The purpose of my inspection was to determine: (1)the amount of progress that has been made on your fire-restoration permit as you have not scheduled any of the required inspections since the permit was issued; (2)the extent of unpermitted additional remodeling, alterations and changes to the fire-restoration permit's plan; (3)the extent of un-permitted plumbing work that has been performed; (4)the extent of un-permitted mechanical work that has been performed; (5)the extent of un-permitted electrical work that has been performed. 1 Inspection Findings: 1. The framing repairs outlined by the engineer for the fire restoration are mostly if not entirely complete. 2. Many additional alterations occurred that were not outlined or approved with the fire restoration permit. Those items include but are not limited to: 1. Entire main level floor joists were replaced; not just the 6 joists outlined by the EOR. i. FOR calls out the use of joist hangers. No joist hangers were observed during inspection. 1. Steel header installed in main-level west-facing exterior wall. i. Size and span of steel I-beam has not been evaluated. ii. Point loads were created under each end of this new header where previously there were no point loads. 1. Those footing will have to be excavated to ensure a code-compliant depth and size. 3. Main-level west-facing wall was rebuilt. i. No wall bracing was proposed, reviewed, approved or inspected. 4. The floor plan has been modified from the Approved Plan. i. Modifications to the plan should start with the submittal of revised plans for review. 1. Upper level was extended over porch; not just 6 joists replaced as outlined by the EOR. i. Floor was extended over porch. 1. Additional floor load and roof load are now being transferred to the exterior footings for the porch and those footing will have to be excavated to ensure a code- compliant depth and size. 2. Joist size was not evaluated for spacing and span. ii. New walls were added 1. No wall bracing was provided, reviewed, or approved. 2. No wall bracing was inspected 3. Siding will need to be removed to inspect fasteners at wall bracing panels. iii. New roof framing 1. No upper-level roof framing is addressed by the EOR. 2. Collar ties are not installed to code. 3. Code-required rafter-ties have not been installed. 4. Rafters bear on inadequate (1) 1-3/4"x4" LVL header spanning 16'or more. 3. Plumbing work has commenced without a permit or a licensed plumber. 4. Mechanical work has commenced without a permit or a bonded mechanical contractor. 5. Electrical work has commenced without a permit or a licensed electrician. MN Rules 1300.0120 Permits Subpart 1. Required.An owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace any gas, mechanical, electrical, plumbing system, or other equipment,the installation of which is regulated by the code; or cause any such work to be done, shall first make application to the building official and obtain the required permit. Moving Forward 1. Your project requires the following five permits: 1. Building Permit for Fire Restoration i. This permit is expired and will be un-expired when remaining required permits are issued. 1. Building Permit for Remodel/Alterations i. This permit will be for the additional work that is not part of the fire restoration. 1. Plumbing Permit 2 2. Mechanical Permit 3. Electrical Permit 2. You have only obtained the initial Fire Restoration Building Permit. To obtain the remaining four required permits: 1. Building Permit for Remodel/Alterations i. An Engineer, currently licensed in Minnesota, needs to conduct an on-site visit to view current conditions and construction methods. ii. A detailed plan needs to be submitted that addresses each section of floor,wall, and roof, each newly created point load,the load path, and footing condition, and should address wall bracing for all walls where new exterior sheathing was applied. iii. This Engineer should be available to, and conduct, inspections of the proposed work to ensure it aligns with the engineer's plan. 1. Plumbing Permit i. A licensed plumber needs to apply for a plumbing permit. ii. Requested documentation needs to be provided. This may include a plumbing plan. 1. Mechanical Permit i. A bonded mechanical contractor needs to apply for a mechanical permit. 1. Electrical Permit i. A licensed electrician needs to apply for an electrical permit through the Minnesota Department of Labor and Industry. lx 3. All permits will be issued at the same time 1. The MN Department of Labor will process the Electrical Permit separately. 2. After applications for the three remaining permits have been received and all requested documentation for each permit has been submitted, reviewed and approved, all three permits will be issued. 4. ALL required inspections MUST take place prior to covering work. 1. Any work requiring inspection that has been covered, must be uncovered until applicable inspections have been completed and passed. 2. Read through all paperwork that comes with issued permits to familiarize yourself with the required inspections. Feel free to inquire about the requirements and expectations for any of your inspections prior to scheduling to become comfortable with when to call and schedule your inspections. Please note, building permits must be obtained prior to any work commencing, including demolition. Please feel free to contact me should you have any questions about the above requirements.
