APPLICATION FEES AND EXPENSES. The undersigned has paid the application fees and
posted the required escrows for this application. The undersigned agrees to pay all expenses
incurred by the City of Spring Park for review and processing of this application, including
expenses for legal, planning, engineering, administrative and/or other professional services. If
these expenses exceed the application fee paid and the posted escrows, the undersigned
understands and agrees that it is the responsibility of the applicant and the property owner to
pay such expenses in full within 30 days of receiving a bill from the City. If the City does not
receive payment in full within 30 days of the date of the bill, the City may approve a special
assessment against the property for the full amount of such unpaid expenses, and the property
owner specifically agrees to such an assessment and waives any and all appeals under
Minnesota Statutes Section 429.82. All fees and expenses are payable in full whether the
application is approved or denied. Escrow funds received in excess of the City's expenses for
review and processing of the application will be returned to the applicant/property owner.

RE: Returning checks for cancelled variance application
Dear Mr. Meyers:
On August 20, 2020 you submitted an application and checks in the amount of $250.00 and
$500.00 for application fees and escrow for a shoreline setback variance request to construct a
deck/stairway. The following morning you contacted City Administrator Dan Tolsma and
indicated that you were having second thoughts about your application and were considering
withdrawing your request. At that time, he informed you that you should contact him no later than
Monday, August 24 if you intended to withdraw your application so that the legal notice could be
cancelled in time. He further stated that if you contacted him by that deadline, you would be able to
receive full refunds of your application and escrow fees since no staff time had been devoted to
your application.
You contacted City Administrator Tolsma on Monday, August 24 and stated that you wished to
withdraw your variance application. Therefore, your original check #5035 in the amount of
$250.00, and check #5036 in the amount of $500.00 are enclosed with this letter. Please contact
City Administrator Dan Tolsma if you have any further questions about this letter.
