Inspections: All work shall be inspected. It is the responsibility of the contractor/installer to contact the Department of Building Safety, when ready to schedule an inspection, at (952) 442-7520 between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday. The plans and specifications for the project named above have been reviewed for substantial compliance with the current Minnesota State Building Code. The review is limited to the submitted scope of work and is based upon the supposition that the data on which the design is based are correct, and that the necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features must be taken by the project designer. Any changes from the submitted plans and specifications shall be reviewed and approved by the Department of Building Safety. Approval is based on the correction of all noted deficiencies and compliance with all applicable items listed below. The following information is related to the submitted plans/scope as general information and/or code compliance requirements. Compliance with the stated requirements shall be verified during the construction process. Any changes to the plan and any required additional information shall be provided to this agency for code -compliance review and approval, prior to its installation. General Information: 1. Applicable Codes: a. 2015 MN Residential Code (MRC) (2012 IBC as amended) b. 2015 MN Special Provisions (MSP) c. 2015 MN Energy Code (MREC) (2012 IECC as amended) d. 2015 MN Mechanical Code (MMC) (2012 IMC as amended) e. 2015 MN Fuel Gas Code (MFGC) (2012 IFGC as amended) f. 2015 MN State Plumbing Code (MPC) (2012 UPC as amended) g. 2017 MN Electrical Code (MEC) (NFPA 70) 2. Separate permits are required for: a. n/a 3. The field inspector may identify additional code compliance requirements. Any additional identified code compliance requirements shall be completed. These are provided for your benefit. MN Residential Code: 1. Approved corrosion -resistant flashing shall be applied shingle -fashion in such a manner as to prevent entry of water into the wall cavity or penetration of water to the building structural framing components. Self -adhered membranes used as flashing shall comply with AAMA 711 and fluid applied flashings shall comply with AAMA 714. The flashing shall extend to the surface of the exterior wall finish. Approved corrosion -resistant flashing shall be installed at all of the following locations: (MRC R703.4) a. Exterior window and door openings. Flashing shall be installed at the head and sides of exterior window and door openings and shall extend to the surface of the exterior wall finish or to the water -resistive barrier for subsequent drainage. Flashing at exterior window and door openings shall be installed in accordance with at least one of the following: i. the fenestration manufacturer's installation and flashing instructions. When flashing is not addressed in the fenestration manufacturer's instructions, it shall be installed in accordance with the flashing manufacturer's instructions; ii. in accordance with the flashing design or method of a registered design professional; and in accordance with other approved methods. 2. Pan flashing of windows and doors. Pan flashing shall be installed in accordance with the fenestration manufacturer's installation and flashing instructions. Where flashing instructions or details are not provided, pan flashing shall be installed at the sill of exterior window and door openings. Pan flashing shall be sealed or sloped in such a manner as to direct water to the surface of the exterior wall finish or to the water -resistive barrier for subsequent drainage. (MRC R703.4.1) 3. Smoke Alarms: a. Smoke alarms shall be installed in the following locations: (MRC R314.3) i. In each sleeping room. ii. Outside each separate sleeping area in the immediate vicinity of the bedrooms. iii. On each additional story of the dwelling, including basements and habitable attics but not including crawl spaces and uninhabitable attics. In dwellings or dwelling units with split levels and without an intervening door between the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent lower level provided that the lower level is less than one full story below the upper level. iv. Smoke alarms shall not be installed within 3' horizontally of a bathroom that contains a tub or shower unless this requirement would interfere with other required placements. v. Ionization smoke alarms shall not be installed less than 20' from cooking appliance vi. Ionization smoke alarms with a silencing switch shall not be installed less than 10' from a cooking appliance vii. Photoelectric smoke alarms shall not be installed less than 6' from a cooking appliance. b. Smoke alarms shall not be installed in the following locations unless it would prevent another required placement: (MRC R314.3.1) i. Smoke alarms shall be interconnected. Wireless units that meet UL 217 may be used in lieu of hardwire interconnection. Combination alarms shall be listed in accordance with UL 217 and UL 2034. (MRC R314.4) 4. CO Alarms: a. Carbon monoxide alarms shall be installed outside and not more than 10 feet from each separate sleeping area or bedroom. Alarms shall be installed on each level containing sleeping areas or bedrooms. Alarms shall also be installed inside each bedroom where a fuel -fired appliance is present in the bedroom or it's attached bathroom. (MRC R315.3) b. CO alarms shall be interconnected. Wireless units that meet UL 2034 may be used in lieu of hardwire interconnection. Combination alarms shall be listed in accordance with UL 217 and UL 2034. (MRC R314.4) 5. EERO: a. Installation of a compliant emergency escape and rescue opening does not in itself create a legal code compliant sleeping room or habitable basement. Other work may be required which must be completed under proper permits and required inspections. b. Window wells shall be designed for proper drainage by connecting to the buildings drainage system or by a pre -approved alternate method minimum. Minimum opening height of 24-inches. Minimum opening width of 20-inches c. Openings shall be operable from the inside without the use of tools, keys or special knowledge. d. Bars, grills, covers, screens, or similar devices are permitted to be placed over an emergency escape rescue window wells, provided that they are releasable and removable from the inside without the use of a key or special knowledge. e. Window wells shall contain a permanently fixed ladder or steps when window well depth exceeds 44-inches. Ladder inside minimum width of 12-inches, with minimum 3" projection from wall. Ladder cannot obstruct the window opening f. Emergency escape windows are allowed to be installed under decks and porches provided the location of the deck allows the emergency escape window to be fully opened and provides a path of not less than 36 inches in height to the yard or court. g. Where emergency escape and rescue openings are provided, they shall have a sill height of not more than 44" measured from the finished floor to the bottom of the opening. (MRC R310.1) h. All emergency escape and rescue openings shall have a minimum net clear opening of 5.7 square feet, except grade floor openings shall have min met clear of 5 sq feet opening. Grade floor openings sill height must be no more than 44" above or below the finished ground. (MRC R310.1.1) i. The minimum net clear opening height shall be 24 inches. (MRC R310.1.2) ii. The minimum net clear opening width shall be 20 inches. (MRC R310.1.3) i. The minimum horizontal area of the window well shall be 9 square feet, with a minimum horizontal projection and width of 35 inches. The area of the window well shall allow the emergency escape and rescue opening to be fully opened. (MRC R310.2) i. Exception: The ladder or steps required by Section R310.2.1 shall be permitted to encroach a maximum of 6 inches into the required dimensions of the window well. 6. Buildings shall have approved address numbers or building numbers placed in a position that is plainly legible and visible from the street fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall be a minimum of 4 inches high with a minimum stroke width of 1/2 inch.
