A building permit must be applied for within one (1) year from the date of approval of this
variance or it becomes null and void.
Description of Request
Rebuild existing house (maintaining current square footage) on the existing
foundation. In general, our plan is to place a concrete capping slab on the
earthen craw space and on the remaining basement floor slabs, which have
water, soaked heat ducts under them.
-IeveF. Raising the basement slab requires raising the perimeter wall framing so
as to maintain floor to ceiling height. Raise existing detached three -stall garage
and install new slab on grade on top of the existing slab on grade.
Reason (Hardship) for Request
The existing house is an unhealthy house plagued with water damage, mold and
mildew. One third (1/3) of the house is on a masonry foundation with an earthen
craw space at approximately one -foot (1) below normal high water. There is a
sump room, which is approximately two (2) foot below normal high water. The
remaining two thirds (2/3) of the house has heating ducts installed below the floor
slab which is at approximately normal high water level. The heating ductwork
and earthen crawl space become water soaked whenever the lake elevation gets
to normal high water. Which over the years has generated extensive mold and
mildew issues. The house has been added onto and remodel numerous times
over the years and as a consequence roof tie-ins have generated significant
water damage, mold and mildew at interior walls, and ceilings in both insulation
and drywall. Approximately twenty (20) percent of the first floor exterior wood
framing and siding extend approximately one (1) foot below exterior grade.
Surface water migrates through that perimeter wall and the framing, insulation
and interior drywall is deteriorating and laden with mold and mildew.
The existing three -stall garage framing and siding extends below grade and has
significant mold and mildew and the framing has begun deteriorating.

NOTICE is hereby given that the Planning Commission will hold a public hearing on
Wednesday September 10, 2003 at 7:30 p.m., or as soon thereafter as possible, at the
Spring Park City Hall, 4349 Warren Avenue, to hear comments on the following variance
requests to re -construct an existing house on the existing "foot print":
