PLANNING COMMISSION MEETING
MINUTES
JULY 12, 2023 – 6:00 PM
SPRING PARK CITY HALL
1. CALL TO ORDER
Chair Hoffman called the meeting to order at 6:00pm.
Present: Cahir Hoffman and Commissioners Homan, Mason, and Terryll were present. Commissioner
Avalos was absent.
Stat Present: City Administrator Anderson, City Inspector Qualle
2. APPROVAL OF MINUTES
a. January 11, 2023 - Planning Commission Minutes
Commissioner Terryll made a motion, seconded by Commissioner Mason, to approve the Planning
Commission minutes as presented. On vote being taken, the motion was unanimously approved.
3. BACK-CHANNEL BREWING
a. Expansion and Design Options
b. Planner’s Review and Narrative
City Planner Lori Johnson reviewed the narrative, the existing conditions, and the proposals from Back
Channel on their desired expansion and design options. She recapped what would be needed in all instances
of expansion which would require an amendment to the conditional use permit, a variance for the patio
expansion, a zoning code amendment for the coffee/drive-thru, a traffic study to ensure traffic doesn’t back
up on Shoreline Drive and a parking agreement with the site to the East.
Josh Leddy commented on the history and status of their business and their desire to expand and why. He
explained their top priority is to lock in the patio to allow them to plan for increased visitors in the future.
As far as the building expansion goes, their goal is to provide more space for people to sit inside during the
winter. Discussion was had on multiple items including fire suppression and restrooms per state building
code.
Chair Hoffman recapped the items for discussion from the Planning Commission.
• Zoning code amendment for drive thru: after discussion, the Planning Commission had no issues.
• Curb cut; after discussion, the Planning Commission had no issues if Hennepin County approves it.
• Patio variance: no issues from the Planning Commission.
• Temp. restrooms: it would be there May-September, would place where Parlour’s trailer is. The
concern is aesthetics, etc. with a recommendation of no Biff’s or porta potties. Additionally, they
are not allowed by code. The Planning Commission would prefer built-in restrooms, not portable
bathrooms.
• Removal of brewing equipment - need to look at current CUP and beer/taproom license
description.

Commission Homan motioned, being seconded by Commissioner Terryll, to adjourn the meeting at
7:08p.m. On vote being taken, the motion unanimously approved.
