WORK SESSION MINUTES
FEBRUARY 17, 2026 – 5:00 PM
SPRING PARK CITY HALL
(Work Session discussion times are approximate)
1. 5:00: SWPPP – Moore Engineering
Tara from Moore Engineering spoke about MS4 (Municipal Separate Storm Sewer System), what the
program is, the audit process, and why the city is required to comply. The general permit is for 5 years.
2026 will include a pollutant assessment and a review of what activities we can do to alleviate any
pollution/runoff into the lake. City Administrator Mike Anderson will work jointly with Tara from Moore
to ensure we are in compliance.
2. 5:40: Sunset Drive Update – Moore Engineering
City Engineer Morast shared that Hennepin County opened the Sunset Drive bids on February 3rd, - they
received 7 bid responses which are currently in review. New Look Contracting was the lowest bid received
by roughly $2.5M compared to the engineer’s estimated cost. City Engineer Morast will check with the
county to find out when they will be awarding the bid and to whom. Regarding undergrounding, Xcel is
working on the Phase 1 design – John has not heard back from them on the scheduling.
3. 5:55: Miscellaneous
Council Member Sippel stated the finance committee is talking with Ehlers on the bonding for the Sunset
Drive project and the water and sewer upgrades (lift stations, water tower, and treatment plant).
4. 6:00: Adjourn
