RE: Letter Agreement
City of Spring Park – Full Tree and Ash Tree Inventory
Moore Project No. 33049
Dear Mr. Anderson,
Moore Engineering, Inc. ("Moore") appreciates the opportunity to prepare this scope of services
and cost estimate to conduct a tree inventory for the City of Spring Park, Minnesota. It is our
understanding that the City is considering two levels of inventory and assessment services:
Option 1: Inventory and assessment of ash trees (Fraxinus spp.) located within public rights -of -
way (ROW), boulevards, and City-owned parks within the Spring Park city limits.
Option 2: A comprehensive citywide inventory and assessment of all public trees, regardless of
species, located within public rights -of -way, boulevards, and City-owned parks.
Public property boundaries and right-of -way limits will be utilized to establish the project area.
Prior to initiating field work, Moore will coordinate with City staff regarding public communication
and notification procedures, if necessary, to inform adj acent property owners of the project
objectives and field activities occurring within public rights -of -way.
The purpose of this inventory is to establish a comprehensive database of the City's public tree
resources, with a primary focus on boulevard and park trees. The inventory will assist the City in
understanding the composition, distribution, condition, and long-term management needs of its
urban forest. In addition, the inventory is intended to position the City for future urban forestry
planning efforts and to support applications for state and regional grant funding opportunities by
providing an accurate and defensible baseline dataset of public tree assets.
As part of the inventory, Moore's Certified Arborist and Minnesota Department of Natural
Resources (DNR) Certified Tree Inspector will evaluate and document each tree with a unique
GPS-based identification number. Data collected during the field assessment will include:
• Tree species
• Diameter at Breast Height (DBH)
• GPS location
• General condition assessment
• Additional observations relevant to tree management planning, as applicable

Page 2
Tree condition will be categorized into one of four classifications:
• Excellent
• Good/Fair
• Poor
• Dead/Dying
These classifications are intended to provide a general assessment of each tree's overall physical
structure and biological health and to help prioritize future maintenance, management, and
replacement efforts.
It should be noted that this inventory is not intended to serve as a detailed hazard tree
assessment or a diagnostic evaluation for specific pests or diseases. While ash tree condition
will be documented, the assessment is not intended to determine the pre sence, extent, or severity
of Emerald Ash Borer (EAB) infestation within individual trees.
Scope of Services
Moore proposes to provide the following services to assess and inventory ash trees within the
city limits of Hector:
• 200: Tree/Ash Tree Inventory and Results
200.1 GIS Preparation and Correspondence
Moore will create GIS based maps to collect tree data and GPS each tree location ahead of
the field work. These maps will be used to create the results figures which will display the tree
ID numbers and condition of each inventoried tree.
200.2 Tree Survey and Tagging
Moore will conduct a tree/ash tree inventory along the public ROW and public parks within the
city limits of Spring Park. Each tree/ash tree will be given a tree identification number which
will correspond to the tree data collected in the field. Trees/ash trees with a DBH of 8-icnhes
and greater will be inventoried.
200.3 Tree Survey Results and Figures
At the conclusion of the tree inventory, a results table will display species, tree ID number,
DBH, Overall Condition, and GPS Coordinates. In addition, figures will be created to reveal
each tree’s location and correspond with the results table.
Deliverables
• GIS shapefile and CAD file of tree inventory locations and data
• Tree inventory results memo including methods used, tree inventory table, and figures
Schedule
To fulfil the scope of services outlined above, the parties shall meet the following schedule:
For the tree inventory field work, Moore can begin the tree inventory for all species over the late
fall and winter months. For ash trees, we recommend waiting until late spring or early summer

2027 to get a better observation at the health of the foliage . If the city’s intent is to remove all ash
trees, the tree inventory can be completed over the fall and winter months with the intent that
physical conditions will lead the tree investigation and recommendation or removal. This can be
further discussed with City staff. Once the field work is completed, the results will be sent to the
City of Hector within two weeks.
Fee
Owner shall pay Engineer for services rendered under this proposal as follows:
Tasks Billing Type Fee
Ash Tree Inventory Hourly $10,226.00
OR
Full Tree City Inventory Hourly $14,972.00
If less trees or less time is needed to complete the tree inventory, you will only be charged for the
time spent in the field for Task 200.2. The terms for invoicing and payment are set forth in the
attached Terms & Conditions.
Basis of Agreement
In preparation of this agreement, Moore makes the following assumptions:
• Trees less than 8” DBH will not be inventoried or part of this study
• Recommendations will be made for each tree but is only a recommendation. Moore is not
responsible for removal or conditions that vary over time.
• This fee does not include conducting individual EAB diagnostics. Only an external visual
of the tree.
