Dear Michael Piehler:
The Minnesota Pollution Control Agency (MPCA) staff in the Voluntary Investigation and Cleanup (VIC)
Program has been requested to provide confirmation that the soil vapor assessment at the Parkshore
Apartments site, at the location referenced above (the Site), has been successfully completed in
accordance with MPCA’s Vapor Investigation and Mitigation Decision guidance document.
The MPCA staff have reviewed the information submitted for the Site. The Site includes three parcels
developed with three apartment buildings, two garage structures, a pool, and a pool equipment
building. The Site was historically developed with a single-family residence until redevelopment with the
existing apartment buildings in 1969 and 1984. Parkshore Apartments MN, LLC purchased the Site on
December 19, 2025, and intends to continue leasing the existing apartment buildings to residential
tenants.
Twelve sub-slab soil vapor samples were collected at the Site (six in the northern apartment building
and six in the southern apartment building) in December 2025 (heating season) and April 2026 (non-
heating season). Tetrachloroethene (PCE) was detected in isolated sub-slab soil vapor samples at
concentrations less than the MPCA action level of 33X the residential ISV (maximum concentration 34
micrograms per cubic meter). Trichloroethene (TCE) was detected in three sub-slab soil vapor samples at
concentrations less than the residential ISV. Based on the two completed seasonal sampling events, the
VIC Program concurs that the existing buildings at the Site do not require a vapor intrusion mitigation
system.
Four exterior soil vapor samples were collected at the Site in January 2026 (heating season) and April
2026 (non-heating season). Neither PCE nor TCE were detected in exterior soil vapor samples. Only 1,3-
butadiene was detected in exterior soil vapor at a concentration greater than the MPCA action level of
thirty-three times (33X) its residential intrusion screening value (ISV). 1,3-Butadiene is commonly found
in soil vapor in urban environments due to its association with petroleum products, vehicle exhaust, and
asphalt. It is unlikely that the 1,3-butadiene stems from a release of hazardous substances at the Site.

Based on data available to date, the Site lies within the footprint of a larger vapor plume associated with
the Marina Center site (BF0002298 and SA0001988), which is under evaluation with MPCA oversight.
This determination is based on the recent soil vapor investigations completed at the Site, as described in
the following reports prepared by Carlson McCain:
• Supplemental Phase II Investigation Report, February 17, 2026
• Supplemental Soil Vapor Investigation Report, April 24, 2026
The building mitigation decision conveyed in this letter applies only to the existing residential buildings
at the Site, as described in the reports listed above. This letter does not address any conclusions or
representations regarding future structures or changes in land use at the Site, which may create new
potential exposure pathways for soil vapor contaminants. The MPCA recommends that future
construction activities at the Site (e.g., potential addition, new building, new utility trenches, etc.) be
preceded by a soil vapor investigation within the footprint of the proposed construction area, so a vapor
mitigation decision for the new feature can be made based on concurrent data.
This letter does not address any conclusions or representations regarding soil or groundwater at the
Site, or regarding petroleum-related VOCs that may have been detected in soil vapor. Petroleum
contamination detected at the Site is under the oversight of the MPCA’s Petroleum Brownfield Program.
Please be advised that the determination made in this letter is subject to the disclaimers found in
Attachment A. If you have any questions about this letter, please contact Victoria Jolly, Project Manager,
at 651-757-2098 or by email at victoria.jolly@state.mn.us.
Sincerely,
Amy K. Hadiaris
