Staff Memo: General Fund: 2027 Levy
To: Spring Park – Mayor and Council
From: Mike Anderson, City Administrator
Subject: 2027 Preliminary Levy
The purpose of this memorandum is to provide you with background information regarding the proposed 2027
preliminary levy. The scheduled meeting for adoption is September 8, 2027.
As of today, staff has preliminary numbers showing an 8.90% levy increase or $167,685.00 dollars increase for 2027.
This is based on City needs and staff recommendations as this time for projected increases for contracts, bond payments,
and includes the capital project fund transfer increase.
The levy increase includes (largest items):
- $50,000 addition for Sunset Drive Tax Abatement payment portion of 2026 bonds
- $30,000 addition City Hall HVAC upgrades
- Police Contract: 6% increase
- Public Works Contract: 4% increase
- Fire Services: 5% budgeted, discussions in progress
- 5% increase for Health Insurance
- Increasing CIP transfer to $100,000
- 5% placeholder for contracted services such as Law, Planning, and Engineering.
Recommendation – Staff recommends City Council discuss and think about 2027 needs and additional projects that may
need to be included in the 2027 levy. Discussions with surrounding communities show them coming in at the low to
middle double digits for their preliminary levy as they begin their Council process.
