cut into members shall not exceed one-third the depth of the member. Holes shall not be closer than 2
inches to the top or bottom of the member, or to any other hole located in the member. Where the member is
notched, the hole shall not be closer than 2 inches to the notch. (MN Rule 1309.R502.8.1)
2. Cuts, notches, and holes bored in engineered wood products are prohibited except where permitted by the
manufacturer's recommendations or by a registered design professional.
Walls:
Drilling and notching of studs shall be in accordance with the following:
i. Notching. Any stud in an exterior wall or bearing partition shall be permitted to be cut or notched to a depth
not exceeding 25 percent of its width. Studs in nonbearing partitions shall be permitted to be notched to a
depth not to exceed 40 percent of a single stud width.
ii. Drilling. Any stud shall be permitted to be bored or drilled, provided that the diameter of the resulting hole is
not more than 60 percent of the stud width, the edge of the hole is not more than 5/8 inch to the edge of the
stud, and the hole is not located in the same section as a cut or notch. Studs located in exterior walls or
bearing partitions drilled over 40 percent and up to 60 percent shall be doubled with not more than two
successive doubled studs bored. See Figures R602.6(1) and R602.6(2). (MN Rule 1309.R602.6)
Where piping or ductwork is placed in or partly in an exterior wall or interior load -bearing wall, necessitating
cutting, drilling, or notching of the top plate by more than 50 percent of its width, a galvanized metal tie not less
than 0.054 inch thick (16 ga) and 1'/z inches wide shall be fastened across and to the upper of the two top plates at
each side of the opening with not less than eight 10d (0.148 inch diameter) nails having a minimum length of 1 1/2
inches at each side or equivalent. The metal tie must extend not less than 6 inches past the opening. (MN Rule
1309.602.6.1). If less than 5/8 inch is remaining on the un-notched side of the top plate, the load path must be
designed in accordance with accepted engineering practices (commentary).

a. Where the entire side of the wall with the notch or cut is covered by wood structural panel sheathing.
Wall Coverinas:
1. Gypsum board used as the base or backer for adhesive application of ceramic the or other required nonabsorbent
finish material shall conform to ASTM C1178, C1278 or C1396. Use of water-resistant gypsum backing board shall
be permitted on ceilings. Water-resistant gypsum board shall not be installed over a Class I or II vapor retarder in a
shower or tub compartment. Cut or exposed edges, including those at wall intersections, shall be sealed as
recommended by the manufacturer. (MN Rule 1309.R702.3.7)
i. Limitations. Water-resistant gypsum backing board shall not be used where there will be direct exposure to
water, or in areas subject to continuous high humidity (MN Rule 1309.702.3.7.1).
2. Approved corrosion -resistant flashing shall be applied shingle -fashion in such a manner as to prevent entry of
water into the wall cavity or penetration of water to the building structural framing components. Self -adhered
membranes used as flashing shall comply with AAMA 711. The flashing shall extend to the surface of the exterior
wall finish. Approved corrosion -resistant flashing shall be installed at all the following locations: (MN Rule
1309. R703.4)
i. Exterior window and door openings. Flashing shall be installed at the head and sides of exterior window and
door openings and shall extend to the surface of the exterior wall finish or to the water -resistive barrier for
subsequent drainage. Flashing at exterior window and door openings shall be installed in accordance with
at least one of the following:
a. The fenestration manufacturer's installation and flashing instructions. When flashing is not addressed
in the fenestration manufacturer's instructions, it shall be installed in accordance with the flashing
manufacturer's instructions;
b. in accordance with the flashing design or method of a registered design professional; and in
accordance with other approved methods.
ii. At the intersection of chimneys or other masonry construction with frame or stucco walls, with projecting lips
on both sides under stucco copings.
iii. Under and at the ends of masonry, wood, or metal copings and sills.
iv. Continuously above all projecting wood trim.
v. Where exterior porches, decks, or stairs attach to a wall or floor assembly of wood -frame construction.
vi. At wall and roof intersections.
vii. Where exterior material meets in other than a vertical line.
viii. Where the lower portion of a sloped roof stops within the plane of an intersecting wall cladding in such a
manner as to divert water away from the assembly in compliance with Section R903.2.1.
ix. At the intersection of the foundation and rim joist framing when the exterior wall covering does not lap the
foundation insulation.
3. Pan flashing of windows and doors. Pan flashing shall be installed in accordance with the fenestration
manufacturer's installation and flashing instructions. Where flashing instructions or details are not provided, pan
flashing shall be installed at the sill of exterior window and door openings. Pan flashing shall be sealed or sloped in
such a manner as to direct water to the surface of the exterior wall finish or to the water -resistive barrier for
subsequent drainage. (MN Rule 1309.R703.4.1)

4. Insulation for new hot water pipe with a minimum thermal resistance (R-value) of R-3 shall be applied to the
following: (MN Rule 1322 R403.4.2)
i. Piping larger than 3/4 -inch nominal diameter.
ii. Piping from the water heater to kitchen outlets.
iii. Piping located outside the conditioned space.
iv. Piping from the water heater to a distribution manifold.
v. Piping located under a floor slab.
vi. Buried piping.
vii. Supply and return piping in recirculation systems other than demand recirculation systems.
viii. Piping with run lengths greater than the maximum run lengths for the nominal pipe diameter given in Table
R403.4.2.
5. A minimum of 75 percent of the lamps in permanently installed lighting fixtures shall be high -efficacy lamps or a
minimum of 75 percent of the permanently installed lighting fixtures shall contain only high efficacy lamps. (MN
Rule 1322 R404.1)
6. Maximum allowed fenestration U factors, is 0.32 for windows. (MN Rule 1322.Table 402.1.1).
Mechanical Code Items:
1. Mechanical ventilation requires a minimum exhaust rate of 50 cfm in toilet rooms and bathrooms. (MN Rule
1346.403.3.1.1)
2. The air removed by every mechanical exhaust system shall be discharged outdoors at a point where it will not
cause a nuisance and not less than the distances specified in 501.3.1. The air shall be discharged to a location
from which it cannot again be readily drawn in by a ventilating system. Air shall not be exhausted into an attic or
crawl space and the exhaust system shall be equipped with a backdraft damper at the point of discharge. (MN
Rule 1346.501.3)
3. The termination points of exhaust outlets and ducts discharging to the outdoors shall be located with the following
minimum distances (MN Rule 1346.501.3.1)
i. For all environmental air exhaust: 3 feet from property lines; 3 feet from operable openings into buildings,
and 10 feet from mechanical air intakes.
4. Ducts shall be supported at intervals not to exceed 12 feet. Flexible and other factory -made ducts shall be
supported in accordance with the manufacturer's instructions. (MN Rule 1346.603.10)
5. Exhaust hood systems capable of exhausting in excess of 400 cfm (0.19 m3/s) shall be provided with makeup air
at a rate approximately equal to the exhaust air rate. Such makeup air systems shall be equipped with a means of
closure and shall be automatically controlled to start and operate simultaneously with the exhaust system. (MN
Rule 1346.505.4)

1. Corrugated stainless steel tubing (CSST) that is not listed with an arc -resistant jacket or coating system in
accordance with ANSI LC 1/CSA 6.26. CSST gas piping systems and piping systems containing one or more
segments of CSST shall be electrically continuous and bonded to the electrical service grounding electrode system
or, where provided, the lightning protection grounding electrode system (MN Rule 1346.5310.2).
2. This section applies to corrugated stainless -steel tubing (CSST) that is listed with an arc -resistant jacket or coating
system in accordance with ANSI LC 1/CSA 6.26. The CSST shall be electrically continuous and bonded to an
effective ground fault current path. Where any CSST component of a piping system does not have an arc -resistant
jacket or coating system, the bonding requirements of Section 310.2 shall apply. Arc -resistant -jacketed CSST shall
be considered to be bonded where it is connected to an appliance that is connected to the appliance grounding
conductor of the circuit that supplies that appliance (MN Rule 1346.5310.3).
3. Where in contact with or passing through concrete or other abrasive material, metallic piping and fittings coated
with a corrosion -resistant material, sleeve, or casing shall be used. Steel pipe exposed in exterior locations shall
be galvanized or coated with approved corrosion -resistant material (MN Rule 1346.5403.8).
4. Prior to acceptance and initial operation, all piping installations shall be visually inspected and pressure tested to
determine that the materials, design, fabrication and installation practices comply with the requirements of this
code (MN Rule 1346.5406.1).
i. Test pressure. The test pressure to be used shall be no less than 25 psig irrespective of design pressure
(MN Rule 1346.5406.4.1).
ii. Test Duration. Test duration shall be not less than one-half hour. When testing a system in a single-family
dwelling, the test duration shall be permitted to be reduced to 10 minutes with prior approval from the
building official (MN Rule 1346.5406.4.2).
iii. Test gauges. Tests which utilize dial gauges shall be performed with gauges of 2 psi incrementation or less
and shall have a pressure range not greater than twice the test pressure applied. The test pressure shall be
within the middle 50 percent of the test gauge pressure range (MN Rule 1346.5406.4.3).
5. Appliances shall be provided with an approved main shutoff valve before the first branch line. The main shutoff
valve shall be installed in the first available location inside the building 5 feet or less above the floor that provides
ready access and shall have a permanently attached handle (MN Rule 1346.409.5.1).
6. Piping shall be supported at intervals not exceeding the spacing specified in Table 415.1. Spacing of supports for
CSST shall be in accordance with the CSST manufacturer's instructions (MN Rule 1346.5415.1).
Plumbing Code Items:
1 Fixtures shall be set level and in proper alignment with the reference to adjacent walls. No water closet or bidet
shall be set closer than 15 inches from its center to a side wall or obstruction nor closer than 30 inches center to
center to a similar fixture. The clear space in front of a water closet or bidet shall not be less than 24 inches. (MN
Rule 4714.402.5)
2. Water closets shall have an average consumption not to exceed 1.6 gallons of water per flush (MN Rule
4714.403.2)
3. Shower heads shall have a maximum flow rate of not more than 2.5 gpm at 80 psi. (MN Rule 4714.408.2)
4. Shower and tub -shower controls shall be of the pressure balance, thermostatic, or combination pressure
balance/thermostatic mixing type that provides scald and thermal shock protection in accordance with ASSE 1016
or ASME A112.18.1/CSA B125.1. Handle valves shall be adjusted to deliver a maximum mixed water temperature
of 120°F (MN Rule 4714.408.3)
5. Shower compartments, regardless of shape, shall have a minimum finished interior of 1024 square inches and
shall also be capable of encompassing a 30-inch circle. (MN Rule 4714.408.6)
6. A temperature limiting device shall be provided on bathtubs and whirlpool tubs to limit the filler temperature to no
more than 120' F MN Rule 4714.409.4)
