SITE PLAN: The site is zoned R-1 Single and Two Family Residential. I. The lot is a legal non -conforming lot of record its lot area is 8869 sq. ft. (10,000 sq. ft. is the district standard) The lot width at the setback line is 45 feet ( 50 feet is required). 2. This project is a redevelopment of an existing non -conforming house in review of the site plan it appears that the project will correct a number of nonconforming setback issues. 3. Setbacks: Required previously existing Proposed compliance STREET SIDE: House 30 feet* 18 — 23 feet 24.3 — 30 feet yes Garage 30 feet 0 — 3 feet 24.3 — 30 feet yes Side yard: North side: 10 feet 14 — 24 feet 10 feet yes South side: 10 feet 3 - 12 feet 10 -13 feet yes Shoreline: 50 feet 99 feet 52 feet yes *The Spring Park zoning ordinance allow and exception to the street side 30 foot setback where adjoining properties have a lesser street side setback. The 24.3 to 30 foot setback exceeds the setback of the adjoining properties, eliminates the non -conforming garage location and provides a driveway length that allows automobile parking in front of the garage with no encroachment into the public street. 4. According to the site plan the hardcover remains the same as the previous existing condition at 37.8% of the total lot area. The site plan is relocating the building and will change the site grades and drainage patterns specifically in the side yards. They must provide a finished grading and drainage plan showing the following information. a. Existing and proposed final grades. b. The location, height and design of proposed retaining walls. ( Retaining walls may encroach into required setbacks.) c. Proposed drainage patterns. Drainage must not be increased to adjoining properties and must not obstruct current drainage patterns from adjoining properties.. The applicant should identify if the house A, . will have gutters and location of down spouts. If drainage is to be directed toward the lake, they should identify how storm water may be treated ( swale, landscaped buffer, or other means) before entering the lake. Due to the compact size of the lot and the adjoining properties the grading and drainage plan must be received and approved by the city engineer prior to issuing the building permit. 5. The site plan must illustrate the utility connections to the home. Applicant should provide a description of the utility service to determine if they need to be replaced and will need to excavate into the street. 6. There is an issue with the property to the south which relies on the project lot's existing driveway to access their garage the site plan must illustrate how this issue will be addressed. Staging plan: The City requires a staging and Construction hazard / nuisance mitigation plan addressing traffic, safety and nuisance concerns created by construction activities in the established, compact neighborhoods. The City requires a staging and Construction hazard / nuisance mitigation plan. In review of the submitted staging plans I offer the following comments. 1. The area between the proposed house site and the street is only 1242 sq. ft. in area and 45 feet wide. Yet the applicant has indicated that this area will contain the bill, parking, lumber storage, trash equipment. This area will also be disrupted for the utility work. It seem unrealistic that the all this can occur on the site with the need to accommodate carpenters, contractors and receipt of materials. We would anticipate that part of the site will be needed just to turn around delivery vehicles. The staging plan should give us some description as to number of the workers on the site, where they will park, number of deliveries to the site and their schedules. Scheduling and parking of contractors. Where will these workers park if the site is full? 2. The bill location on the south property line in a location that blocks access to adjoining property and is locate near their front door. Find a different location for the biff. 3. The applicant must identify the size of the trash trailer to illustrate that it fits the site. The proposed location along the north lot line may interfere with existing slopes, drainage and erosion control. The plan should verify that the proposed location_ will not interfere with these conditions. What is the site clean-up program for the collection and removal of trash on the site to avoid it becoming a nuisance to adjoining properties? 4. How big of area is needed for receipt of lumber and other materials. 5. Will the applicant provide temporary rock entrance to the site to control dust and erosion. 6. Please describe hours of operation on the site. 7. Contact person for complaints. 8. We also anticipate complaints over noise, dust and trash, these should be addressed to the extent possible. With this development and other development in this neighborhood there is a heighten sensitivity to construction activities and their disruption of the residents. With the close proximity of homes and the narrowness of the Black Lake Road we must have a detailed and realistic staging plans that allows the construction to occur while protecting the neighbors. The submitted staging plan must be revised to address the aforementioned items. The plan should consist of both a narrative and a scaled plan that shows that the proposed on -site uses fit on the site. The applicant should also examine the site and anticipate where issues will arise and complaints made to head off future concerns. I am willing to meet with the applicant / contractor to help with the formulation of a staging plan if it would prove beneficial. I wanted to respond quickly to allow this project to proceed in a timely manner. I believe that the new home will fit the site well and correct some of the current nonconforming setbacks. The site plan appears to meet code, however, the applicant must provide a grading / drainage plan and revised staging plan that addresses the aforementioned items to allow for the issuance of the building permit.
