Variances - 2473 Black Lake Road - 5/28/202111 5341 CITY Of MOUND MOUND, M NOEOSOTA055D364 (612) 472-1155 TO: Pat Osmonson, City Administrator FROM: Jan Bertrand, Building Official/Zoning Administrator DATE: April 6, 1982 SUBJECT: Variance Request at 2473 Black Lake Road, Spring Park Legal Description: Parts of Lots 6, 7 & 8, Skarp & Lindquist's Rose Hill The variance requested by Mr. Curt Palmer would allow him to construct an 18 foot by 22 foot attached garage to his home. A variance may be issued to provide relief to a landowner in those various zones where the ordinance imposes an undue hardship or practi- cal difficulties to the property owner in the use of his land. Recommend: 1. Due to the topography of the lot in general, the lot falls off to the lake. Placing a garage detached to the rear of the lot would obstruct the view of the lake and also would require clearing trees from the site. 2. The shape of the lot is a trapezoid, which allows the garage to conform to the required setback on the north side at 33.84 feet, but the south side will be 12 feet± from the right-of- way. The side lot setback is 12 feet on the far west point of the addition, but the lot line does not run parallel to the addition. Therefore, the closest point to the lot line would be 5 feet. Due to the shape of the lot, I would recommend the request be granted. 3. 1 believe that the requested variance is the minimum variance to alleviate the hardships and that granting the variance would not confer on the applicant any special privilege that is denied by the Zoning Ordinance to owners of other lands, structures or buildings in the same district. 4. The right-of-way width is 15 feet. In the future, if the City would consider widening this access to possibly 30 feet. The City has an easement of 15 feet on the east side (across the street) from this site for utilities at the present time. It would be logical that it would be widened to 30 feet, but the additional widthshould be on the east side to include water and sewer mains in the street right-of-way.
