Meyers Hi Steve— Thank you for this explanation. I did have a chance to talk with Mike about this and have done some research on our existing nonconforming use provisions in the ordinance. Because this is an existing structure and the foundation/footprint is not being changed, the renovations can occur prior to the ADU ordinance being approved. The ordinance is somewhat unclear on the “use” issue, but I believe it justifies allowing this use to continue without having to bring the building into conformance with the ordinance. Mike, please let Jamie know this can be forwarded to the building inspector for review with my approval. No earth work will be performed. Thanks. I think there is a big misunderstanding right now for what we are asking Spring Park to do at 4325 Channel Road, Spring Park, MN. Let me try to clarify this be explaining: 1. What we currently have on our property, and 2. 2026 - What we would like to do. What we currently have on our property: We currently have a guest house on our property. The Guest House is a one-bedroom guest house with a Living Room/Dining Room, Kitchen, Bedroom and Bathroom. The Guest House also has all of its own utilities and a small amount of storage in the back. Please see the attached photos. At a minimum, we would like to remodel/rebuild our existing Guest House. The Guest House has been used for more than 60 years and is a very important part of our family history and our property. So, we are not asking to add a new dwelling unit to our property as our guest house already exists. 2026 - What we would like to do: Before starting the blueprints and planning process, I talked to Mike at the Spring Park office to try and partner with the city on "What can we do today? and "What steps do we need to take to do it?" I really want to be good partners with the city. In the spirit of where communities are going today with ADU's, I ask Mike if it would be possible to replace our existing Guest House (same exact footprint) with a new Structure? We would like to put a 2 car Garage on the first Floor and relocate our Guest House to the second floor. Mike said "yes" we could replace the existing guest house with a 2-story structure as long as it did not exceed the existing footprint or exceed the elevation of our main house. So, we moved forward securing blueprints for this project. I think everyone has gotten a bit lost with our unique situation and request. We secured blueprints for a Garage/ADU and submitted them to Spring Park. The way I interpret your letter, it seems the city thinks we want to add a new "dwelling unit" to the property. We do not. We already have a quest house here. We honestly just want to remodel what we have. Can you help me with this? I sorry this has gotten so messed up... Meyers Hi Steven, As of now, detached accessory dwelling units are now allowed in the city; however, the City Council is currently considering allowing these units but has not yet made the final decision. I would expect that the City Council would review that final ordinance amendment within a month. This permit cannot be issued until such time as the ordinance is approved. I have attached the last version of the ordinance that was reviewed by the City so you can understand what is allowed, specifically regarding setbacks and the “family” provision. The Council is still considering the “homestead” language proposed in the ordinance. There will also be a separate application from the building permit for the ADU if an ordinance is passed.
