Dear Mr. Landon and Mr. and Mrs. Yarger:
This letter is in regards to the property located at 2478 Black Lake Road, Spring Park. On
October 25, 2016, a building permit was issued for "demolition of house and detached garage." As of
today, we have been requested to perform only one of the three required inspections: 11/15/2016 pre -
demolition was completed. Remaining inspections are 1) empty hole — to verify all material have been
removed from the site and 2) final — to verify hole has been filled, vegetation is established or sediment
and erosion control (SEC) is in place, and all areas of the site are safe.
The following is a list of deficiencies and/or concerns that must be resolved — the items in bold must be
resolved no later than 4:30 p.m. on Tuesday, June 27, 2017:
o SEC must be established and/or SEC devices must be in in place and in working order; in
particular, but not limited to:
➢ Silt fence by lake must be trenched into ground and without interruption at sidewalk.
➢ Silt fence along adjacent property must be installed from the street to a point where
grade is greater than 12" below adjacent retaining wall (approximately 50 feet long).
Pedestrian protection — City Ordinance, Section 18-184 states a public nuisance affecting
peace and safety includes: "(11) Any well, hole, obstruction or excavation left uncovered or in
such other condition as to constitute a hazard to a child or other person being or coming on to
the premises where it is located or as to affect the ordinary use of property or use by the public
of streets, alleys and sidewalks or public grounds except under such conditions as are
specifically provided by ordinance hole must be protected as well as any other hazardous
areas;"

• Furthermore, City Ordinance, Section 18-182 states a public nuisance affecting health includes:
"(13) All buildings, walls or other structures which have been damaged by fire, decay or
otherwise, and which are situated so as to endanger the safety of the public.
• Ponding water— City Ordinance, Section 18-182 states a public nuisance affecting health
includes: "(5) accumulations of stagnant water, manure, rubbish, cans or other debris which are
breeding places for flies, mosquitos or vermin, or which emit foul and disagreeable odors."
• Area should be cleaned up in such a way that there is no risk to injury.
• Construction debris and remaining household items (including garage door panels, truck, water
heater, carpet, and lumber) must be removed from the site — no later than July 21, 2017.
• Hole needs to be filled in and ground leveled by August 1, 2017.
In addition, the last inspection on Building Permit 16-35 was on November 15, 2016. Per MN Rules
Chapter 1300.0120, Subp. 10, this permit will expire on June 27, 2017 if the above items are not
competed by that date. A new building permit will need to be applied for and issued if this permit is
allowed to expire.

a site inspection Wednesday, June 28, 2017 at 9:00 a.m. to verify that the above items (in bold) have
been remedied.

Thank you for your prompt attention to the sediment and erosion control issues as well as the safety
concerns at the above -mentioned property.
There remain a few issues that need resolved:
1. Address must be posted on site (must be completed immediately)
2. Must install adequate pedestrian protection (must be completed immediately)�`�`���
3. Silt fence on the north side must be trenched into the earth (must be completed
immediately)
4. Debris must be removed (must be completed no later than July 21, 2017)

Sediment and Erosion Control and safety concerns
Dear Mr. and Mrs. Yarger:

This letter is regarding the property located at 2478 Black Lake Road in Spring Park. A site inspection
shows the following concerns:
• Failing sediment and erosion control (permanent vegetation needs to be established, exposed
soils need to be stabilized, etc.)
Hazardous condition (adjoining lot is showing extensive erosion and is at risk of collapse)
At this time, we are requesting a site visit with yourself or a representative to discuss the above
concerns and determine steps in correcting the issues. Please contact our office to schedule the
