The property owner has reached out to the City and asked for the water to be shut off. The City investigated how that could be accomplished. With the assistance and direction of the City Attorney, in July 2026, the City sent Asian Bistro an official Water and Sewer Service Shut-Off Notice by Certified Mail. The notice required payment of the full outstanding balance of $17,284.39 by August 21, 2026. If payment is not received by then, water will be shut off on August 24, 2026. In April 2026, the owner of Asian Bistro contacted the City to establish a payment plan for the business’s past- due water and sewer balance, which had remained unpaid since the second quarter of 2025. City staff tried to work with Asian Bistro on payment plans this past year however, no payments have been received but the water use continues and balance owed grows. City Ordinance Sec. 34-193 authorizes the City to shut off water service when an unpaid balance remains outstanding for more than 90 days without further notice. The ordinance also provides for shut-off and turn-on service fees in addition to the unpaid balance. The owner of the Bistro has an opportunity to talk and contest this bill to the City Council on August 17, 2026. A hearing will be held at the Regular meeting at 6pm. The owner of the Restaurant is aware of this opportunity. Staff recommends that Council hold the hearing for Asian Bistro and support the shut-off of water and sewer services on August 24, 2026, if the full outstanding balance is not received by the August 21, 2026, deadline.
