PLANNING COMMISSION MINUTES
AUGUST 13, 2025 – 6:00 PM
SPRING PARK CITY HALL
1. CALL TO ORDER
The meeting was called to order at 6:00pm.
Commissioners Chair Hoffman, Commissioners Avalos, Homan, and Terryll were present.
Staff Present: City Administrator Anderson and City Planner Lori Johnson
2. APPROVAL OF AGENDA
Planning Commissioner Avalos motioned, being seconded by Planning Commissioner Terryll, to approve the agenda as
presented with a request to remove item #6. On vote being taken, the motion was unanimously approved.
3. APPROVAL OF MINUTES
a. Planning Commission Minutes – May 14, 2025
Planning Chair Hoffman motioned, being seconded by Commissioner Homan, to approve the meeting minutes from May 14,
2025. On vote being taken, the motion was unanimously approved.
4. ADU DISCUSSION
City Planner Johnson reviewed the current code language and what is defined as a residential housing unit.
Discussion was had. The Planning Commission requested the City Planner to prepare a draft ordinance to
include the requirements that were discussed such as limiting based on lot size, hard cover, requiring
separate water/sewer hookup, and that the occupant needs to be a family member. They also requested
examples of what other cities are allowing.
5. PARKING REQUIREMENTS
City Planner Johnson will prepare an outline of what other cities’ parking requirements are for the different
uses and then determine how we want to define and calculate our parking requirements using the different
categories/sub-categories.
6. COMMISSIONER VACANCY DISCUSSION – removed from discussion as candidate moved out of the
city.
7. MISCELLANEOUS – Commissioner Terryll asked City Planner Johnson to provide language for the tree
preservation ordinance. Commissioner Avalos stated we should begin thinking about city parking and
what that looks like moving forward. ddress. City Planner Johnson stated we should do a small corridor
study and consider putting into our comprehensive plan.

8. ADJOURNMENT
There being no further discussion, Commissioner Homan motioned, being seconded by Commissioner Avalos, to adjourn the
meeting at 7:28p.m. On vote being taken, the motion was unanimously approved.
