Staff Memo: General Fund: 2027 Preliminary Levy
To: Spring Park – Mayor and Council
From: Mike Anderson, City Administrator
Subject: 2027 Preliminary Levy
The purpose of this memorandum is to provide you with background information regarding the proposed 2027
preliminary levy. The scheduled meeting for adoption is September 8, 2027.
This is based on City needs and staff recommendations to cover projected increases for contracts, bond payments, and a
capital project fund transfer increase.
The levy increase includes (largest items):
- $50,000 addition for Sunset Drive Tax Abatement payment portion of 2026 bonds
- $30,000 addition City Hall HVAC upgrades
- Police Contract: 6% increase
- Public Works Contract: 4% increase
- Fire Services: 5% budgeted, discussions in progress
- 5% increase for Health Insurance
- Increasing CIP transfer to $100,000
- 5% placeholder for contracted services such as Law, Planning, and Engineering.
- $80,000 addition for Comp Plan Payment (one-time payment)
NEW UPDATE: With everything discussed to date. We are looking at an approx. 13% increase from 2026 to 2027. Note
that approx. each $20,000 is equal to one (1%) percentage to the levy. There are a couple ways to bring down the levy
which include splitting the Comp Plan payments into two years (2% decrease). Eliminate the $30,000 for City Hall
HVAC (1.5%). Along with some other potential, minimal changes.
Remember we are looking at approx. 8-9% minimum increase without fear of coming in over budget in 2027.
Recommendation: Staff recommend City Council agree now and be prepared to pass the preliminary levy at the first
meeting in September at 13%. With the changes alone mentioned above, we would get it back to single digits come
December. During this time between Preliminary and Final Levy, staff can drop back and continue to dive into ways to
bring the levy down as much as possible.
