Scope: Like -for -like replacement of one RTU.
Approval is based on the correction of all noted deficiencies and compliance with all items
listed below.
The plans and specifications, for the project named above, have been reviewed for substantial
compliance with the current Minnesota State Building Code. This review is limited to the
submitted scope of work; is based upon the supposition that the data on which the design is based
are correct; and that the necessary legal authority has been obtained to construct the project.
Although every attempt has been made to identify code issues or concerns for proper and
necessary change, the project designer(s), the building contractor(s) and the property owner(s)
are ultimately responsible for providing complete code compliance and maintaining minimum
construction standards for the safeguarding of life or limb, health, public welfare and property
while constructing this project.
The following comments are related to the approved plans and will be verified during the
construction process or is general information regarding code requirements, inspections, and/or
permits.
Items to be Addressed and/or Corrected:
1. Outside ventilation is required. Balance reports must show this minimum amount of OA
is supplied at all times the building is occupied. (MMC 401.2)
General Information:
1. Inspections:
a. All mechanical installations must be inspected and tested in accordance with the
requirements of the Minnesota State Mechanical and Fuel Gas Code.
b. It is the responsibility of the contractor/installer to notify the inspection department
when ready to schedule an inspection. Call the building inspection department at
(952) 442-7520 between the hours of 8:00 a.m. and 4:30 p.m., Monday through
Friday.
c. The approved permit and all related plans and documentation shall be on
site and available to the inspector at the time of inspection.
d. Failure to provide the required documentation to the inspector at the time of
inspection may result in a cancelation of the inspection and additional inspections
fees for the additional inspection(s).
e. The field inspector may identify additional code compliance requirements.
Any additional identified code compliance requirements shall be completed.
Required Inspections:
• Rough -in: Inspection of all materials installed prior to covering
• Gas Line Installation/Air Test
• Final with Manometer
Required Documentation:
• Mechanical systems shall be balanced to with 10% of the design
capacities. Provide a copy of the balance report(s) to the Building
Official for review and approval prior to the final mechanical
inspection. (MMC section 309.2)
• Provide copies of startup reports for each fuel fired appliance to the
Building Official for review and approval prior to the final mechanical
inspection.
2. Governing Codes:

➢ 2012 Uniform Plumbing Code: Ch. 2-11, 14, 17 (UPC) as amended
• 2020 Minnesota Energy Code (MEC) (MN Rule 1322)
➢ 2018 International Energy Conservation Code: Residential provisions, Ch.
2-5 (IECC-RE) as amended
3. Comments:
a. Read all attached information.
b. Every person performing work for which the code is applicable shall comply with
the code requirements.
c. The person, firm, or organization securing the permit is responsible for code
compliance for the work being performed.
d. The site address shall be posted and visible from the fronting street.
4. Equipment Installation:
a. Equipment shall be installed as required by the terms of their approval, in accordance
with the conditions of the listing, the manufacturer's installation instructions and the
MN State Mechanical Code. Manufacturer's installation instructions shall be
available on the lob site at the time of inspection. (MMC section 304.1)

b. Clearance around appliances shall be sufficient to allow inspection, service, repair or
replacement. (MMC section 306.1)
c. An unobstructed passage way measuring not less than 36 inches wide and 80 inches
in height shall be provided for appliances within rooms. (MMC section 306.2)
d. Mechanical ventilation systems shall be provided with manual or automatic controls
that will operate such systems whenever the spaces are occupied. Air-conditioning
systems that supply required ventilation air shall be provided with controls designed to
automatically maintain the required outdoor air supply rate during occupancy. (MMC
405.1)
5. Gas Piping:
a. Gas piping shall be sized in compliance with MFGC section 402.
b. Corrugated stainless steel tubing (CSST) gas piping systems shall be bonded to the
electrical service grounding electrode system with minimum 6 AWG copper wire of
equivalent. (MFGC section 310.1.1)
a. This section applies to corrugated stainless -steel tubing (CSST) that is listed
with an arc -resistant jacket or coating system in accordance with ANSI LC
1/CSA 6.26. The CSST shall be electrically continuous and bonded to an
effective ground fault current path. Where any CSST component of a piping
system does not have an arc -resistant jacket or coating system, the bonding
requirements of Section 310.2 shall apply. Arc -resistant -jacketed CSST shall
be considered to be bonded where it is connected to an appliance that is
connected to the appliance grounding conductor of the circuit that supplies that
appliance. (MFGC 310.3)
c. Fittings installed in concealed locations shall be limited to the following types: (MFGC
404.5)
a. Threaded elbows, tees and couplings.
b. Brazed fittings.
c. Welded fittings.
d. Fittings listed to ANSI LC-1/CSA 6.26 or ANSI LC-4.
d. Where gas piping will be concealed within light -frame construction assemblies, the
piping shall be protected against penetration by fasteners in accordance with Sections
404.7.1 through 404.7.3; except black steel piping and galvanized steel piping shall
not be required to be protected. (MFGC 404.7)
e. Gas piping exposed to corrosive action shall be protected in an approved manner.
(MFGC section 404.11)
f. Underground piping systems shall be installed a minimum depth of 12 inches below
grade. Individual underground lines serving outdoor appliances shall be installed a
minimum depth of 8 inches. (MFGC section 404.12)
g. Steel gas piping sizes'/ inch shall be supported at intervals not greater than 6 feet, %
inch and 1 inch shall be supported at intervals of not greater than 8 feet, and piping
sizes 1'/< inch and larger shall be supported at intervals not greater than 10 feet. Refer
to MFGC Table 415.1 of MFGC section 415 for support information for other sizes
and/or materials.
h. Copper gas tubing sizes'/ inch shall be supported at intervals not greater than 4 feet;
% inch and inch shall be supported at intervals of not greater than 6 feet. Refer to
MFGC Table 415.1 of MFGC section 415 for support information for other sizes and/or
materials.
i. Gas piping shall be elevated no less than 3'/ inches above the ground/roof surface
and protected from physical damage. (MFGC section 404.9)

j. A minimum 3-inch sediment trap shall be installed prior to the regulator. If a tee fitting
is used, it shall provide a 90-degree change in direction of gas flow. (MFGC 408.4)
k. Each appliance shall be provided with a shutoff valve in the gas line, separate from
the appliance and no further than 6 feet from the appliance, or located within 50 feet
of the appliance when located at a manifold. (MFGC section 409.5)
I. A readily accessible main shutoff valve with a permanently attached handle shall be
installed in the first available location before the first branch line inside the building.
(MFGC section 409.1.4)
m. Gas piping that serves equipment on the roof of a building shall have a main shutoff
valve located no closer than 10 feet from the roof edge and before the first branch line.
(MMC section 409.1.4 exception)
n. All new gas piping shall be tested and inspected in compliance with MFGC
section 406.
i. Test Pressure: 1% to operating pressure but not less than 26 psig
ii. Duration: thirty (30) minutes
iii. Gauge: 2 psig increments
iv. Test Pressure: Shall be within the middle 60 percent of the gauge
pressure range
o. A final gas piping system, appliance and equipment leakage test shall be
conducted in the presence of the inspector at the final inspection. (MFGC
section 406.6)
p. Shutoff valves installed in tubing systems shall be rigidly and securely supported
independently of the tubing. (MFGC 409.7)
6. Ducts:
a. All joints, longitudinal and transverse seams, and connections in ductwork shall be
securely fastened and sealed. (MMC section 603.9)
b. All duct work shall be hung and supported in compliance with MMC section 603.10
and SMACNA standards, and support spacing shall not exceed 12 feet. Flexible and
other factory -made ducts shall be supported in accordance with the manufacturer's
instructions. (MMC section 603.10)
c. All duct work shall be inspected prior to covering or concealing.
d. All duct insulation shall be inspected prior to covering.
7. Refrigerant Piping:
a. Any portion of a refrigeration system that is subject to physical damage shall be
protected in an approved manner. (MMC section 1101.3)
b. Refrigerant circuit access ports located outdoors shall be fitted with locking -type
tamper -resistant caps or shall be otherwise secured to prevent unauthorized access.
(MMC section 1101.10)
c. Refrigerant piping shall comply with MMC section 1107.
d. Refrigerant piping shall be of an approved material in accordance with MMC section
1107.5.
e. Refrigerant pipe joints erected on the premises shall be exposed to visual inspection
prior to being covered or enclosed. (MMC section 1107.7)
f. Piping insulation shall comply with IECC-12 Table C403.2.8. (MEC C403.2.8)
g. Piping insulation shall be protected from damage, including damage from sunlight,
moisture, equipment maintenance, and wind, and shall provide shielding from solar
radiation to deter degradation of the material. (MEC section C403.2.8.1)
8. Condensate:

a. Condensate from fuel -burning appliances shall discharge to an approved plumbing
fixture via approved corrosion -resistant piping at a minimum slope of 1 % slope. (MMC
section 307.1)
b. Condensate drain systems shall be provided for appliances containing evaporators or
cooling coils. (MMC section 307.2)
c. Condensate drain lines shall not be less than %-inch internal diameter. (MMC section
307.2.2)
9. Indoor Air Quality:
a. Every occupied space shall be ventilated by natural means in accordance with Section
402 or by mechanical ventilation in accordance with MMC Section 403. (MMC 401.2)
b. Mechanical ventilation shall be provided by a method of supply air and return or
exhaust air. The amount of supply air shall be approximately equal to the amount of
return and exhaust air. The system shall not be prohibited from producing negative or
positive pressure. The system to convey ventilation air shall be designed and installed
in accordance with MMC Chapter 6. (MMC 403.1)
