Inspections: All work shall be inspected. It is the responsibility of the contractor/installer to contact the Department of Building Safety, when ready to schedule an inspection, at (952) 442-7520 between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday. The plans and specifications for the project named above have been reviewed for substantial compliance with the current Minnesota State Building Code. The review is limited to the submitted scope of work and is based upon the supposition that the data on which the design is based are correct, and that the necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features must be taken by the project designer. Any changes from the submitted plans and specifications shall be reviewed and approved by the Department of Building Safety. Approval is based on the correction of all noted deficiencies and compliance with all applicable items listed below. The following information is related to the submitted plans/scope as general information and/or code compliance requirements. Compliance with the stated requirements shall be verified during the construction process. Any changes to the plan and any required additional information shall be provided to this agency for code -compliance review and approval, prior to its installation. General Information: 1. These are provided for your benefit and may or may not apply specifically to your project. MN Residential Code: 1. Bathrooms, water closets compartments, and other similar rooms shall be provided with aggregate glazing area in windows of not less than 3 square feet, one-half of which must be openable. (MRC R303.3) Exception: The glazed area shall not be required where artificial light and a local exhaust system are provided. The minimum local exhaust rates shall be determined in accordance with Section M 1507. Exhaust air from the space shall be exhausted directly to the outdoors. 2. Mechanical ventilation of a dwelling unit shall comply with either Minnesota Rules, Chapter 1322 or 1346. (MRC R303.4) 3. Habitable space, hallways, bathrooms, toilet rooms, laundry rooms, and portions of basements containing these spaces shall have a ceiling height of not less than 6'-4". The required height shall be measured from the finished floor to the lowest projection from the ceiling. (MRC R305.1) a. Exception: Bathrooms shall have a minimum ceiling height of 6 feet 8 inches at the center of the front clearance area for water closets, bidets, or sinks. The ceiling height above fixtures shall be such that the fixture is capable of being used for its intended purpose. A shower or tub equipped with a shower head shall have a minimum ceiling height of 6 feet 8 inches above a minimum area 30 inches by 30 inches at the showerhead. 4. Bathtub and shower floors and walls above bathtubs with installed shower heads and in shower compartments shall be finished with a nonabsorbent surface. Such wall surfaces shall extend to a height of not less than 6 feet above the floor. (MRC R307.2) 5. Glazing in walls containing or facing hot tubs, spas, whirlpools, bathtubs, or showers where the bottom exposed edge of the glazing is less than 60 inches measured vertically above any standing or walking surface shall be considered to be a hazardous location, and glass must be tempered. 6. Smoke alarms shall be installed in the following locations: (MRC R314.3) a) Smoke alarms shall be installed in the following locations: (MRC R314.3) b) In each sleeping room. c) Outside each separate sleeping area in the immediate vicinity of the bedrooms. d) On each additional story of the dwelling, including basements and habitable attics but not including crawl spaces and uninhabitable attics. In dwellings or dwelling units with split levels and without an intervening door between the adjacent levels, a smoke alarm installed on the upper level shall suffice for the adjacent lower level provided that the lower level is less than one full story below the upper level. 7. Smoke alarms shall not be installed in the following locations unless it would prevent another required placement: (MRC R314.3.1) a) Ionization smoke alarms shall not be installed less than 20' from cooking appliance b) Ionization smoke alarms with a silencing switch shall not be installed less than 10' from a cooking appliance c) Photoelectric smoke alarms shall not be installed less than 6' from a cooking appliance. d) Smoke alarms shall not be installed within 3' horizontally of a bathroom that contains a tub or shower. 8. Smoke alarms shall be interconnected. Wireless units that meet UL 217 may be used in lieu of hardwire interconnection. Combination alarms shall be listed in accordance with UL 217 and UL 2034. (MRC R314.4) 9. Carbon monoxide alarms shall be installed outside and not more than 10 feet (3048 mm) from each separate sleeping area or bedroom. Alarms shall be installed on each level containing sleeping areas or bedrooms. Alarms shall also be installed inside each bedroom where a fuel - fired appliance is present in the bedroom or it's attached bathroom. (MRC R315.3) 10. CO alarms shall be interconnected. Wireless units that meet UL 2034 may be used in lieu of hardwire interconnection. Combination alarms shall be listed in accordance with UL 217 and UL 2034. (MRC R314.4) 11. CO alarms shall receive their primary power from the building wiring where such wiring is serviced from a commercial source, and where the power is interrupted, shall receive power from a battery. (MRC R315.6) 12. Buildings shall be provided with approved address identification. The address identification shall be legible and placed in a position visible from the street or road fronting the property. These numbers shall contrast with their background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out. Numbers shall be a minimum of 4 inches high with a minimum stroke width of 1/2 inch. (MRC R319.1) 13. Fireplace: a. Factory -built fireplaces shall be listed and labeled and shall be installed in accordance with the conditions of the listing. Tested with UL 127. (R1004.1) b. Factory -built chimneys shall be listed and labeled and shall be installed in accordance with manufacturer's instructions. (R1005.1) c. Factory -built chimneys installed in dwelling units with solid -fuel -burning appliances shall comply with the Type HT requirements of UL 103 and shall be marked "Type HT and "Residential Type and Building Heating Appliance Chimney." (R1005.3) Exception: Chimneys for use with open combustion chamber fireplaces shall comply with the requirements of UL 103 and shall be marked "Residential Type and Building Heating Appliance Chimney." Chimneys for use with open combustion chamber appliances installed in buildings other than dwelling units shall comply with the requirements of UL 103 and shall be marked "Building Heating Appliance Chimney" or "Residential Type and Building Heating Appliance Chimney." d. Chimneys for use with factory -built fireplaces shall comply with the requirements of UL 127. (R1005.4.) e. Where a factory -built chimney assembly incorporates offsets, no part of the chimney shall be at an angle of more than 30 degrees from vertical at any point in the assembly and the chimney assembly shall not include more than four elbows. (R1005.7) f. Where factory -built chimneys pass through insulated assemblies, an insulation shield constructed of steel having a thickness of not less than 0.0187 inch (No. 26 gage) shall be installed to provide clearance between the chimney and the insulation material. The clearance shall be not less than the clearance to combustibles specified by the chimney manufacturer's installation instructions. Where chimneys pass through attic space, the shield shall terminate not less than 2 inches above the insulation materials and shall be secured in place to prevent displacement. Insulation shields provided as part of a listed chimney system shall be installed in accordance with the manufacturer's installation instructions. (R1005.8) g. Factory -built or masonry fireplaces covered in this chapter shall be equipped with an exterior air supply to ensure proper fuel combustion unless the room is mechanically ventilated and controlled so that the indoor pressure is neutral or positive. Exterior combustion air ducts for factory -built fireplaces shall be a listed component of the fireplace and shall be installed in accordance with the fireplace manufacturer's instructions. (Rl006..1) h. The exterior air intake shall be capable of supplying all combustion air from the exterior of the dwelling or from spaces within the dwelling ventilated with outdoor air such as nonmechanically ventilated crawl or attic spaces. The exterior air intake shall not be located within the garage or basement of the dwelling. The exterior air intake, for other than listed factory -built fireplaces, shall not be located at an elevation higher than the firebox. The exterior air intake shall be covered with a corrosion -resistant screen of 1/4- inch mesh. (R1006.2) Unlisted combustion air ducts shall be installed with a minimum 1-inch clearance to combustibles for all parts of the duct within 5 feet of the duct outlet. (R1006.3) The exterior air outlet shall be located in the back or side of the firebox chamber or shall be located outside of the firebox, at the level of the hearth and not greater than 24 inches from the firebox opening. The outlet shall be closable and designed to prevent burning material from dropping into concealed combustible spaces. (R1006.5) MN Energy Code: 1. Ducts, air handlers, and filter boxes shall be sealed. (MREC R403.2.2) 2. Building framing cavities shall not be used as ducts or plenums. (MREC R403.2.3) 3. Insulation for new hot water pipe with a minimum thermal resistance (R-value) of R-3 shall be applied to the following: a. Piping larger than 3/4-inch nominal diameter. b. Piping from the water heater to kitchen outlets. c. Piping located outside the conditioned space. d. Piping from the water heater to a distribution manifold. e. Piping located under a floor slab. f. Buried piping. g. Supply and return piping in recirculation systems other than demand recirculation systems. h. Piping with run lengths greater than the maximum run lengths for the nominal pipe diameter given in Table R403.4.2. All remaining piping shall be insulated to at least R-3 or meet the run length requirements of Table R403.4.2. (MREC R404.1) Mechanical Code Items: 1. The air removed by every mechanical exhaust system shall be discharged outdoors at a point where it will not cause a nuisance and not less than the distances specified in IMC Section 501.3.1. The air shall be discharged to a location from which it cannot again be readily drawn in by a ventilating system. Air shall not be exhausted into an attic or crawl space and the exhaust system shall be equipped with a backdraft damper at the point of discharge. (MMC 501.3) 2. The termination points of exhaust outlets and ducts discharging to the outdoors shall be located with the following minimum distances: (MMC 501.3.1) a. For all environmental air exhaust: 3 feet from property lines; 3 feet from operable openings into buildings, and 10 feet from mechanical air intakes. b. Dryer exhaust ducts for clothes dryers shall terminate on the outside of the building and shall be equipped with a backdraft damper. Screens shall not be installed at the duct termination. Ducts shall not be connected or installed with sheet metal screws or other fasteners that will obstruct the exhaust flow. Clothes dryer exhaust ducts shall not be connected to a vent connector, vent or chimney. Clothes dryer exhaust ducts shall not extend into or through ducts or plenums. (MMC 504.4) c. Subslab soil exhaust system ducts shall extend through the roof and terminate at least 6 inches above the roof and at least 10 feet from any operable openings or air intake. (MMC 512.4) 3. When both makeup air and combustion air openings are required, they shall be provided through separate openings to the outdoors. (MMC 501.4.2.5) 4. Ducts shall be supported at intervals not to exceed 12 feet. Flexible and other factory -made ducts shall be supported in accordance with the manufacturer's instructions. (MMC 603.10) Plumbing Code Items: 1. New fixtures shall be set level and in proper alignment with the reference to adjacent walls. No water closet or bidet shall be set closer than 15 inches from its center to a side wall or obstruction nor closer than 30 inches center to center to a similar fixture. The clear space in front of a water closet or bidet shall not be less than 24 inches. (MPC 402.5) 2. New water closets shall have an average consumption not to exceed 1.6 gallons of water per flush. (MPC 403.2) 3. New shower heads shall have a maximum flow rate of not more than 2.5 gpm at 80 psi. (MPC 408.2) 4. New shower and tub -shower controls shall be of the pressure balance, thermostatic, or combination pressure balance/thermostatic mixing type that provides scald and thermal shock protection in accordance with ASSE 1016 or ASME A112.18.1/CSA B125.1. Handle valves shall be adjusted to deliver a maximum mixed water temperature of 120°F. (MPC 408.3) 5. New shower compartments, regardless of shape, shall have a minimum finished interior of 1024 square inches and shall also be capable of encompassing a 30-inch circle.
