Overhead garage doors shall meet the wind loading requirement of 115 Ultimate Wind Speed. In combustible construction, fire -blocking shall be provided to cut off all concealed draft openings (both vertical and horizontal) and to form an effective fire barrier between stories, and between a top story and the roof space. Enclosed space under stairs that is accessed by a door or access panel, shall have the walls, under -stair surface, and any soffits protected by minimum'/2' gypsum board. (MN Rule 1309.R302.7) 7. A garage and its attic are required to be separated from the dwelling and its attic by not less than 1/2" gypsum fastened per table R702.3.5. If the dwelling extends above garage, the ceiling is to be protected with not less than 5/8" gypsum attached perpendicular to the ceiling framing per Table R302.6. (MN Rule 1309.R302) 8. Exterior stairways shall be provided with an artificial light source located in the immediate vicinity of the top landing of the stairway. Exterior stairways providing access to a basement from the outdoor grade level shall be provided with an artificial light source located at the bottom landing of the stairway. (MN Rule 1309.R303.8) 9. There shall be a landing or floor on each side of each exterior door. The width of each landing shall not be less than the door served. Every landing shall have a minimum dimension of 36 inches measured in the direction of travel. Exterior landings shall be permitted to have a slope not to exceed 1/4 unit vertical in 12 units horizontal (2- percent). (MN Rule 1309.R311.3) 10. The maximum riser height shall be 7-3/4 inches. The riser shall be measured vertically between the leading edges of the adjacent treads. The greatest riser height within any flight of stairs shall not exceed the smallest by more than 3/8 inch. Open risers are permitted provided that the opening between treads on risers located more than 30" above the floor do not permit the passage of a 4-inch-diameter sphere. (MN Rule 1309.R311.7.5.1) 11. The minimum tread depth shall be 10 inches. The tread depth shall be measured horizontally between the vertical planes of the foremost projection of adjacent treads and at a right angle to the tread's leading edge. The greatest tread depth within any flight of stairs shall not exceed the smallest by more than 3/8 inch. (MN Rule 1309. R311.7.5.2) 12. Handrails shall be provided on at least one side of each continuous run of treads or flight with four or more risers and must be returned to the wall. Handrails are to comply with MN Rule 1309.R311.7.8.1 for mounting height, continuity, and grip -size. (MN Rule 1309.R311.7.8.1) 13. In dwelling units, where the lowest part of the opening of an operable window is located more than 72 inches above the finished grade or surface below, the lowest part of the window opening shall be a minimum of 24 inches above the finished floor of the room in which the window is located. Operable sections of windows shall not permit openings that allow passage of a 4-inch diameter sphere where such openings are located within 24 inches of the finished floor. (MN Rule 1309.R312.2.1) i. Exceptions: a. Windows with openings that will not allow a 4-inch-diameter sphere to pass through the opening when the window is in its largest opened position. b. Openings that are provided with window fall prevention devices that comply with ASTM F2090. c. Windows that are provided with window opening control devices that comply with Section R312.2.2. 14. Smoke alarms shall be installed in the following locations: (MN Rule 1309.R314.3) i. In each sleeping room. ii. Outside each separate sleeping area within 21' of the bedroom doors. iii. On each additional story of the dwelling, including basements and habitable attics but not including crawl spaces and uninhabitable attics. In dwellings or dwelling units with split levels and without an intervening door between the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent lower level provided that the lower level is less than one full story below the upper level. iv. Smoke alarms shall be interconnected. Combination alarms shall be listed in accordance with UL 217 and UL 2034. (MN Rule 1309.R314.1.1) 16. When required, Carbon Monoxide alarms shall be installed outside and not more than 10 feet from each separate sleeping area or bedroom. Alarms shall be installed on each level containing sleeping areas or bedrooms. Alarms shall also be installed inside each bedroom where a fuel -fired appliance is present in the bedroom or its attached bathroom. (MN Rule 1309.R315.3) 17. Carbon Monoxide alarms shall be interconnected. Combination alarms shall be listed in accordance with UL 217 and UL 2034. (MN Rule 1309.R314.4) 18. Carbon Monoxide alarms shall receive their primary power from the building wiring where such wiring is serviced from a commercial source, and where the power is interrupted, shall receive power from a battery. (MN Rule 1309.R315.6) 19. Buildings shall be provided with approved address identification. The address identification shall be legible and placed in a position visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out. Numbers shall be at least 4 inches high with a minimum stroke width of 1/2 inch. Where required by the fire code official, address identification shall be provided in additional approved locations to facilitate emergency response. Where access is by means of a private road and the building address cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure. Address identification shall be maintained. (MN Rule 1309.R319.1) Foundation: 1. Exterior foundation walls that retain earth and enclose below grade interior spaces, floors, and crawl spaces shall be waterproofed. (MN Rule 1309.R406.2) The waterproofing shall extend from the top interior wall edge, across the top of the wall, and down the exterior wall face to the top of the footing. If a full width, closed -cell material is installed to create a seal between the sill plate and the top of the foundation wall, the installation is deemed to meet the requirements for the top of the wall waterproofing. (MN Rule 1322.R402.1.1) Floors: 1. Notches in solid lumber joists, rafters and beams shall not exceed one -sixth of the depth of the member, shall not be longer than one-third of the depth of the member and shall not be located in the middle one-third of the span. Notches at the ends of the member shall not exceed one fourth the depth of the member. The diameter of holes bored or cut into members shall not exceed one-third the depth of the member. Holes shall not be closer than 2 inches to the top or bottom of the member, or to any other hole located in the member. Where the member is notched, the hole shall not be closer than 2 inches to the notch. (MN Rule 1309.R502.8.1) 2. Cuts, notches, and holes bored in engineered wood products are prohibited except where permitted by the manufacturer's recommendations or by a registered design professional. Walls: Drilling and notching of studs shall be in accordance with the following: i. Notching. Any stud in an exterior wall or bearing partition shall be permitted to be cut or notched to a depth not exceeding 25 percent of its width. Studs in nonbearing partitions shall be permitted to be notched to a depth not to exceed 40 percent of a single stud width. ii. Drilling. Any stud shall be permitted to be bored or drilled, provided that the diameter of the resulting hole is 2059 DICKSON AVE Page 4 I_r- PARK City of Spring Park 4349 Warren Ave Spring Park, MN 55384 Phone (952) 471-9051 Fax (952) 471-9160 not more than 60 percent of the stud width, the edge of the hole is not more than 5/8 inch to the edge of the stud, and the hole is not located in the same section as a cut or notch. Studs located in exterior walls or bearing partitions drilled over 40 percent and up to 60 percent shall be doubled with not more than two successive doubled studs bored. See Figures R602.6(1) and R602.6(2). (MN Rule 1309.R602.6) 2. Where piping or ductwork is placed in or partly in an exterior wall or interior load -bearing wall, necessitating cutting, drilling, or notching of the top plate by more than 50 percent of its width, a galvanized metal tie not less than 0.054 inch thick (16 ga) and 1'/2 inches wide shall be fastened across and to the upper of the two top plates at each side of the opening with not less than eight 10d (0.148 inch diameter) nails having a minimum length of 1 1/2 inches at each side or equivalent. The metal tie must extend not less than 6 inches past the opening. (MN Rule 1309.602.6.1). If less than 5/8 inch is remaining on the un-notched side of the top plate, the load path must be designed in accordance with accepted engineering practices (commentary). i. Exception: a. Where the entire side of the wall with the notch or cut is covered by wood structural panel sheathing. Wall Coverings: 1. Gypsum board used as the base or backer for adhesive application of ceramic tile or other required nonabsorbent finish material shall conform to ASTM C1178, C1278 or C1396. Use of water-resistant gypsum backing board shall be permitted on ceilings. Water-resistant gypsum board shall not be installed over a Class I or II vapor retarder in a shower or tub compartment. Cut or exposed edges, including those at wall intersections, shall be sealed as recommended by the manufacturer. (MN Rule 1309.R702.3.7) i. Limitations. Water-resistant gypsum backing board shall not be used where there will be direct exposure to water, or in areas subject to continuous high humidity (MN Rule 1309.702.3.7.1). 2. Approved corrosion -resistant flashing shall be applied shingle -fashion in such a manner as to prevent entry of water into the wall cavity or penetration of water to the building structural framing components. Self -adhered membranes used as flashing shall comply with AAMA 711. The flashing shall extend to the surface of the exterior wall finish. Approved corrosion -resistant flashing shall be installed at all the following locations: (MN Rule 1309. R703.4) i. Exterior window and door openings. Flashing shall be installed at the head and sides of exterior window and door openings and shall extend to the surface of the exterior wall finish or to the water -resistive barrier for subsequent drainage. Flashing at exterior window and door openings shall be installed in accordance with at least one of the following: a. The fenestration manufacturer's installation and flashing instructions. When flashing is not addressed in the fenestration manufacturer's instructions, it shall be installed in accordance with the flashing manufacturer's instructions; b. in accordance with the flashing design or method of a registered design professional; and in accordance with other approved methods. ii. At the intersection of chimneys or other masonry construction with frame or stucco walls, with projecting lips on both sides under stucco copings. iii. Under and at the ends of masonry, wood, or metal copings and sills. iv. Continuously above all projecting wood trim. v. Where exterior porches, decks, or stairs attach to a wall or floor assembly of wood -frame construction. vi. At wall and roof intersections. vii. Where the lower portion of a sloped roof stops within the plane of an intersecting wall cladding in such a manner as to divert water away from the assembly in compliance with Section R903.2.1. ix. At the intersection of the foundation and rim joist framing when the exterior wall covering does not lap the foundation insulation. 3. Pan flashing of windows and doors. Pan flashing shall be installed in accordance with the fenestration manufacturer's installation and flashing instructions. Where flashing instructions or details are not provided, pan flashing shall be installed at the sill of exterior window and door openings. Pan flashing shall be sealed or sloped in such a manner as to direct water to the surface of the exterior wall finish or to the water -resistive barrier for subsequent drainage. (MN Rule 1309.R703.4.1) Roof-Ceilina: 1. Enclosed attics and enclosed rafter spaces formed where ceilings are applied directly to the underside of roof rafters shall have cross ventilation for each separate space by ventilating openings protected against the entrance of rain or snow. Ventilation openings shall have a least dimension of 1/16 inch minimum and'/4 inch maximum. Openings in roof framing members shall conform to the requirements of Section R802.7. Required ventilation openings shall open directly to the outside air and shall be protected to prevent the entry of birds, rodents, snakes, and other similar creatures. (MN Rule 1309.R806.1) 2. The minimum net free ventilating area shall be 1/150 of the area of the vented space. (MN Rule 1309.R806.2) i. Exception: The minimum net free ventilation area shall be 1/300 of the vented space provided both of the following conditions are met: a. In Climate Zones 6, 7 and 8, a Class I or II vapor retarder is installed on the warm -in -winter side of the ceiling. b. Not less than 40 percent and not more than 50 percent of the required ventilating area is provided by ventilators located in the upper portion of the attic or rafter space. Upper ventilators shall be located not more than 3 feet below the ridge or highest point of the space, measured vertically. The balance of the required ventilation provided shall be located in the bottom one-third of the attic space. Where the location of wall or roof framing members conflicts with the installation of upper ventilators, installation more than 3 feet below the ridge or highest point of the space shall be permitted. Buildings with combustible ceiling or roof construction shall have an attic access opening to attic areas that exceed 30 square feet and have a vertical height of 30 inches or greater. The vertical height shall be measured from the top of the ceiling framing members to the underside of the roof framing members. The rough -framed opening shall not be less than 22 inches by 30 inches and shall be located in a hallway or other readily accessible location. Where located in a wall the access shall not be less than 22" wide by 30" high. When the access is located in a ceiling, minimum unobstructed headroom in the attic space shall be 30 inches at some point above the access measured vertically from the bottom of ceiling framing members. (MN Rule 1309.R807.1) 4. A kick -out flashing shall be installed where the lower portion of a sloped roof steps within the plane of an intersecting wall cladding, in such a manner as to divert or kick out water away from the assembly. The kickout flashing shall be a minimum of 2'/z" long. (MN Rule 1309.R903.2.1) MN Special Provisions: 1. All automatic garage door opening systems that are installed, serviced, or repaired for garages serving residential buildings, must comply with the provisions of Minnesota Statutes, sections 325F.82 and 325F.83. (MN Rule 1303.1400 & 1309.R309.4) 2. A building certificate shall be completed and posted on or in the electrical distribution panel by the builder. The certificate shall not cover or obstruct the visibility of the circuit directory label, service disconnect label, or other required labels (MN Rule 1322.R401.3). 2. Any insulation assembly installed on the exterior of the foundation walls or on the perimeter of slabs -on -grade that does not permit bulk water drainage shall: (MN Rule 1322.R402.1.1.3). i. be made of water-resistant materials manufactured for that intended use; ii. be installed according to the manufacturer's installation instructions; iii. comply with either ASTM C 578 or C 1029, as applicable; iv. be covered with a 6-mil polyethylene slip sheet over the entire exterior surface; and v. have a rigid, opaque, and weather -resistant protective covering to prevent degradation of the insulation's thermal performance. The protective covering shall cover the exposed exterior insulation and extend a minimum of 6 inches below grade. The insulation and protective covering system shall be flashed in accordance with MN Rule 1309.R703.8. 3. For air permeable insulations in vented attics, a baffle shall be installed adjacent to soffit and eave vents. Baffles shall maintain an opening equal or greater than the size of the vent. The baffle shall extend over the top of the attic insulation. The baffle shall be permitted to be any solid material (MN Rule 1322.R402.2.3). 4. Maximum allowed fenestration U factors are 0.32 for windows and 0.55 for skylights (Table, MN Rule 1322. R402.1.1). 5. Access doors from conditioned spaces to unconditioned spaces (e.g., attics and crawl spaces) shall be weather- stripped and insulated to a level equivalent to the insulation on the surrounding surfaces. Access shall be provided to all equipment that prevents damaging or compressing the insulation. A wood framed or equivalent baffle or retainer is required to be provided when loose fill insulation is installed, the purpose of which is to prevent the loose fill insulation from spilling into the living space when the attic access is opened, and to provide a permanent means of maintaining the installed R-value of the loose fill insulation (MN Rule 1322.R402.2.4). 6. R-15 insulation for concrete and masonry foundation walls shall be installed per code with a minimum of R-10 installed on the exterior of the wall. Interior insulation, other than closed cell spray foam, shall not exceed R-11 (MN Rule 1322.R402.2.8). 7. Ducts, air handlers, and filter boxes shall be sealed (MN Rule 1322.R403.2.2). 8. Building framing cavities shall not be used as ducts or plenums (MN Rule 1322.R403.2.3). 9. Insulation for hot water pipe with a minimum thermal resistance (R-value) of R-3 shall be applied to the following: (MN Rule 1322.R403.4.2) i. Piping larger than 3/4 -inch nominal diameter. ii. Piping from the water heater to kitchen outlets. iii. Piping located outside the conditioned space. iv. Piping from the water heater to a distribution manifold. v. Piping located under a floor slab. vi. Supply and return piping in recirculation systems other than demand recirculation systems. viii. Piping with run lengths greater than the maximum run lengths for the nominal pipe diameter given in Table R403.4.2. ix. All remaining piping shall be insulated to at least R-3 or meet the run length requirements of Table R403.4.2. 10. Both outdoor air and exhaust air may be connected to the forced air circulation system only if controls are installed to operate the forced air circulation system when the mechanical ventilation system is operating, or other means are provided to prevent short circuiting of ventilation air in accordance with the manufacturer's recommendations (MN Rule 1322.R403.5.9). 11. A minimum of 75 percent of the lamps in permanently installed lighting fixtures shall be high -efficacy lamps or a minimum of 75 percent of the permanently installed lighting fixtures shall contain only high efficacy lamps (MN Rule 1322.R404.1) Mechanical Code Items: 1. The air removed by every mechanical exhaust system shall be discharged outdoors at a point where it will not cause a nuisance and not less than the distances specified in this code Section 501.3.1. The air shall be discharged to a location from which it cannot again be readily drawn in by a ventilating system. Air shall not be exhausted into an attic or crawl space and the exhaust system shall be equipped with a backdraft damper at the point of discharge. (MN Rule 1346.0501.3) 2. Exhaust hood systems capable of exhausting in excess of 400 cfm shall be provided with makeup air at a rate approximately equal to the exhaust air rate. Ducts shall be supported in accordance with SMACNA HVAC Duct Construction Standards Metal and Flexible. Flexible and other factory -made ducts shall be supported in accordance with the manufacturer's instructions (MN Rule 1346.0603.10). 7.
